The City Commission of the City of Clearwater met in Regular dassion at City
Hall, Monday, June 18. 1951 at 7t30 P. M., with the following members present:

The meeting was called to order by the Mayor. On a motion by Commissioner
Lynn, which was seconded by Cormnissioner Turner and carl'ied, the minutes o:f the
regular meeting of June 4th and the special meetings of June 7th and June 11th were
approved.
Commissioner Turner nloved that Dr. J. K. Davis' /lipplicatlon for the re-z:oning
of Iota in a ffilbdlvision of lots 20-21-22 of R. H. Padgetts Sub. be referred to the
City Attorney for a public hearing and the proper disposition as a hardship casa.
The motion was seconded bY' C01l1ll11ssioner Lynn and carried.
Consideration of the applications of Cantrell and Condon and A.lbert P. Rogers
to erect signs were deferl'ed" by consent.
The City Clerk read a letter addressed to the Commission by Mr. Charles M.
Phillips suggesting that certain amenwnents be made in the Taxi-Cab Ordinance CA500.)
The letter enclosed a draft of the proposed amendin~ Ordinance. Commissioner Blanton
moved that the matter be deferred to a future meeting so as to provide time for
further study. The motion was seconded by Conwissioner Black and carried.
A memorandum from the Chier of Police to the City Manager suggested the
el1mina tion of all taxi-cab stands presently loca ted on the C:!.ty streets, and sub-
stitute ~lch stands with one tax:!. stop; thereby el~ninating an undesirable situation
and creating new space for parking meters. Commissioner Black moved that the matte~
be deferred to a later meeting when the Chief o~ Police is present. Commissioner
Turner seconded the motion and it carried.

The Clerk read a letter addressed to the City ~lana.p;er by the City Treasurer
advising that the City's Workmlns Compensation Insurance would expire aa of July 1st
and recommending that the insuranoe be renewed with the present insuror on account of
the more favorable rates which would result from such a renewal. Ccmunissioner Tul'11er
moved the City Manager make a further study of the proposal and give his reccmnnenda-
tion at the next meeting. The motion was seoonded by Cammiss:toner Blanton and oarrie~.
A letter addressed to the Commission by D. D. Cochran. tendered his resignation
as a member o~ the Plumbers Examining Board, to be effective ~ediately. It was
moved by Commissioner Turner that Mr. Cochrs,n's resignation be aoceptedl with regret~
and the Clerk be instructed to write a letter connnending him on his work with the
City of Clearwater. The motion was seconded by Commissioner Black and carried unan-
imously.
The Manager ffilbmitted a tabulation of bids for BupplyinB Comprehensive Auto-
mobile Insurance on the City's motorized equipment and recommended that the contraot
be awarded to Bruce Taylorl Agent for Firernans ~lnd Indemnity on his bid o~ $1,906.25.
Commissioner Black moved that the I~nager's recommendation be followed and the oontract
awarded to Bruce Taylor. The motion was seconded by Conunissloner Blanton and carried.
The Manager reoommended that Lind and Mapes be awarded the bid for re-roofing
the Southeast section ot Clearwater Municipal Auditorium. He stated that the Building
Department and the Assistant Purchasinf~ Agent concurred in this reocnmnendation. Tho
amount o~ the bid was $396.00. Commissioner Black moved that the City Manager's re-
commendation in regard to awarding the contract to Lind and Mapes' be. followed. The
motion was seconded by Commissioner Blanton and carried.
The Manager reported that only two bids had been received for supplying an auto-

The Manager reported_receipt of two bids for supplying an automobile for the
Polioe Department; however~ t~t a bid from Butcher Motor Sales had arrived later
than the time specified in the invitation to bid. Commissioner Turner moved that
the bid of Butcher Auto Salea not be considered as it was received too J.ate and that
they be so not.:tfied. The motion was seconded by Connnissioner Iqnn and carried. Cum-
missioner Turner moved that the bid of Thayer Motor Co. (of $1802..71. less Est.
Federal Tax~ and less allowance, making net coat of $,640.00) be studied by the City
Mana~er and he report later w1tll his recommendation. The motion was seconded by
Commissioner Lynn and carried.
The Manager reported that only one bid, that of H. H. Freidt~ 1n the amount
of $605.50, had been reoeived on the proposal to paint the lower f~oor of City Ea11.
It was moved by Commissioner Turner, seconded by Camnlissloner Blanton and carried
that the City Manager investigate the bid and bring his reoommendation at the next
meeting,
The Manager reported rece 1pt of two bids i'or paving South Osceola A venue be-
tween Haven street and Pierce Street, as follows:
W. H. Armaton Co. @ $1.39 sq. yd., $2,919.00
E. H. Holcomb Jr. @ $1..24 sq. yd., a,604.00
The City Engineer recommended that the bid of E. H. Holcomb Jr. be accepted. It
~s moved by Commissioner Black that the City Engineer's recammendQt~on be accepted
and the oontract be awarded to E. H. Holoomb Jr. Commissioner Turner seconded the
motion and it carried.

The Manager reported the receipt of only one bid for supplying Chlorine for the
Sewage Disposal Plant; tha t of the Lenfestey Company of Tampa. The Lenf'estey Company
proposes to supply Chlorine in ton containers at .09 pe~ pound. The Manager re-
conmended that the bid be accepted. Co:mmissioner Black moved that the Manager's re-
commendation be approved and the contract awarded to the Lenfestey Company of Tampa.
The motion was seconded by CommisBioner Blanton and carried.

