as prepared for the Municipal Eleotion Tuesday~ December 19th; that the regis-

election, sealed and looked.

The Clerk tendered the keys to the voting machines, which were returned
to the custody of the Clerk by the Commission. It was moved by Commissioner
Casler, seconded by Oommissioner Turner and carried that the report o~ the City
Clerk be approved.
A letter addressed to the Commission by the Reverend ~nol H. Alfred re-
quested that pennission be granted to Mrs. Carrie Hatcher to continue to use
as living quarters, a trailer located in the rear of the Church of God parsonage
at 825 Pinellas Street. The letter stated that Mrs. Hatcher is old, an invalid,
unable to care for herself and is being oared for by fellow Church members.
Commissioner Oasler moved that the matter be referred to ~e Ohief of Poll~
and the City Manager for a report to the new Commission taking office in Jan-
uary. The motion was seconded by Commissioner Turner and carried.
The City Manager reported on his correspondenoe with the State Road
Department relative to repairs on the Causeway bascule bridge. He had been ad-
vised by the State Road Deportment that repairs to the bridge slone would cost
$4400.00, which the State would contribute as a donation to the City. The
Engineer stated that his Department could not participate in the installation
of electric gates and submarine cables, at an estimated cost of $4900.00, except
on a force account basis. Oommissioner Casler Dloved that the Commission request
the State Road Dep&rtment to do the work they propose to do, and the State be
requested to furnish the material and construct the gates on a force account
basis, at a cost of "4900.00; the City to pay for same out of next yea~ts budget.
The motion was aeconded by Commissioner Turner and oarried.
It was moved by Commissioner Oasler, seconded by Commissioner Turner and
oarried that conoideration of a water main. extension at an estimated cost of
$1850.00 on Druid Road to serve one austomer be postponed and that it be m8de
the first item of business on the agenda for the n~ moeting ot the Commission.

The Clerk read a lette~ addressed to ijhe Commission by Mr. William H.
Wolfe, of the firm or Wolfe-Wightman and Rowe, on behalf of his client, James
W. Shephwrd of Largo, who, the letter states, suffered serious burns when he
stepped in sane burning trash that was hidden by an overlay of boards and sand
at the dump located near Ulmerton Road, owned by the County but being used as
a CitY' dump. Mr. Wolfe requests that he be advised as to what action the City
will take regarding the matter. Commissioner Turner moved that the letter be
referred to the City Attorney for a report. Tho motion was seconded by Com-
missioner Casler and oarried.

The Manager read a letter addressed to him by George E. Reynolds, Presi-
dent of the Clearwater Merohants Assooiation, in which letter it is stated that
the Assooiation has no objection to a program of Christmas carols by sound
service. prOVided there was no 8olici~tion, collection or advertising in con-
nection with the program and that the programs be given at locations and during
hours tl~t will not confliot with the programs of the Peace Memorial Church and
the Salvation Army. On a motion by Commissioner Casler, seoonded by Commissioner
Turner and carried, the matter was tabled.
A letter addressed to ~e Co~ssion by Mr. John C. Polh11l, stated the
Country Club Assoo1ation's opposition to the proposed opening of a railroad
crossing at either North Missouri Avenue or North Jefferson Avenue. The letter
hsd enclosed a resolution adopted by the Association, in which the reasons tor'
opposing the crossing are stated.
The City lianager submitted four resolutions which would require ten, three,
eleven, and three property owners respectively to clean their lots of grass and
weeds. Commissioner Casler moved that the resolutions be adopted. The motion
was seconded by Commissioner Turner and carried.

The City Manager submitted a petition signed by sixteen of the boatmen
ope~ting from the MuniCipal Dock, requesting that Captain Fred Wright be per-
mitted to install equipment ~or the sale of Standard 011 Products at the dock.
The Clerk reed a letter add~essed to the Mayor by Mr. C. M. Strader, Agent for
Oities Service Produots req~esting that he be given the same consideration as
the Standard Oil Company. It was moved by Commissioner Casler, seconded by Com-
missioner Turner and carried, that the City Clerk advise both parties as to pre-
vious action of the Commission relative to this matter.
The Oity Manager reported that the Town of Belleair had requested that the
Oity install a perr.mnent trarfic light at South Fort Harrison Avenue and Belle-
view Bou1evard. Re estimated the cost or such a light at $700.00. Commissioner
TUrner moved that the Manager's recommendation that a conference be held with the
Oommission ot the Town of Belleair be approved. The motion was seconded by Com-
missioner Cas1er and carried.
The City Afanager reported that he had I'eceived plans and spec1ricatlona
for the traffio light proposed for the intersection of the Gulf Coast Highway and
Gulf-to-Bay Eoulevard; the cost being estimated at $700.00. It was moved by
Co~iss1oner Casler, seoonded by Commissioner Turner and carried that the City
Manager confer with the County Commission relative to the County paying ror the
:1nsta11atlon.
Mr. John Hanna of the West Coast Hardware Compsny, suggested that the
broken sidewalk on the East side of Waterson Avenue, North of the East-West
alloy be removed and the curb moved back to the property line, so that the addi-
tlona1 space might be used for parking. Commissioner Casler moved that the
nmtter be referred to the new Commission for further study, and a recommendation
from the Chief of Police and the City Manager. The motion was seconded by Com-
missioner Turner and carried.
The City kttorney reported to the Co~ission that he had advised the Chief
of Police relative to his duties in connection with the election.
By consent the Commission agreed to meet at 11:30 A.M. Wednesday, De-
cember 20th to canvass the returns or the l1unicipal Election TueSday, December 19th.
There being no further business to come before the Board, the meeting
adjourned.

