Pursuant to your instructions to Colonel Woiley, former President of the Pinebrook
Civic Associationl and }~. Short, Chairman of the Lighting Committee, to get an expression of
property owners b:r street, as to their desires on the type of lighting Wante.d, I am enclosing
herewith a signed petition. by street, for Palmetto, Hibiscus Drive and Pinebrook Drive, in
which the property owners have agreed to pay fifty dollars($50.CO) per lot, on the cost of light-
ing on these streets, similar to that now installed on North Fort Harrison St.
The City and Florida PO\'18r Co. to pay the bal.ance of cost of insta1ation accozrding
to attached estimate prepared by Mr. Roberts of the F.P.C. I believe that this lighting is
urgently needed in this Section of the City.
As the owners of property on Admiral "roodson Lane and Mr. Al Rogers, now developing
property north of Admf.ral Woodson, do not wish to pay the extra cost, t.hey a.re excluded :from
this request.
Some or the property owners are prepared to pay cash, as soon as the work is completed
and others prefer to spread the c01lection over a period of t.hree to five years. Collections to be
made by the F.P.C. or the City on water and sewerage bill or taxes as ~y be directed by you.
I will be glad to appea.r before you at such time as you may designate, to add any
further information that you may desire.

The City Planning Board, at its meeting Wednesda.y, Hay third, discussed at length, the
seriolts traffic hazard created by the intersection (If the r18W Gulr Coast HifJhway with the Gulf to
Bay Boulevard.
At the conclusion of the discussion YlI'. Baskin moved "that the City Commission be
requested to atudy the traffic hazard at tho intersection of the Gulf Coast Highway e.nd Gulf to
Bay Bouleyard, and endeavor to find some solut.ion". The motion was seconded by Mr. Wolfe and

Enclosed is a petition and explana,tory' map reque st.ing your Honorable Em rd to open
Missouri Avenue or Jefferson Avenue across the Seaboard Airline ~ilway tracks to relieve a growing
and perplexing traffic problem.
City Manager Boyd Bennett informed this association earlier that the t:ailroad owns
the right-of -way.
HOW8yer, since the railroad is using city-owned property f or some of th eir depot
facilities we fell certain that they will cooperate with this worthy project.
We want to cooperate with the proposals of City Comnissioner E. B. Casler, Jr.
and other conmissioners for more streets to be opened in Clearwater.
The petitioners and their fmnilies want to assure your Honorable Board that they
appreciate the favors city officials have already extended to th e residents of the Country
Club Estates area. They include traffic signs and closer watch over building regulations.
We request that the patlon be placed on the agenda for the May 15 meeting.

of Clearwater r- Fla. respectfully petition your Honorable Boo. rd to open Missouri /'venue or Jefferson
Avenue across the Seaboard Air Line railroad tracks for the following vital reasons:
1. The se two Clearwater streets are paved and used north a nd south of the railroad tracks.
2. Our children must walk or ride bicycles a~ong heavily traveled and dangerous Green-
wood Avenue and Betty Lane, because they cannot use Missouri Avenue or Jefferson Avenue.
3. Parking conjestions on Seminole Street because of the new National Guard Armory, Green
Field football games, and Clearwater Athletic Field baseball 8l1d softball games have created dangerous
hazards which could be by-passed with the opening of l-iissouri Avenue or Jefferson Avenue.
4. Clearwater I s rapidly increasing popalation a.nd expansion require the opening of mora
streets for isolated areas of the city.