The City Manager reported that the Alabama By-products Company were in a
position to furnish 1,000 tons ot' coke in addition to their original cont~ct~ on
account of a cancellation by another municipality. He stated that this' wdditlonal
amount of coke would probably meet the City's requirements tor the c~ing winter
season. Commissioner Lynn moved that the City Manager be authoriz.ad to purchase
1.000 additional tons of coke from the Alabama By-Products Company. The motion was
seconded by Commissioner Blanton and carried.
The ~~nager submitted a Resolution which would require 11 property owners to
clean their lots ot gr.ass~ weeds and underbrush. On a motion by Commissioner Turner,
which was seconded by Commissioner Lynn and unanimously carried, the Resolution nas
adopted.
The Manager recommended the following water main extensions:
Approximately 450 ft. of 211 water main on
Gulf~Bay Blvd. Estimated cost $330.00
Approximately 525 ft. of 2" galvanized pipe
for main extension on Lincoln Ave. Est.cost 365.00
On a motion by Commissioner Black, seconded by Commissioner Turner and carried, the
~ter main extension on Gult'-Bay Boulevard was approved. Commissioner ~nn moved
that the water main exten~ion for Lincoln Avenue be approved. The motion ~s seconded
by Commissioner Turner and carried.
The 1~nager reported that he had approved the following gas and water main ex-

this t~ne. I would like to suggest that we are now in the position to enjoy more
favorable rates if this insurance is continued under the present holder. This is
evidenced by the fact that Vie received $964.52 in 'this present fiscal year as a
result of our acctwu1nted good record over the past three years. I feel that we
are in a very good position to receive an equal amount in return premiums in the
corning year.

Subject Taxi Cab Stands
I hereby recommend that the necessary action be taken to elUlinate all cab stands
presently located on the city streets of Clearwater and substitute such stands
with one taxi atop which will, in my opinion, facilitate the movement of traffic,
elfminate an undesirable situation presently found at cab stands, and also create
at lease four very desirable meter stands which may be used by the genera] public.
The city has been seriously criticized in the past by the public relative to the
present conditions. Any consideration given this recommendation will certainly
be appreciated.

this: In the past the City Commission has p,iven to matters pertaining to ta~-cab
licenses a just, fair and thorough oonsideration. The Commission has given due
notice of any hearing on suoh matters, and has informally made the requiroments
set out in this amendment mandatory. We like this situation and manner of con-
siders tlon. We just want to be sure tha t the "barn door is locked be.t'ore the
horse gets out II . In othor words, we want to be assured that ,future City Conmission
will consider Buch matters the same way as have the present and past Connniss10na:.
The only two artioles of the ordinance as it stands which are amended by this
amendment are Artioles III and VII. Article III is re-writte~ in its entirety,
including all of the old provisions and the new provisions that the Commission has
always inforIIlall1 enforoed. It is actually meroly a step in the prooess of orderly
revision of existing laws, with a viow to clarity and completeness. There is not
I!Npposed to be anything hidden in the amendment whioh would have any effect other
than the obvious intended effeot.

Seot:ton 4, Artiole VII, a 5 the ordinance stands now. is a prOVision requirin~
that governors be provided on eaoh taxi-oab. Since this provision was first put
in the ordinanoe, it has never been enforced~ and has, therefore, beoome vestigial.
We do need a provision a~ainst oheating oab fares. Each winter much money is lost
by the transportation opera tor to bums from the North who take a one dollar winter
vaoation, and make the business men suffer; therefore, I propose the substitution
of a provision against Cheating cab fares for the old provision requi~ing governors.
I have spoken to the Mayor about it, and he has evidenced sUl11111ary approval of
the amendment, as explained to him by Ille. He haa not had a ohance to go over a
oopy of the proposed amendment as yet.
I hope that you can get this matter on the agenda at an early date, so that
it might be disposed of without being dragged on intel~inably.

tion at the naxt moeting. The motion wa,s seconded by Commissioner Blanton and carried.
A le•tter addressad to the Commission by D. D, Cochran, tendared hig resi�nation
as a member of the Plumbers Examining Board, to ba effective 9mmediately. 2t r+as
moved by Corunissioner Turner that t�ir. Cochran�s resignation be aocented, vrith regret,
and the Clerk be instructed to writa a letter coa�nending him on his work with the
Citg of Clearwater. The motion was seconded by Commissioner Black and carried unan-
imously.
The nianager submitted a tabulation of bids for supplying Comprehensive Auto-
mobile Insurance on the City�s mo4orized equipment and recommended that ths contract
be awarded to Bruce Taylor, Agent for Firemans Fi.ind Tndemnity on his bid of �T,g06.25.
Commissioner Black moved that the 2ilanager�s reconnnendation be zolloti�ed arxl the contract
awarded to Bruce Taylor. The motion was seconded by Go�issioner Blanton and carried.

The only two articles of the ordinance as it stands which are araended bS* this

always infozmally enforced. It is a�ctually merely a step in the procesa of orderly

Sectl.on 4, Article VIT, aa tha orclinancs stancls now, is a provision requirin�
that governors be providecl on each taxi-cab. Since this provision was first put
in the ordinance, it has never been enforced, snd has, therefore, beco�e vasti�ial.

of a provision a�ains� cheating cab fares for the old provision requiring governor�.

the amendment, as explained to him b� me. He has not had a chance to go over a
copy of the proposed amendment ss yet,