Dear Sirs:
I'm writing you in regard to Mrs. Carrie Hatcher who 1ives in a small house
trailer on the back of our Church of God Parsonage lot located at 825 Pinellas
St. here in Clearwater.
Carrie Hatcher is very old and unable to take care or herself, so as she is
a member of our Church it fa11s our lot to take care of her. One or our members
oooks her food and talces 1 t to her three times daily.
She has lived here at this partioular place for several years in her trailer,
and needles~ to say the trailer is so old it wouldn't stand movIng.
I understand there is an ordinance passed against house trailera in ou~
oity however I'm mak1ng a special request to you on behalf of this woman, as it
is my opinion as well as others who know her, that she wouldn't last long if she
were moved away where our people couldn't take care of her. If it is at all
possible to give her a permit to live here until she passes on, please give this
your careful consideration.

A~NU]: IN COUNTRY CLUB SECTION OF CLEARWATER.
WHEREAS, the City Commission ot the City of Clearwater, Florida, has under con-
sideration the opening up of the right-of-way across the S. A. L. Railroad tracks
at either North Missouri Avenue or North Jefferson Avenue in the Country Club
Section of Olearwater, Florida; and -
WHEREAS, this Association has given the matter careful consideration in an attempt
to arrIve at a fair and just decision.
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE COUNTRY CLUB ASSOCIATION IN
REGULAR MEh~nlG ASSEMBLED:
1st: That it is the belief and opinion of this Association that for said right
of way to be opened up at either North Missouri Avenue or North Jef~erson kvenue
would be unw,ise and unwarranted.
2nd: That it is the belief of said Association that suf~1cient right of ingresa
ilia" egress exists to t he adjacent property owners through the use of Be1tty lane
and North Greenwood Avenue.
3rd: That one through highway on Betty lane now runs through the Country Club
!eotion and to open up either North Missouri Avenue or North J'erreraon Avenue
would create another highway, thereby damaging the value of the property in the
Oountry Club Section, which property is solely residential.
4th: For the City Commission to open up either of the above referred to rights-
ot-ways condemnation proceedings would have to be instituted. all of which would
result in unnecessary expenses to the citizens and ta,x payers of the City of Clear-
water..
BE IT FURTHER RESOLVED that a copy of this Resolution be furnished to the City Com-
m1ssion of the C1ty of Clearwater, Florida.

A few weeks ago I came be~ore the Commissioners to get per.mit to install ~
Pump and tank at the City Dook to service the Charter Doats but was given a flat
refUsal by the camm1Ds10ners. I have been delivering ~le gaso11ne to the m.jority
ot the boats since by bucketing and was satisfied vdth the vote of the Commissioners.
But in todays Sun I see where Capt. Fred Wright has a partition to have Standard
Oil Co. install Pump and Tank on the City Dock. Now Mr. Sargeant pl~ce your self
in rrry position and see if you would not ODnle to the oonc1us10n that there is some-
thing wrong as I was given the understanding that there would not be no equipment
put on the dock to service the boats with. I have been a very good friend to the
boys that operates the Charter Boats as I know the good that theY'do 1n taking care
of our winter vis1tors_ To make their Stay in Clearwater and enjoyable one that
they will never forget. Just last week I got a call from Capt. FJ'ed Wright at
10 oclock at night to bring out some Batteries to start his big Boat, I took the
batteries out and stayed out there and helped the boys unt11 the w1nd had died
down BO it is hard to believe that this same Man haa a partition up before the
Commission to put in Standard Oil Equipment. My Company, The Orange state Oi1 Co.
does not indulge in any Cities polit1cal af.fai!"s But I am su.re thoy 'Would like to
be represented 1n a portion of the petroleum business and I 8S their representat1ve
irl this City will appreciate any portion that the City sees fit to give Me. ldaybe
there is noth1ng that you can do but I feel that You have been as fair a lmyor t~t
the City will ever have and I know you will want to see justice done.

