Novotney requesting that the ConlIllission act on the matter as earl'y' as possible, stating that those persons whose objeotions had been presented by Mr. E. B. Casler, Jr. 118.d withdrawn their objections. The City Attor-ney said it was his opinion tlla t tlle COl'nnission had the authority to deterr.1ine what does or does not constitute a "J:-mrdahip". It was pointed out that the motion made by Commissioner Blanton at the meetin~ of Febr~uary 12th to continue the Publio Hearing until such time as the other Comnlissioner can be present, was still in ef~ect. By unanimous consent, the Conunission agreed to meet Wednesday, l"ebruary 21st at ~:30 P.M. to discuss this and other matters requirinK the early attention of' the Commission. The Aotin~ City 1'lanaher r-eported the receipt o:f a letter t'roL.l the developers of Bay Side Subdivision #2 requesting tl~t a contract for gas and water n~in ex- tenDions be oombined as one item and that the six year period set forth in our regular contracts be changed to ten j"'ears. The developers ata te that they are pre- pared to furnish lllBterlal and to install gas and wator mains, providing the City can furnish fire hydrants and val vas. It was moved by Connllissioner Black tha t the request be approved, in view of the National eL.ler~enc,.that may be impending. The motlon Vias seconded. by CODlIl1issioner Turner and carried. The Mayor suf,gested that a stenographer be employed to take dovm the proceed- ings at Commission meetings in order to have a more complete coverage and to' expedite the handling of the tilinutes. The City Attorney stated that his secretary~ MrlF. H1pp~ was competent and experienced in such work and since she was now workinG on a part time basis, her compensation .for such reportin~ could continu.e on the same hour1y basis. Company to prepare 1egisla tion for submission to the State Legis:- lature~ which would enable the Cit1. to create drainage districts, and to prepare issues of securities in a.mount o~ 'i;400,OOO.OO to finance sanita.ry and stcrm sewers. The securities under eithel' ot' the proposals would not be general obl.igations of" the City, but nould be secured by liens assessed against property in a specifio distriot. The issuance of securities would be authorized b'V re1'eI'endUJl1 within the district affected. The City Attorney reported that he had examined both pr~poBals~ and that the only difference he had found, except as to the fees, was that Spragins and Company guarantees to buy or sell the securities at an interest rate not ex- ceeding 4%. B. J. Van Ingen Company ask a fee of ~~. for the initial issue and 3~ 1'01' any additional issue. R. W. Spragins and COMpany ask a ~ee of .95~. Both proposals are set forth in the following pages of these minutes and :made a part thereof. Swan of' the Mather l<urniture Company had requested that parkin~ meters be installed on South Garden Avenue, in f'ront of his place of business. Commissioner Turner moved that the Chief of Police prooeed to install parking meters in front of the Mather It'urni ture COJllpany. The motion was seconded by Commissioner Blanton and carried. The Manager recommended that the cost of the meters be charged against the budget, and that SOlne one hour parking spaces be made in front of the Ilia ther Furniture Company pending installs tion of' meters. Cor~issioner Blanton suggested that at least two of the 12 minute metera in front of the Court House be replaced by one hour meters. The Manager reported receipt of a letter from the "Audubon Society~ in which the Society requested the placement of signa warning against violation of Federal Laws prohibiting the shooting of migratory birds in this area. It was the opinion of Commission membera that erection of such signs would be contrary to the City's policy relative to signs and that strict enforcement of the law would be more effective than signs. Commis~ioner Turner moved that the proposal for signs a~ requested by the Audubon Society be temporarily tabled and the Manager authorized to write the Audubon Society and inform them of tho Commission's position. The motion was seconded by COl~issioner Black and carried. The Manager reported that he had authorized 300 ft. of lit inch gas main in- stallation on Jefferson Ave. at an estimated cost of $175.00 on February 9th. I am honest when I say I think this 11en was paid otto I have paid the taxes on this property and two other p1eces ot property in Olear- water tor over a period of 25 years and with this in mind I would like for this letter ~o be placed before the proper authorities with the thought in mind that they would agree to ~he canoellation of this sidewalk l1en.
