Mr. Paul Durst appeared before the OommIssion and inquired as to the pro-

A letter addressed to the City Commission by the Personell Dlreatop for
the 01 vl1 Service Board, advises that the Board, aeating on the .l'8q\1&at or the
Ch~et of Polioe_ ind10ated its intention to amend Civil Service Rulo, Seotion II,
Ru1e III, with reterenoe to residenoe requirements for applioations tor positions
with the Clearwater Polioe Department. The Rule as amended would el1m1nate the
requirement of 60 days residenee in the Clearwater area and would reduoe require-
ment ot residenoe in the State trom two years to one year} the Board's action
to be subjeot to tha approval of the City Co~ssion. Commissioner Drew moved
that a letter be written to the Civil Servioe Board thankIng them for bringing
the Datter to the attention ot the Commission and approving the action or the

The City Manager reoommended repa1rs to walnut Street between Highland Aye.
and Glenwood Ave., the installation ot 8 inoh porous drain pipe, approximately
500 teet, 3 catoh basins and the re-surtaoing ot 580 square yards of paVing, at
an est~atod oost ot $1,349.00 to be paid for under present appropriation titled
St~ets and Sidewalks. On a motion by COmMissioner Brown whioh was seconded by
Cmnmissioner Turner and oarried, the City Manager's reoommendations were approved
and the repairs authorized.
The City Manager reported that the Draw bridge on the causeway was in need
or repairs to the lett span on roller traoks, roller expansion plates~ stiffening
trusses. together wIth painting of partially submerged structures.. He est1matod
the cost of the repairs at $3,000.00; the work to be oovered by present appro-
pr~ation titled Dooks and Bridges. He stated that the State Road Department bas
the proper equipment for doing the work and might possibly agree to bear par~
of the costs. Commissioner Casler moved that the matter be deferred and glyen
~irst place on the Agenda for the meeting of September 5th. The motion was
seconded by Commissioner Turner and carried.
The City Manager~ reporting on the Seminole Dook, stated that it a long or
short ter.m lease oontract could be made whereby the lessee ot the fish house
would oonstruot and maintain a dook to the fish house and would aseume liability,
he would reoommend that aotion and that that portion of the dock West ot the
present tish house be demolished. Commissioner Drew moved that the CitY'
Manager' B report be acoepted arA. a fur the I' report be made and temporary measures
be taken. The motion was seconded by Commissioner Turner and carried.
The City Manager reported that right of ways for the drainage ditoh fr<ID
Pennsylvania Ave. to Greenwood Ave. have been seoured and that the approftl ot
the COD!Dission tor pu,rchase of materIals and the advertising tor bids 18 needed
before the work can begin. Commissioner Casler moved that the work be begun 8S'
!:oon as possible. The motion was seconded by Commissioner Drew and oarrled.
On a motion by Commissioner Casler_ seoonded by Commissioner Brown and
carried_ the Comnisaion approved the payment of a balance of $50.00 as the fee
to City Atto~ney Krentzman in the case of Roberts, et al Vs. the City of Clearwater.
The request ot Father Colreavy that Jasmine Way be closod during school hours
was con51dered by the Commission. The Oity Manager recommended that the request
be disapproved. Commissioner Brown moved that the City Manager's reoommendation
be followed. The motion was seconded by Commissioner Drew and oarried. Com-
missioner Casler did not vote.
The City Manager submitted a letter addressed to the ~mnager and ~e Oom-
m1ssion. requesting that a School Zone sign be plaoed on Drew Street at Madison
A.venue or Washington Avenue East o~ the crossing and on Drew Street and Booth
A.venue, 01' PennsylvanIa Avenue West: also the placing ot a traffIc officer at
~ew Street and Greenwood Avenu6. On a motIon by Commissioner Drewg seconded by

City Attorney Krentzman submitted a proposed Act for prohibiting the

the state Legislat~re. Commissioner Casler moved that the matter be set for dIs-
cussion at a Public Hearing, when no other matter is on the Agenda. The motion
was seconded by Commissioner Turner and carried.
The City Manager reported that he had given the Clearwater Transit Company
verbal authority to ha~l passengers on August 18th without charge, in accordance
with the arrangement between the Transit Company and the merchants. OD a motIon

The City Nanager requested approval by the Oommiss1on 01' the placing o'r

After some discussion, Commissioner Brown moyed that the matter be tabled. Com-

that the City Manager instruct the proper City employees to enforoe the City's
Ordinance prohibiting the placing of trash on the streets and in the gutters.

