The meeting was called to order. It was moyed by Omamiasioner Casler, seconded
by Comm1ss1oner Drew and carried that the minutes of the meeting ot September 11th be
approTed in accordance with the copy thereof furnished each memba:r in writ1ng and that
their reading be dispensed with.
The C1ty Manager reported that the installation of a manhole, 3 catoh bas1ns,
and other \fork on !.Iyrtle Avenue to re11eve the flood conditions oomplained of by Mr.
Herbert Blanton would cost an estimated $1400.00. C~1s8ioner Turner moved that the
City Manager be authorized to proceed with the work, and that the cost be charged
against general 8aintenance. The motion was seconded by OommIssioner Casler and carried.
On a motion by Commissioner Brown, wh1cIl was seconded by Commissioner Drew and
carried, the City Manager was authorized to charge the cost ot :re-surfac1ng of Betty
Lane Avenue~ between Drew Street and Cleveland Street~ to the general maintenance fund.
The 01ty ManageI' reported that he and the Mayor had appeared before the County
Oomm1ssion and that the County Commission had agreed to permlt the Oity to use the
marl p1t south of Largo as a City dump. provided it was kept in good condition. Com-
missioner Brown mo~ed that the Committee's report be accepted, w1th thanks, and use
of the marl pit be begun as soon as practicable and thwt G letter be written to the
County Oomm1ssion thanking thom for their generosity. The motion was seconded b,.
Commissioner Turner and oarried. Commissioner Casler moved that the City Manager be
instructed to negotiate a lease with the County and submit it for the Comm1ssion's
appro181. Commissioner Turner seconded the motion and it oar:ried.
The C1ty Manager reported that it would cost approximately $6500.00 to remOTe
the Seminole Street Dock to 10 feet be10w the mean low water line; that it the fift,.
feet West o:f the fiah house were left, removal of the balance would cost $6,150.00
and repairs to the fifty teet would coat $750.00. Commissioner Drew moved that the
matter be deferred and the City Manager continue negotiatlons. The motion was seconded
by Commiasione:r Turner and oarried.

The Commission discussed the application of tne Martin Outdoor Advertising Cem-
pany for a permit to ereot a sign on Gulf-to-Bay Boulevard 300 feet East of the West
corner of Baskins Rep1st and the replacement of' a sign on the Boulevard (Items 6 and
1'7 on the Agenda). 111'. H. HI> Baskin addressed the Ccmmission in connection with the
request :for replacement. Cormnissloner Casler moved that the Oommission, as a whole,
act as & Committee to study the matter. the Committee to meet Thursday, September 21,
1950. The motion was seconded by Commissioner Turner and cal"ried. ....__
The City Manager reported on meeting with City Attorney and Mr. Coachman relative
to the Coachman Subdivision at Court land Prospect Streets. M.r. ane Coachman, on behalf
of the Ooachman property, agreed to glve the City all the land neoessary tor extend1ng
Oourt Street from Prospeot A~enue to Greenwood Ave., provlded sanitary sewer, pa~ing
and sidewalk assessment3 be waived or paid for by the City. To give the City approxi-
mately 60 ft. wide street ~rom Prospect to Greenwood Avenue (being the extension ot
Pierce Street) provided the Oity close Gould Street and waive all sanitary sewer and
s1dewalk assessments on their property abutting on the new Pierce Street extension.
That the estate would pay $2500.00 towards the sanitary sewer - paving and sidewalk
from Prospect Street. abutting on the Coachman property - the Clty to waive balance or
C:1ty 'to pay to:r it - further, that when Court Street 1s put through and improved. the
City will at ~he same t~e~ oonstruct sanitary sewer, pavlng and sidewalk on Prospect
Street. adjacent to the Coachms. Estate property. Further, that he would agree to ~e
replat of this subdivis1on. correcting the two previously riled plats. This to be done
in whatever form is necessary to make th~ repla t lega1. On motion by Commissioner Cas-
ler and seconded b,. Commlssioner Turner and carried that the Engineer prepare the re-
plat and the City Attorney be au~orized to secure the deeds trom the property owners,
necessar~ to dedieate the raplst and the City Attorney's fees to be fixed at the time
the plat is approved.
Commissioner Casler moved t~t the proposed He-plat of Coaohman Heights be
supplied. to the Building Department. the enginoer furnish a drawing to the Building
Inspector showing the proposed extension of Oourt Street, and ~e Inspector instructed
to lssue no building permits tha t would impair the right of way. The motion was
seoonded by Commissioner Drew and carried.

Mr. steve Kapetaa, opera tor of the Crystal Bar, appeared before the Com-
mlssion requesting that the 12 Minute Parking MetGrs installed in t'ront of his
place of business be replaced by One Hour Meters. He stated that othera in the
same block objected to the 12 Minute lIieters &160. Commissioner Casler moved that
on South Garden Avenue between }~anklin and Court Streets, the police install the
type of meter requested by the werchants. The motion was seconded by Commissioner
Turner and carried.
On a motion by Commissioner nrown~ soconded by Oommissioner Drew and
carried, the report of the Oounty Service Officer for the month of ~lly_ 1950 ~s
accepted.