I am writing you in behalf of my clients, Mr and Mrs. Charles A. Brown, who own and
occup,y the nroperty at the northeast corner of Osceola and Pierce streets. They occupy this property
as a residence, and also use it as a location for a business kn9wn as the Mar.y Brown Shop. In beho1f
of ~ clients I would like to invite your attention to the f.ollowing circumstances:
1.. Under date of January 10th, 1950, the City Manager wrote a letter to }'Ir. Brown
in \od1ich he called attention to the fact that the intersection of Osceola and Pierce Streets
constituted somewhat of a traffic hazard, and l-u-. Brown was requested to trim a hedge surrounding
his property in order to afford better visibility to motorists approaching this intersection. Mr.
Brolm proceeded promptly to have his hedge trimmed, and under date of January 29th, 1950, wrote the
City Manager a letter in which he advised that the hedge had been trinlDed. In that letter V!l'. Bro'WIl
also suggested that a traffic light should be installed at this intersection, and offered to contri-
bute the amount of $50.00 towards the cost of installing such a light.
2. Under date of March 25th, 1950, a formal notice was sent to Mr. Brown by the
City Manager in which it was stated that the City Manager had detennined that the hedge surrounding

Fla., regarding commercial net fishing restrictions in the adjoining waters.
This Federation has gone on record as being opposed to net fishing on a commercial
scale in the waters under jurisdicf.ian of the City of Clearwater, and respectfully requests your
initiation of a program that will eventually provide surficient protection of sport fishing here.

Gentlemen:
This Federation of 12 Civic Conmunity Clubs respectfully requests that in preparing the
1950-51 Budget Consideration be given the following items:
1. Installation of automatic traffic light at corner of Pierce and South Osceola Streets.
2. Expanded water supply system for the city.
3. Expanded or new sewer system for city.
4. Provision for an adequate Gulf side City pier.
S. Provision for sidewalks on M.vrtle Avenue from ClevelandStreet South to the City
Cemetery at least on one side of the street.
6. Provision for the repair of Seminole Street pier.
7. Provision for an expanded police force, and for a police patrol on Clea~ater Beach
Streets.
B. Provisi.on from initiation of landscaping of City Park on Clearwater Bay north of
Cleve1and Street and West of Osceola Street, including building of Comfort Statial.
9. Provision for continued landscaping of Crest Lake Park including the planting or
shrubbery on the shores of the lake, and laying of gravel walk around the lake parallel to the
Shrubbery .
10. Provision for a greenhouse for the use of the City Park Department.

Gentlemen:
4. On May 2nd, 1950, at. about. one-thirty in the aftemoon, the Chief of Pollce
called a.t the Brown hane. Mr. Bro\tw"l1 was out of the eta te at tha. t time, and Mrs. Brown was engaged
in carrying on the businees in her shop. The Chief of Police had a police captain with h1m and
stated that he had COOle to see that the hedge surrounding the home was t.rimmed. Mrs. Brolin told
the Chief that. she and her husband had a~readY' had tho hedge trimned twice at the request of the City ~
she thought they had done everything that. could reasonably be expected of ~hem. The Chief' stated
that he had orders to have the hedge trimmed, that he had brought men with him to do the work, and that
theY' were going to proceed to cut the hedge. :Mrs. Brown requested that nothing be done to ber property
until she had a chance to cODIIlunicate wit.h her attorney. She thereupon called me and asked me to came
to her home \o/hich I told her I would do as aoon as I completed an appointmont in my orrice. Atter a
wait of about five or ten minutes, Mrs. BroWll lI'as told that the men couJ.d wit no longer, alld they
thereupon proceed to cut away the hedge in a very uneven manner at. t.he corner of her property,. While
this work was being done, over MrIJ. Drown' 8 protest, the Chief' and captain of the police .t-bod by
watching the work: All of this was extremely humiliating to Mrs, Brown, as it gave her customers and
persons passing by the property the impression that she was a law breaker and that it. had ~en
necessary to send a police detail to see th&t sne complied with the law.
Mr. and Mra. Brown are well known and respected members of this lIommunity. They have
lived here tor many years, have paid their taxes, complied with the provisions or law, and have
otherwise conducted themeelvos aa good citizens. In the present ca88 t.hey did everything they could to
damplY' with the reque8t of the City regarding the hedge around their property, and even offered to
contribute a 8ustant1al sum towards the inst.allation of a traffic light. It seems to me that these
people haV8 been treated in an extremely high handed, arbitrary-, and unreasonable manner, a nd I request
that Y'ou give this matter your very serious consideration.