Gentlemen:
Reference is made to my letter of June 2, 1950, addressed to Mr. Boyd !. Bennett,
City Manager, regarding the City of Clearwater Typhus Control Ordinance No. 566
as it concerns the cases of Mr. Lester Hern and Mr. Tom Brown. In accordance
with your instructions we have made ~ollow-up investigations concerning these
problems.
Mr. Lester Harn was most cooperative and allowod us to place rat traps in his
building without cost; no rata have been caught to date. However, there ia
via~b~e evidence of rat infestation by rat droppings and holes gnawed in the
s tl'UC ture .
Mr. Tam Brown has been contaoted several times since we attended the Comm~ssion
meeting of June 19th. Each time Mr. Brown haa denied us per.mlssion to place
re. t traps in his building 6. t no cost. Rat infesta tion is evidenoed by rat
droppings and holes gnawed in the structure. Mr. Tom Brown has admitted to
one of the Sanitarians that he does have rats "ocoasionally".
It is respeotfully suggested that the Oity Attorney be requested to further in-
vestigate these problems and take whatever action is deemed advisable under
City of Clearwater Ordinance No. 566.

acting at the request o~ Polioe Chief George McClamma, indicated its intention
to amend the existing Civil Service Rule, Section II, Rule III, with reference
to residence requirements for applicants for positions with the Clearwater
Police Force, to read as follows:,
APPLICANTS~ sub-aection 1. All applicants must be citizens of' the Unit-ed
states and residents of the State of Florida for at least one year prior to
applicatIon ro~ appointment.
The effect of this amendment is to eliminate the 60 days residence in
Clearwater and environs and to reduce residence in the state of Florida :rrom
t1\'O (2) to one (1) year as a prerequisite tor employment.

Since you do not have funds, at present for the much needed tratfio
light at the intersection of Dr~w and Greenwood, the 63 sIgners or that
petition would like for you to try this, and it certainly will not cost muoh---
Put (just paint it on the street) School Zone 15 miles per hr. on
Drew at Madison or Washington, east of the crossing and an Dre. and Booth or
Pennsylvania West.
Then in the morning and afternoons while children are goIng and
coming from the school busses at the High School and all children both white
and colored are crossing Drew a t Greenwood have a traffic cop. We feel that
it is as important to have one there as at North and South Ward on Ft. Harr1son.
Of course you all know more about how this sign should be fixed. I
was just thinkin~ how they have them in st. PeterSburg, even blocks away where
you can't even see the school.
We appreciate the fact that you have had extra patrolling out thi. way
but that doesn't help this dangerous school crossing at Drew and Greenwood.

Deal' Sir:
The need of two catch basins, or drains, on Myrtle Avenue in the block
between Chestnut and Court Streets is immediate and urgent, in order to prevent
heavy damage to Myrtle Avenue.
I requested that this matter be given your immediate attention when I
discussed it with you August 21st. As stated to you on that date, water fram
as far west as the Seaboard tracks runs east down Court Street to Myrtle Ave.
intersection, and water from as far south as Turner Street runs north down
Myrtle Avenue, meets the water from Court Street and overflows the curb on tha
east side into my property.
This condition bas existed for same time. We have sustained very con-
siderable damage, notwithstanding the fact that adequate storm sewerS' exist In
both Myrtle A venue and Court Street. All tha t is needed to correct the
situation is propel' catch basins on Myrtle Avenue and Oourt street, letting the
accumulated water into the existing storm sewers.
In order to protect our property from further damage growing out o~ this
sItuation we have been forced to spend large sums ot money tor fill.
I again call to your attention that we are filling ou~ property to
sutficient level to prevent this water from pouring Into it from Myrtle Avenue.
When this accumul&tion of water can no longer run into our property it will
stand on Myrtle Avenue until it seeps through the pavement.
You no doubt know that Myrtle Avenue is built on a soft foundation and
that the street would soon sustain thousQnds of dollars worth of damage under
such oonditions with the heavy traffic it bears.
I, therefore, respectfully request that, unless actual work is commenced
in the meantime, this matter be placed on the agenda for the Commission meeting
Tuesday, September 5th, 1950.