The City Manager read a letter addressed to h1ln by Mr. John W. Rowe, re-
questing conf'irm.ation of' an agreement permitting the Demooratic Party to reserve
the City Hall Auditorium f'or the month of October and the first seven days of
November. After Borne discussion the matter was deferred, by consent.
The Clerk read a letter from the Garden Avenue Liquor Store suggesting
that more parking spaces be provided on their section of Garden Avenue, betv/een
Drew Street and Hendrix Street, and the installation of some ~mlnute meters in
this area. On a motion by COlmnissioner Brown" seconded by Cornm.iss:toner Drew and
carried, the matter was referred to the Oi ty t,lanager and the Chief of Police :for
investigation and a report.

Commissioner Drew, for the Parks Co.mmittee, reconumended, at this time,
that the Manager be authorized to proceed with the irrigation system f'or COQchIm\n
Park and that $2500.00 be set aside to be used for a Band Shell, in conjunction with
a fund raising campaign with the Jaycee Club. Commissioner Turner moved the accept-
ance of the Committee's report. The motion was seconded by Commissioner Casler and
carried. Comniasioner Brown moved that the plat of Coacl1man Park be brought ba'ck
before the Commission for alterations before beinr, filed. Commissioner Turner
seconded the motion and it carried.
Mr. He H. Baskin of the Boy Scout Trustees" reported tha t the Boy Scout
Hut on Highland Avenue needed replacement o~ the worn out roof, if it was to be
maintained in 61. uDable condition. He reported tha t Tack s..nd Warren had submitted a
bid of $696.00 for Barrett best quality 90 ~b. Everlastic Roll Roofing. Commissioner
Drown moved that the Manager be authorized to accept bids for a new roof. Tha motion
was secondod by Commissioner Casler and carried.
The :Manager reported that he ha.d authorized the following gas ani water
main extensions, amounting to less than $300.00:

A bill for Attorney's fee in the arnount of ~~200.00 .for the City Attorney's
services in connection with the Peninsular Telephone Company'5' ra te cafre hearing in
Tampa on July 11th and 12th, was approved on a motion by Commissioner Turner, which
was seconded by Commissioner Casler and carried. The City Attorney said the fee
would include payment for filing of any necessary briefs, in case of an appeal.

The City Attorney submitted Ordinance #599, an Ordinance amending Ordinance
#563 by establishing a new Zone in which sale of a1co1101io beverages is prohibited.
Commissioner Casler moved that Ordinance #599 be passed on the first reading. The
motion was seconded by Commissioner Brown and carried. On roll call the following
Commissioners voted ~Aye"s Brown, Casler, Drew, Sargeant and Turner. There were
none opposed. Commissioner Drown moved that the Ordinance be read the second time
by title only. The motion was seconded by Commissioner Turner and carried. Can-
missioner Casler moved that the Ordinance be passed on the second reading. The

The Cle~c read a letter addressed to the Commission by M1ss Dorothy Doag1as
of Dunedin, in which letter Miss Douglas oompLained that 7S%'or the exterior of her
house at 461 Gulf Boulevard, was covered with Q blaok film "hiah condition she
attributed to the large deposits of decaying ooa weed on C!earwater Beaoh, and re-
questing that the City take action to alleviate the situation. COEmissione~ Brown
moved that the Manager be instructed to investigate beach frontage owned by the City
and make his recommendations as to d1sposl of sea weed. The motion was seconded by
Commissioner Turner and carr1ed.
A letter addressed to the Manager by William A. Kratzert~ Maintenance En-
~ineer of the state Road Department, states that he, the Maintenanoe Engineer, ~d
reaomnended to the Chairman of the state Road Department th.&t the Road Department
use its forces for making the needed repairs to the bascule span on the Causeway, if
the repa ire are not too extens'i ve. Com:missioner Brown moved that Mr. Bennet t be
commended for his efforts and that he continue negotiations with the State Road De-
partnlent. The motion was seconded by Commissioner Casler and carried.
On a motion bY' Commissioner Brown, seconded by Oonmliasioner Turner and
carried, the Manager was instructod to submit an estimate of the cost of cleaning
Lots 4 and 5 of First Addition to Pa1m Blurf at the next meeting of the CommIssion.
The Manager submitted the bid of $3210.00 made by the Dunedin General
Sales Company for rebUilding the dock in front of the ~lunicipal Auditorium. On a
motion by Oommissioner Drew, seconded by Commissioner Casler, the awarding of the
contract to the Dunedin General Sales Company was approved.

