Commissioner Turner moved that the minutes ot the regulaI' meeting of February 19th and the minutes ot tho speo1a1 meetings of February 21st and 26th be approved in accordance with the copy thereot furnished each member in writing and that their reading be dispensed witn. Mot10n was seoonded by CommissioneI' Lynn and carried. The Acting City Manager submitted the request ot Mrs. Eva L. Cisar tor a 15 ft. set-back instead ot a 20 1't. set-baok to erect a car-port on Lots 1 to 4 in- clusive - Highland Grove Sub~ivsion as an exception to the Zoning Ordinance a8 a hardship case. The Zoning Board's recommendation was that Mrs. Cisar's request be denied as the Board felt that this did not constitute a hardship under the zoning law. Mr. Lynn moved that a oommittee be appointed to go out and investigate Mrs. Cisar's request and report their tindings at the next meeting ot the Coxrmiss1on. The Hayor appointed Commissioners Lynn~ Blanton and himsolf to serve on the Committee. The Clerk read Q letter from Mr. James T. Singleton withdrawing proposal made by himself and associates of September 30, 1950 and asked that the Commission con- sider his most recent proposal. It was agreed that a special meeting would be held Thursday at noon by the Beach Lease Committee to discuss Yacht Basin Leases. The Acting City Manager opened four (4) bids received for the construotion o~ a sanitary sewer on Royal Way from Mandalay Avenue to Clearwater Harbor and from Royal Way north on Poinsettia Avenue - a distance of 1'71 1;t. and on BaY' Esplanade from the intersection ot Bay Esplanade and Royal Way East am North a distance ot 6'78 tt. The following bids were submitted: Mariani-O'Brien - st. Petersburg $6,0'79.70 Stansfield Construction Company -~mpa 4,6'73.35 E. H. HOlcomb,Jr. - Cleal.ater 4,344.25 Smith-Sweger Construction Co.-Clearvmter 3,534.70 The Acting City Manager did not wish to recommend any of the above bids untiJl he made a study of them. Commissioner TurneI' moved tha t the low bid of Smith-SWeger Con- struction Company be accepted subject to the Act1ng City Manager's study and veri- fication. Commissioner Lynn seconded the motion and it carried. The Acting City Manager submitted a plat of Oak Acres No.2 stating that the plat had been approved by the Engineering Department and h~selt but had not been approved by the City Attorney. Commissioner Black moved that the plat be referred to the City Attorney tor his recommendations at the next meeting. Motion_a seconded by Commissioner Turner and carried. The City Attorney reported that the City had a ~ive (5) year lease with the Clearwater Merchants Association on the property occupied b,y the F.ar.mers Market. Com- missioner Blanton moved that the Farmers Market lease be turned over to the Court . Street Extension Committee for their investigation and report. Commiss10ner Black seconded the motion and it carried. The Clerk read a letter from Mr. Alan C. Drew, President, Clearwater Federation ot Civic Clubs, requesting that the Commission endorse the proposal for a .Pedes- trian walk" on the Stevenson Creek Bridge as had been requested by the Edgewater Drive Civic Association. Commissioner Blaok moved that a committee composed of the Kayor, Commissioner Blanton and the Acting City Manager Investigate and work with the Clearwater Federation of Civic Clubs in securing State aid on the appropriation tor Stevenson Creek Bridge, Clearwater. and report their findings to the Commission. Wendell Spragina requesting tha t he be informed as soon as possible if the OOX!m1ission took .fa1vorable action on the contract relative to the legislation tor and issuance of securitiea in connection with drainage districts. Commissioner ~nn moved that the matter be deferred for further study. Motion was seconded by Commissioner Blanton and carried.. Acting City Manager Middleton recommended that the Conmission employ Mr. Sidney L1ckton, West Palm Beach, as City Engineer. Commissioner Black moved that the City Manager be author1zed to hire Mr. Lickton &s City Engineer subject to a probatlonarr period ot six (6) months at a stipulated salary ot V4~200vOO per year and the Cit1 Manager to come back at a later date and report on Mr. Liokton's work and that Mr. Lickton be employed immediately. Commissioner Turner seconded the mot1on and it oarried. Acting City Manager submitted two (2) resolutions which would require property owners to clean their lots of grass, weeds and underbrush. On a motion by Com- mIssioner Black, which was secondf'ld by Comnlssioner Blanton and oarried, the re&O- lutlons were adopted. The Cit,. The A.cting Oity ManegeI' submItted the request of" E. R. Turner that the City install a water main from its present l~ne on Walnut Street to the City l~lts to supply water for Gol~ View Terrace Subdivision at an estlnmted cost of .700.00. It was the Acting City Manager's recommendation that the installation be made. Com- missioner Black moved that the City Manager's recommendatIon be followed. The motion was seconded by Commissioner Lynn and carried. The Acting Oit~ Manager recommended the opening o~ an alley between Royal wa~ and Somerset Street between Blocks 84 and 84A Mandalay Subdivision stat1ng the alley was needed for the garbage serv1ce collections. Mr~ L~nn moved that the Aot- ing City Manager's reoo~ndation to open the alley between Royal way and Somerset Street back ot property facing on Mandal.ay be approved. Commissioner Blanton seconded the motion and it oarried. Yayor Brown read an invitation to attend a conterence on RadiOlogical Health and Civil Defense, and reoommended that Mr. smith of the C1vi1im Defense be per- mitted to attend this meeting. Mr. Black moved that the recommemat1ons of send- 1ng Mr. Smith of the 0ivilian Defense or who he designates be authorized to go to Gainesville on March 27th to March 31st with expenses paid. Commiss1oner ~nn seconded the motion and it carried. OommIssioner Turner moved that the sum of $500.00 be appropriated and pald into the advertisement fund or the Olearwater ahamber o~ Commerce to be used directly in connectIon with advertising value of the Olearwater Bombers Soft Ball Team. I do not have space on the property for the construction of six carportes, but I do have roam for four lf you will allow me to extend them flve feet beyond the pre- sent building line on the Laura street side of the lot. The set back at present ls 20 teet and I would like the place these carportes at 15 teet. I propose constructing these of a one inch steel pipe framework~ covered with a pla1n colored canvas awning, with a 12 inch scalloped fr1nged drop.