We represent Mr. James W. Shephard of' ~rgo. On December 3rd, at ll:00 otclock
a.m., while he was on his way to a lake on Belcher road just past Ulmerton Road, he
was walking over, wha t appeared to be some land, but what turned out to be a dump
with a burning substance underneath. It appeared to Mr. Shephard that there 'Were
only a few rocks and boards on top of the sand~ but he caved 1n and both of his
feet were severely burned. He had and is st1ll having. medical attention, and has
been unable to work s1nce the occurrence. Apparently he will be unable to work ~or
approximately two weeks.
Mr. Shephard tells me that the property is owned by the oounty and the City
of Clearwater, and is being used as a dump. There seems to be no watchman on the
property~ no fences, nor sign. My client &dvis88 me that in walking over the land
he could see no ind1cation that there was any smoke or fire, but that it was
smoldering red underneath after he caved in. On one foot he has a severe rirs~
degree burn.
It is not known what the arrangements are between the county and the city. but
it 1s evident to me that this property W8'S not properly fenced nor posted, and the
situat:f.on that wss creBted there 'Was an attractive nu1se.nceJJ and either the cit,.
or tIle county is liable. My client and I w111 await your advioe.

RESOLUTION
WHEREAS I it haa been determined by the City COi:l1D1ission ot the 01 tr ot C1ea~
water~ Florida, that the property described below should be cleaned of weed~,
grass and/or underbrush,. and that after ten (10) daY'S notice and f'ailure of' the
owner thereof to do so, the City should clean such propertr and charge the costs

Clerk be approved.
A letter addressed to the Comniasion bg the Roverend Lyt�oi H. Aifrad re-
quested thst permission be granted to Mrs. Carrie Aatcher to contirn�e to use
�s living quarters, a trailer l.ocated in the rear of the Church oi God parsenaga
at 825 Pinellas S�ree�. Tha letter stated �hat �irs. Hatcher is old, an invalid,
unable to c�zre foa� herself and is being crared for by feliow Church members.
Commissioner Casler moved that the mattes be referred to the Chief of Foliae
and the City hianage� for a report to the new Co�unission taking office 3n Jan-
uary. The motion wAs seconded by Cr.mmlissioner '1�Zrner and carried.
The C3.ty IFianager reported �n his corregpondence with the State Road
�eparL-ttient relative to rapairs on the Causewa� bascule bridge. He had bean ad-
vised k�y the State Road Depaxtmen� that repa3rs �o the bridge alone would cost
�4400.00, wh3ch the State would contribute as a donation to the Ci�g. The
Engineer stated that his Departmen� could not participate in the installation
�f electr2c gates and aui�marine �ables, at an estimated cost of �490Q.00, except
on a force account basis. Cos�nissioner Casler moved that the Connnission xequest
the State Roscl Department to do -the work �hey propose to do, and the State be
requested to fla:rz�ish the material and conatruct the gates on a force account
bsais, at a cost of �4900v00� the �ity to paq for same out of next year's budget.

