The meeting being called to order, it was moved by Oommissioner Brown that
the minutes of' the meet1ng of September 25th be approved in accordance with the
copy theroof furnished each member in writing and that their reading be d1spensed
with. The motion was seconded by Comm1ssioner Drew and carried.
A memorandum addressed to the Comm1ssion by Mr. Jesse G. Smith suggested
that the Canmission authorize the City Manager to go to Washington with the Cha1r-
man ot the Board ot County Commissioners to discuss Beach problems with the Beach
Erosion Board ot The Army Engineers. Conmissioner Drew moved that the City
Manager be authorized to make the trip to Washington. The motion was seoonded
by Commissioner Casler and oarried.
A petition signed by 16 p~~sons was presented to the Commission. The petition
requested that parking be restricted to one side of' the street on East Druid
Road between Myrtle Avenue and Greenwood Avenue. On a motion by Commissioner
Drew, seconded by Commissioner Brown and carried, the matter was referred to the
City Manager and the Chief of Police to work out.
Capt. Richard Woodring, of' the Local National Guard, appeared berore the
Commission with the request that the City contribute $25.00 per month to the
unit for aid on maintenance bills. Commissioner Drew moved that the sum o~ twenty-
five dollars per month be appropriated for the National Guard Maintenance tund,
effect1ve Octobor lat. The motion was seconded by Commissioner Casler and carr1ed
unanimously.
MrQ Thomas Hamilton, Attorney for Mrs. Eva L. Cisar, requested that th.e hear-
ing on Mrs. Oisar's request for permission to erect car ports on lots 45 and 46
in Block C, Highland Grove Subdivision be deferred, as he and Mrs. Cisar had been
unable to meet with the Crest Lake Civic Club to discuss the matter. I~ was
moved by Commissioner Drew that Mrs. Cisar's petition to build car ports on 10ta
45 and 46, Block C~ Highland Grove Subdiv1sion be denied. Commissioner Brown
stated that he was associated in business with Mre Hamilton and for that reason.
he would not participate in the discussion or vote on the matter. Commissioner
Drew's motion was seconded by Commissioner Casler and carried. Co~ss1oners
Casler, Drew and Sargeant voted "Aye". Commissioner Brown d1d not vote.
The City Attorney reported that he did not have prepared an Ordinance to
amend the Plumbing Ordinance relative to construction and installations, or an
Ordinance relative to the use of earth moving equipment on Gulf Beaches. Both
items were deferred, by consent.
The City Manager presented a certified copy of an excerpt trom the minutes
of the Count~ Commission of September 12, 1950, per.mitt1ng the City to use the
County Marl Pit South of Largo as a Citr dump. Commissioner Casler moved that
the report be filed. The motion was seconded by Commissioner Drew and ~ied.
By consent, the Commission agreed to attend the meeting of the County Can-
mission Tuesday, October 3rd at 11130 A.M. to see if a more definite and ooncrete
agreement may be arranged.
In discussing the Zon1ng Board's request that it be advised of the Cammiss1on'a
reasons tor disapproving the request of Daniels Brothers for per.mission to erect
a sign for the Fleetwood A~rtments on Gulf-to-Bay Bou1evard, the City Attorney
quoted trcm the Ordinance that public health, public sa.t'ety and public morals
were affected". Camnissioner Brown moved that the 01 ty Attorney be instructed to
appear before the Zoning Board to answer questions and that the matter of sign
per.mits be deferred for the next meeting. The motion was seconded by Conmiss1oner
Casler and carried.
It was moved by Commissioner Drew, seconded by Commissioner Brown and carr1ed
that cons1deration of a petition by residents in the Nor~ Shore area for sonlng
as R-l both a1des of Sunset Drive from Fo.1rmont Street South to the Southern end
between Engman and Palm Bluff' Streets~ be deferred to the next meeting of the
Commiss1on.
The.Cit~ Manager submitted a request by Mr. Jack Russell and Mr. Sumner R.
Lowe that a 20 ft. set back be permitted 8S a hardship case, t'or lota 9 aJld 42
ot Gl~n"ood Subd1 vision, together with the recommendation o~ the Zoning Board
that tha request bd granted. Commissioner Brown moved a Public Hear1ng be set
for" the next meet1ng (October 16th), and at that time the City Attorne7 1'8port '

T.he City M~nager submitted three resolutions which would require propert~
owners ~o olean their lots. The f1rst resolution pertained to lots which would
require the grubbing o~ p!Almetto roots; the costs x-unning as high as $150.00 pe~'
lot in some instances. On suggestion ot ~e City Attorney, thIs resolution was
.1thdra"fl. or the other two resolutions, one would require lots ot two pro-
perty owners to be cleaned, at the owners request. The other would Nqulre the
cleanIng or 4 lots, by the request of non-owners. Commissioner ~ew moved that
the two resolutions meeting the requir8Jnents or the Charter be adopted. The
motion was seconded by CommIssioner Casler and carried.