We do not like to bother you, but we do feel tl~t this is very urgent and a great
necessity, not only to us and our business, but also to other business men in this
district.
On the east aide of North Garden Avenue between Hendr-1x and Drew Street, there are
no parking places for people to s.top. You now have two freight zones: located in
this district~ one in front of the Launderette and one in front of Pruitt Buick
Agency. We feel that one space would be enough for a freight zone, and out of the
other at least two parking places could be located. Also, aCl~OSS' the street from
our business the otis Pruitt Buick Agency has nearly 60 feet of space which is
used as a driveway for their used cars. \'Vhy should this much space be allotted to
anyone business? You will not find any other place in Clearwater tl~t 1s allotted
this much space for a frontage to be used as a driveway.
We feel the t by askinr, the Commission to look into this me. tter a nd try to provide
more parking spaces on the east side of North Garden Avenue, that we are not being
selfish, but that it would benefit others as I have stated above. We are sadly in
need of parking a reas in C1earwa ter and certainly North Garden Avenue could be
opened up for parking areas.
We suggest that the City Commission look into this matter and see if it is possible
to have a 12 minute meters installed in various spots along the area we have described.
Will greatly appreciate anything you can do for us and for others in th1s area.

Gentlemen:
141 tenant at 461 Gulf Boulevard call.ed me this morning to come over to the Beaoh
and see my house. I have never had such a shock. It was a white house, but I
would say '75% ot the outslde is fllled wlth a blaok film, and quite a blt or the
1n.ide. It has nothing to do with the paint job tor the present paint baD been
on tor a little over two years and was holding up beautif'ully until the hurricane,
and apparently there was no damage at that tfme. So this di.coJ.oration 1s nc
doubt coming trom the fumes from the dying 8fJaweed. It so happened that this morn-
Ing. due to the faot that the tide was in, there was no odor. However, when the
'tide goes out I understand it 1s terrible, and a great many people are oomplain1ng
ot sore throat. trom it.. IZ this condition wIll cause the paint to do what lt ha.
done to m1 house, I certainly tear ~or anyone living there.
I would greatly appreciate It If you would take a trip over to the Beach and juat
aee my house. What can be done I do not know, but I know something w1ll have to
be done or we w111 have a terrlb1e health menace and .1t might possibl,. be that
su1ts will be tiled a~inst the City for allowing such a condltion to exist 1r &DJ

carried, the City Manager rraa authorized to cl�rge ths c ost oP re-surf'acing of Betty
Lane Avenue, between Drew Street and Cleveland �treet, to tha genere,l msintenance fund.
The City Manager repor�ed that he and the hiayor had appeared baPore �the County
Cozmnission ancl that tha Count� Commission had agreed to pe�it �he Citq to use the
�arl pit south oP Largo ss a Citg dump, providsd. it vras ke�t in good condition. Com-
missioner Brorin mo�►ed thet the Corrnnittee�s report be accepted, �ith thanks, and u�e

Countv Commission thanking thera for their generosity. The motion vras seconded by�
Commisaioner Turner and carriedo Counnissianer Casler moved that tk�e Citq &fanager be
inatruetced to negotiate a lease with the County and submit it Por the Commiss�on�s

1.7 on the A�enda). Rsr. H. H. Baskin addresaed the Colrnnission in connection �vith the

The City nianager reported on meeting with City Attorney and bir. Goachmasa relative
to the Coachman Subdiv3sion at Court and Prospect Streets. &ir. Lane Coachman,on behalf
of the Coachman property, agreed to give the C3ty ell the land necessary for extending
Court Stres� Prom Frospect Avenue to Greenwood Ave., providsd sanitary sewar, pa�in
and sldswalk assessments be waived or paid Par by the City. To give the C3ty approxi�
�ately 60 ft. wide str�et Prom Prospect to Greenwood Avenue (being the extansion o�
Pierce Street) prmvided the City close Gould Street and waive all sanitarg aewer and
s3dewalk asseasments on thsir property abutting on the naw Pierce Street extaneion.

supplied to the Building Deparbment, the engineer flzrn3sh a drawing to the Bu3lding

necessitg, not only to us and our business, but also to other business men in this

On the east s-ide oi Nortki Garden Avenue between Aendrix and Drew Street, there are
no parking places for people to stop, You now havs two freight aones; located in
this dis'trict, one in front of the I,aundere�te and one in front of Pruitt Buick
Agency. V'�e fzel that one space would be enough for a freight zone, and out of the
other at least two park9.n� places could be located. A;lso, acroas the s�reet from
our business the Otig Pruitt Buick Agency has nearly 60 i'eet oi space vihich is
used as a dr3veti��ay for their used cars. 1�hy should this much spaec be allott�ad to
ttng one buaineas� You wi11 not find any other place in Clearrvater that is allottec�
th3s much space for a iron�ta�e to be lxsed as a driveway.
We feel thttt by asking the Coxmnission to look into this matter and try t;o provide
more parls:tng space� on �he esst eide of North Garden Avemie, that we sre not being
self:Lsh, but that it would beneiit others as I have stated a,bove. Ple are sadly irn
need of parking a rea� in Clearwater and certainly North Garden Avenue could be
opened up for parking a�reas.