BV. Shephard of Largo, who, the letter states, sugfered serious burns when he
stepped in same burning trash that was hidcien by an overlay of boards and s�+nd
at the dump located ne�r Ulmerton Roed, owned by the County but being used as
a City dump. Mr. Y�[olfe requests that he be advised as to what action the Cii:y
will take regard3ng the matter. Coimnissionar �zrner moved thAt �he 1�tLer be
raferred to the C3ty Attorney :�or a reporto Thg motion �vas secondod by Com-
missianer Casler and carried.
'- The hianag�r read a Zetter addressed to him by Georga E. Roynolds, Presi-
dent of the Cleartvatar Merchants Association, in which letter 3t is stated that
the Association has no objection 1:o a program o.f Christmas carols by sound
service, provided there wa�s no soliaita�tion, col'!ection or advertising in con-
nect�ot.i with the program and thet the programs be given a� locations and during
hours that �vill not conflict with the programs of the Pesce NIeulorial Church and
the Salvation Army. On a motion by Co�issioner Casler, seconded by Carnmissioner
Turner and carried, the matter was �abled.
A le�ter addresaed to the Commission by Dir. John C. Polhill, �tated the
Countrg Club A�agaciation�s oppos3tion to the proposed opening of a railroad
crossing at either North Missouri Avenue or North Jeffsrson Avenue. The letter
i�ad en�losed a resolution adopted by the Assoc3ation, in rv�:ich the reasans �or
opposing the crassing ara stated.
The City b7anager submitted four resolutions which would require ten, thres,
eleven, and three property owners respectively to clean their lots of grass�and
weeds. Gou'^unissionex Casler moved tha t the resolutions be adap�ad. The motion
was secondea by Gommissionar Turner and carried.
The Ci-ty nianager aubmitted s petition signed by sixteen of the bos�men
o�exating from the Mun3cipal Dock, requesting that Ceptain Fr�d Wright be per-
mi.tted to install equipment for �he sale of Standard Oi1 Praducts at the dack.
The Clerk rsad a letLer addressed to the Ivtayor by Mr, C. �,�Io Strader, AgAnt for
Cities Service Products requesting that he be gfven the same consideration as
the Standard OiZ Co�panq. It was moved by Commissioner Casler, s�conded by Com-
mission_er Turner and carried, that the City Qlerk advise both parties as to pxe�
vious action of the Comm_tssion relative to this �tter.
The City Aianager reported that the Town of Belleair had requested that the
City install a per�anent tra;ffic light at Soutr Fort Harrison Avenue and 'Belle-
view Boulevard. He estimated the cost of such a light at �700m00. Co�mnisaioner
Turner �oved tl�st the Manager►s recommendation that a conference bg held with the
Co�ission of the Town of Belleair be a pproved. The anotion wa:s seconded by Com-
missioner Casler and carried.
The City h�fanager reported that he had .roeeivecZ plans and specification�
Por the traffic light proposed for the int�rsection of tkie Gulf Coaat Highway and
GulP�to-Eay Paulevard; the cost being estimated at �p700.00. It wa.s moved by
Corunissioner Casler, seconded by Coirnnissioner Turner and carried that the City
nianager confer with the County ComttA3ssion relative to the Ceunty paying for the
installation„
Mr, John Hanna oP the West Coast Hardware Company�a suggested that the
broken sidewalk on tha East side of fiJaterson Avenue, North of the East-West
a�Zey ba removed and the curb riovad back to the propertg line, so that the addi-
tional space might be used for parking. Cor�nissioner Casler mo�%�d that the
matter be referred to tha new Commission for further study, and a recoiranendation
from the GhieP of Police and the Cj.ty R�tanager. The motion was seconded bg Cam-
missioner Turner and carried.
The Cit� Attornay reported to the Comnission that he had advised the Chief
of Police relative to his dut3es in connection wittz the election.
By consent the Comnission agreed to meet at 11:30 AeM. Wednesday, De-
cember 20th ta canvass the returns of the AIunicipal Election Tuesday, December 19th.
There being no i`urther business to come before the �oard, the meeting

Carria Hatcher is very old and anable to take cars Gf herself, so as she i�
a member of our Church it falls our lot to take care of her. One of our members
cooks� her food and taltes it to her thrae tines daiZy.
�he has 13ved here at this particular place for several vea.rs in her trailer,
and needless� to say the trailer is so old it wouldn�t s�tand maving.
I�understand there is an ordinance passed egainst house treiler� in our
city, however i�� mal�ing a apecial request to you on behalf of this woman, as it
is my opinion as well as otla.ers who know her, that she wouldn't last long if she
were movod away where our people couldn�t take care oF her. IP it is at all

of the boata since by bucketing and was satisfied wlth the vote of the Carnnisaioners.
But in todays Sun I�ea where Capt. Fred 1�1r3ght has a partition to have Standard

in r.my position and see i� you would not come to the conclusion that there ia some-

VYe repressnt Mr. Ja:nes W. Slzeph�rd of I�argo. On December 3rd, at 11e00 o'cleck
e.m., while he was on his way to a lake on Belcher road just pa.st UTmorton Road, ha
was walking over, what appeared to be some land, but x�hat turned outi to bs a dump
with a burning substance underneath. It appeared to Mr. Shaphard that there were
only a few rocks and boards on top of the sar,d, but he caved in and both of his
feet were severel;� burned. He had ar,d is still havings msdical attention, and has
been unable to work since the occurrence. Appwrently he v�i11 3e unable to work £or
spproximately two weeks.
Mr, S2�.ephard tells m9 that ths property is owned by the county and the City
of Cl.earwater, and is being used as a dumpv There seems ta be no watehman on the
property, no fencas, nor sign. My client advises�me that in tv�lking over the land
he could see no indicetlon that bhere w�s any snioke or fire, but that it ��as
smoldering 'red underneath after he caved ina Ora one foot he has a severe firs�
de�ree burn.
It is �ot knovrn wnat the arrangements a:.^a betwaen the count9 and the city� but
iE is evident �:o me that this property �ras noi properly fenced nor posted, anci th�
aituation �hat was crae,ted there was an e,ttrac'civo nuisance,, an3 either the ci�y
