CO!l1Illissioner Black called a ttention to the an1ssion of 00Jl1l111ssioner Lynn's name f'rom the COMmittee appointed in connection with the proposed storm sewer on Marianne Street, and suggested this be corrected. It was moved by OOImulssioner Black that the minutes of the Speoial meeting of' January- 8th be approved in accordance with the copy thereor furnished each member in writing, as amended, and that their reading be dispensed with. ~le ~otion was seconded b~ Commissioner Blanton and carried. .. The Clerk read a letter addressed to the COIl1Jl1ission by Mr. W. S. Shannon, in which letter Mr. Shannon requested that the 200 feet of Grove Street between Missouri and Jefferson Avenuea be ~proved by installing permanent type paving and curbs. Commissioner Turner moved that the City Manager be instruoted to get up new estimates and costs, contact the affected property owners and report back to the Ganmission. The motion was seconded by CO~iBsioner Black and carried. Commissioner Blanton moved that the City Manager be instructed to con- tact property owners relative to a continuation of Grove Street fram Missouri Avenue to Betty Lane. The motion was seconded by Commissioner Black and carried. A letter addressed to the C~ission by Constantine Farms, Inc. requests that the Commission permit the construction of a service station on property owneg"by the corporation a t the North-west interseotion of Belcher Road and Gulf~ooy Boulevard. Attached to the l.etter Via s the written approval of the Zon- ing Board. Commissioner Turner moved that permission to erect a service sta- tion at the North-west corner of Belcher Road and Gulf-to-Bay Boulevard be granted. The motion was seconded by Commissioner Blanton and carried. Commissioner Turner, ror the Oommittee composed of hhnself and Commissioner Blanton, reported that the Cammittee bad approved the installation of two drive- ways on the Cleveland street side or the Dan Iley property for a total of 95 feet and three driveways on the Missouri Street aide for a total of 79 feet. CClDl- missioner B1aok moved that the report be acoepted and approved. The motion was seconded by Co.mmissioner ~nn and carried. On a motion by Commissioner Black~ seconded by Commissioner Tur.ner and carried, the plat of Unit "C", Skycrest Subdivision, was approved. Ca.mmlssioner Blanton~ reporting for the Committee, said it was the Com- mittee's recommendation that parts of Lots 17, 18 and 19. Block F, First Addi- tion to Sunset Point, be sold to Mr. John Segelken, subject to the property be- ing platted. with street rights or way being dedicated and subject to Mr. Sege~- ken paying f'or tha survey and street improvements. Commissioner Black noved that the property be sold to Mr. Segelken for $500.00 with the stipulation thaJt the paving be done by Mr. Segelken" the paving to be 6 inches of marl compacted: to four 1nches~ shot with asphalt and chips rolled and that Mr. Sagelken pay for the Survey and Plat, that Overbrook Road be dedicated, and that Douglas Ava. be dedicated to the water. The motion was seconded by Caromissioner Lynn and carried. By unanimous consent of the Commission, Messrs. W. D. Owen8~ J. Frank Hancock Jr. and B. G. Brumby Jr. submitted a plat proposed for development o~ the second peninsular south of Memorial Causeway. COlnmlssioner Black moved that the plat be accepted tentatively as proposed~ subject to fonnal approval later. The motion was seconded by Co~issioner Blanton and carried. The City :Manager aubmi tted a list of tra,ilers' in the City not parked in authorized trailer parks, as prepared by the police department, noting the purpose ~or which the trailers were being used. The City Attorney submitted Ordinance #603, an amendment to the Trailer Ordinance (Ordinanco #591) which would provide for certain exempttona on a r~rdship cert1~ioate to be ~ssued by the City Manager. It was moved by Commissioner Turner that the Ordinance be p&858d on the first reading. The motion was seconded by Commissioner Black and carried. Commissioners Bro~n, B1aok, Blanton, Lynn and Turner voted "Ayew. There were none opposed. Mr. Sumner Crowell inquired about the p~ov1s1on8 of the Ordinance rel.ative to oompliance with the building oode. Colo J. M. Silkman inquired about sanitary 1nspeotions f'or tra ilers . Commissioner Blanton moved that the Ordinanoe providing f'or the Board. of Barber Examiners be repealed and the City Attorney be instructed to conf'er with the Barbers Association and ascertain i~ they would like the O~inance retained with the License approval provisions eliminated. The motion was seconded by Commissioner Lynn and oarried. Mr. Turner suggested that the Clerk write letters to lire Shaw, Mr. Sutton and Mr. Chas. R. Bennett~ expressing the Commission's appreoiation and approval of the services rendered by ~ern. It waa moved by Oorrnnissioner Turner tha.t the matter of advertising by radio be referred to a Committee or the Commission as a whole to study ~dver- tieing policy. Commissioner Black aeconded the motion and it carried. The Manager reported that he had int'ormed E. R. Turner &: Sons that their application for per.mission to-erect a sign was now in the hands of the Zoning Board for review by the board and the board's reoommendation. Commissioner Blanton moved that oonsideration of employing an Engineering tirm to make reconnnendationa, p~an9, specifications and supervision o~ in- stallations in connection with the erection of a new stand pipe be deferrea until the City gets an Engineer~ and that applications for the position or Engineer be reviewed by the Commission. On a motion by Commissioner Turner, seconded by CODmissioner Black and carried~ the resolutionsW&& adopted. ~ The Olerl( read a Resolution approving and assessing abutting properties; /", for the installation of an a inch Sanitary Sewer on O~earwater Street from the West edge of tlandalay East to Bay Esplanade. It was lI10ved by Comm1ssione].' Turner that the resolution be adopted. The motion was seconded by Commissioner ~nn and carried. The Clerk read a Resolution approving and assessing the abutting properties f'or the installation of an 8 inoh double strength saIl:1tary Sewer on Bay Esplanade, running approximately 665 feet Northerly from Clea~reter Street, together with the construotion ot' ono mBnhole and other necessary appurtenances an~ including' the removal and replacement of necessary portions of said Bay Esplanade in oonneotion with the above. On a motion by Commissioner Turner, which was seconded by Cammissioner Blanton and carr1ed, the Reso2ution was adopted. The Clerk now read a resolution approving and assessing abutting properties tor the installation of an 8 inch double strength San~tary Sewer on Somerset Street, running approx1~tely 568 feet Easterly rrom Mandalay Road, together with 3 manholes and other appurtenances and including the removal and replace- ment of neoeasar,y portions of the said Somerset Street in oonnection with the above. Comm1ssioner Blanton reported that the Oommittee working on the Coaohman Heights Replat and th~ Court street ext~nsion would have a report tor the next meeting. The Mayor suggested that the Park Development Comm1ttee study the Coaoh- man Park Plat wi th an eye to revision. The City Attorney reported that a great deal ot aocumulated work was turned over to him by Mr. Krentzman, and that he expeoted to put in full ttme until he oan catch up with most of it. He suggetsted that the salary ot the Attorne~ be made $3600.00 par year, pointing out t}~t th1s was only approxi- mately 1100.00 per year more than the C1ty had been budgeting for salary an~ allowanoe for office rent, etc. Camm1Bsioner Black moved that the City Attorney's salary be set at $3600.00 per year ~nd that add1tional amounts appropriated 1n the past for expenses and allowances be el1m1nated.