Commissioner Drew moved that the possibility of handling lot cleaning as a
nuisanoe, when complaints are made, be referred to the City Attorney for a report.
The motion was seconded by CommIssioner Casler and carri~d. Commissioner Brown
moved that the City Manager and the City Attorney be instructed to contact the
County Tax Assessor regarding the placing of lot cleaning assessments on tax bills
to~ collection, and a report be made to the Commission. Commissioner Casler
seconded the motion and it carried.
The City Manager reported that the cost of filling a hole in the unimproved
section ot Tu~er Street near Glenwood Avenue, requested by the Pinellas County
Health Department, would be approximately $350.00. Commiss1oner Drew moved that
the request be granted. The motion was seconded by ComnIss1oner Brown and carried.
Mr. J. Warman Becker appeared before the Commission to protest against the
opening of the North-South alley in Block 25~ Bellea~r Sub. It was moved by C~
missioner Oasler~ seconded by Commissioner Drew and carried that the matter be
placed on the agenda for the next meeting.
The Oity Manager submitted a proposed gas and water maIn extension contract
between William H. Wolfe and the City for ~1n extensions in the Venetian Point
development. The proposed contract would be for a ten year per10d instead or the
uSlml 6 year ter.m. Commissioner Drew moved that the contract be negot1ated as
read. Commissioner Brown seconded the motion and it carried.
The City Manager reported that tho cost of a tide gauge, wind gauge and a
barometer could run from several hundred to two thousand dollars, depending on
the type and quality of' the instI'Ulllents. COl11Il1issioner Brown moved that the II1Qtte7.'
be placed in the hands of a CommIttee for investigation and a report. The mot1on
was seconded by Commissioner Drew and carr1ed. The ~tayor appointed Cammissionera
Brown and Casler 6S a Committee.
It was determined by lot. that the Surety Bond for ~e County Tax Co~leoto~
would be placed with Shannon and Fischer.
The City Manager subm1tted a request by Alfred P. Vasconi that a 10 f't. set
back be allowed on Lincoln and Kenwood Streets South of Drew Street, instead of
the 20 ft. required by the Zoning Ordinance~ together with the zoning Boa~ts re-
commendation that the request be granted. Attorney Ll.oyd Ph1llips addressed the
Ca.mm1ssion in support of Mr. Vasconits request. Commissioner Brown moved that
the matter be handled in the same manner as tha Russell request and be placed on
~e agenda for a Public Hearing at the next meeting. Commissioner Casler seconded
the motion and it carried.
The Clerk read a letter addressed to the Commission by Gean Berni. of glO
West CaRS Street, Tampa, In which letter Mr. Berni 1nqu1red as to what the City's
policy 1s to be toward protecting the beach against e2'os1on and storm damage. Com-
mias10ner Brown moved that Mr. Berni be Inv~ted to discuss the matter with the Cam-
ndss1on. The motion was seoonded by Commissioner Casler and carried.
COMmissioner Brown moved that the bui~ding Ordinance submitted by MoNa11en
and GOR be referred to a noon day meeting or the entire Commission end Messrs.

o~ MunIcipalities tor presenting to the state Legislature, Oommissioner ~e.
stated that he would like to soe the State Oigarette Tax determined aa .t1xecl
revenue in order to per.m1t borrowing in anticipation ot receipts. Commissioner
Brown moved that Mr. Drew's recommendation tor t1x1ng the Oigarette Tax be plaoed
on the list tor the state League ot Munioipalities, tor discussion. The motloD
was seconded by Commissioner Casler and oarrled.
The Oity Manager recommended the appropriation ot $10,000.00 ot Cigarette
Tax. 1V.nds tor the purcha se ot equipment tor a sanitary fill. On a motion by Com-
missioner Brown which was seconded by COJmnissioner Drew and carried, the appro-
priation was approved.
Oommissioner Drew moved that items 21 and 35 on the agenda. the proposal
to install a Sea Wall at the east end ot Gardenia Street and a Sea Wall on the
Westerly end ot Astor Plaoe be deterred so they may be inspected by the Oommission
and representatives ot the Engineering Department. The motion was seoonded by
Commissioner Brown and carried.
A letter addressed to the Oommission by Mr. C. R. Wickman tenders his
resignation as the City's representative on the Gove~nor's Safety Oouncil, and
recommends that Mr. H. R. Dan~ord, 305 Haven Street, be appointed in his stead.
Commissioner Brown moved that Mr. Danford be appoInted. The motion was seconded
br Commissioner Drew and carried.
The City Nanager reported that he had conferred with Mrs. Edith Homer
relative to acquir1ng the property ~or widening Missouri Avenue (part ot Lot 11
of A. Re-Sub at Lots 20-21 & 22 of Padgetts Estates Sub) and that Mrs. Homer would
sell the City the required tootage tor $3,000.00, provided the City would waive
the paving assessment. Commissioner Brown moved that the matter be ~laced in the
bands ot the Committee, now in session, tor study and a recommendation as to
whether to exercise the right ot domain. The motion was seconded by Commissioner
Casler and carried.
A letter addressed to the Mayor by Mr. Andrew S. Horton tendered his
resignation as a member ot the Zoning Board, on account ot his business interests
in Tampa, and expressing his regret in leaving the Board. Commissioner Brown
moved that Mr. Horton's resignation be accepted with regret and that he be so
notified. The motion was seconded by Commissioner Drew and carried. On a motion
by Commissioner Brown, which was seconded by Co~issloner Drew and carried, the
appointment of a successor to Mr. Horton was deferred to the n~xt meeting ot the
Commission.
The City Manager reported that the stor.m sewer under Maple Street near the
Gas Plant, had COllapsed and tha t the repair would cost approximately $4,000.00.
Commissioner Drew moved tha t the repairs be made. The motion was seconded by
Commissioner Casler and carried.
Oommissioner Brown moved that renewal ot lease at the Big Trail Inn, ex-
piring Novomber 30th, be considered at the same t!me other properties on Causeway
Boulevard are considered and the lessee be permitted to remain as a tenant at
suttrance. The motion waS' ~econded by Commissioner Drew and carried.