Gentlemen:
I am writing you in behal� of my clients, Mr and Mrs. Charles A. Brown, who own and
occupy the 7roperty at the northeast corner of Osceola and Pierce 5treets. They occuny this property
as a residence, and also use it as a lacation for a business known as the Mary Brown 5hop. In beholf
of my clienis I would like to invi'te your attention to the £ollawing ciraiunstances:
1. Under date of January lOth, i950, the City Manager wrote a letter to Tir. Brown
in which h_e called attention to the fact that the intersection of Osceola and Pierce Streets
constituted somewhat of a traf�ic hazard, and 2�,r, Brown was requested to trim a hedge sur•rounding
his property in crder to af£ord better visibilit,y to motorists approaching this intersectic,n. Mr.
Brown proceeded promptly to have his hedge trimmed, and under date of January 29th� 1950, wrote the
City Manager a letter in which he advised that the hEdge had been trit�med. In that letter Nir. Brorm
also suggested that a traffic light should be installed at this int�raection, and offered to contri-
bute the amount of �50,C0 towar�E the coat of installing such a light.
2. Under date of ir4�rah 25�h, 1950, a formal notice wa9 aent to Mr. �rown by the
City Ntanager in wkich it was stated that ihe City Mar.ager had detes7ained that the hedge surroundin�
the Brown property still constituted a trafSic hazard, and I!Ir.' Brown was ordered to trim tHe hadge
wi.thin fiFteen daqs £rom the date of the notice. Attached to ',;t is £ormal notice was a copy of
Ordinance No. 5�7 relating to the trirmning of trees an d hedges at atreet intersections.
3. PromptZy compl�i.ng srith the nof,;tce sent him under date of Mareh 25th, 2�Ir. Brorm
proceeded-� have his hedge trimmed again, and ttiis time had the heigth of the hedge reduced about
two feet. This work was done on Apri�. lOt h� 195�. t�'. �3rown too� th e trouble to get in hie car
and drive throngh the street intersection severaZ times to make sure that the hedge wa3 .reduced to a
point where it did not interfere with visibility as ta approaching cars, Aa satisfied himself thgt
the hedge had been reduced to a safe height, and that no further tra£fic hazard ex3sted as far as his
property was cbncerned.

k. On 2?ay 2nd, z45a, at about one-thi.rty in ihe afternoon, the Chief of Police
called at the Brown home, hir. IIrown was aut of the state at that time, and Mrs. Brown was engaged
in carrying on the businesa in her shop, The L'hie� of Police had a polioe captain with him and
stated that he had come to see that the hedge surrounding the home was trimuted, Mrs. Brown told
the Chief that she and her husband had already had the hedga trimmed twice at the requeat of the City, and that
she thought they had done everything that could reasonably be expected of them. The Chief stated
that he had orders to have the hedga tri�mned, tha•t he had brovght men with him to do the work, and that
they were going to proceed to cut the hedge. Mrs. Brown requested that nothing be done to kier property
until she had a chance to cor�aunicata with her attoiney. She thereugon called me and asked me to c�e
to her home which I told her I would do as soon as I completed an appointment in my of£ice. After a
wait of about five or ten minutea� N,rs, Brown was told that the mez� could w�it no longery and they
thereupon proceed to cut away the hedge in a very uneven manner at the corner of her property.. YJhile

watching the work' All of this was extremely humiliating to Mrs. Brown, as it g�.ve her customers and
persons passing by the pronerty the impression that ahe wa& a 1aw breaker and that it had baen
necessary to send a police detail to see that she complied with thP law.
Mr. and Mrs, Brown are we].1 kno�n and respected members of this uommunity. They have
lived here for many yeare, have paid their taxes, complied with the provisions of ]aw� and have
otherwise conducted themselves as good c3tizens. In the present case they did everything they could to
domply with the xequesb of the City regarding the hedge around their proparty, and even offered to
contribute a susiantial swn towarde the installation of a traffic light, It seems to me that these
people have been treated in an extremel.y high handed, arbitrary� and unreasonable manner, a nd I request
that you give this matter your very gerious consideration.