Gentlemen:
There is no doubt that you lmve received many letters of this kInd since
the Labor Day stor.m pertaining to the property along the beaoh 1n Clearwater and
I, like all the rest am naturally worr1ed ot what is to beoome at my property
along the Gulf front. lawn 176 feet north of the Palm Pavillion between Avalon
& Kendall sts. I bought this property in 1945, tore down some r,amshaokled build-
ings that were a tire hazard and rebuilt two new buildings at a cost o~ $.8,000.
Since the purchase of this property we have made some improvements bes1des these
buildings. My taxes between the county and the city run olose to $l~OOO a year.
The city's portion of this 1s around $300. Since 1945 when I fIrst took tItle
of this property the street between the Palm pavillion and my property was in a
ve'1!Y bad sl't..ape where a car could not dr1ve on 1t without getting stuck. We made
repeated requests to have something done so that we oould continue in the pursuit
01" our bUSiness, to mJ knowledge up to the present time, has there ever been aDT-
thing done in the five years I have owned this property.
In view 01" the above condition, I am a 11ttle oontused as to the future o~
my investment in' Clearwater Beaohg while I know that there has been a oommittee
appointed to do something about protecting the beaoh property. nothing ooncrete
has ever been done. One would at least expeot that the oity streets would be
cleared of debris am some e~fort oould be made to help the property owners and
in view of the taxes I am assessed against a period that I have owned this
property, spells $.5,000. At the rate of eros10n aga1nst the rate of Taxes 1t
doesn't spell good bus1ness. Just before this storm I offered this property tor
sale for i35,000 and the best otter that I reoeived was $30.000 because ot tbe
erosion and ot course right atter the storm the party lost all interest.
Its not the purpose at this letter to orltioise or find fault with the oitY'
or oounty government only the purpose 01" stating some faots as they are and to
try to get some in~ormation as to the future plans 01" the city and county aa to
what measures are oontemplated on, regarding the beaoh front property. MJ
audited work sheet shows that in a period 01" ~iV6 years we have invested over
$36,000 on this pieoe at land and beoause ot erosion the best otter betore the
storm was $30,000 (and incidentally I believe we are assessed ~or around $4Q.ooO)
alnd ot course this valuation will decrease as we lose land from the wind and high
tides.

along the (3ulf Pront. I own 1'76 feet north oi' the Palm Pavillion between l�valon
dc Kendall Sts. I bought this propert� in 1945, tore down some ramshackled build-
ings that were a fire hazard and rebuilt tv�o new buildings �t a cost of $�5,000.
Since the purchasa oP this property �v� have made some 3.�provements besides these
buildings. My taxes between the county and tha clty run close tn �I,000 a year.
The city�s portion oP this is around $�300. Since �945 when I firs� �ook title
of this property the street between the Falm pavillion and my property was in a
very bad shape where a car could not drive on it without getting atucka We made
repea�ed reqLests to have something done so that we could continue in the p�ursuit
of our bus�neas, to my knowledge up to the present time, has there Ever tieen any-
thing done in the five years I have owned thia property,
In view oP the abo�re condition, I am a little conPused as to the future oF
my investm�.zt in Cleasnvat�r Beach, while I know that there has been e committee
appointred i:o do �omething about protecting the beach pra�erty, nothing concrats
has ever been done. One would at least sxpect that the city streots would be
cleared of debri� azxl some e�fort could be made to help the property owners and
in view of the taxes I am assessed againat e period that I have o�vned this
property, spells �5,000. At the rate of erosion against the rate of Taxes it

what measures are contemplated on, regarding the beach front property. My
eudited work sheat shows that in a period of five years are have invested over
�38s000 on this piece of land and because of erosion the best offar befora the
