I } There being no corrections, the minutes of the regular meeting o~ April 17 and the special meetings of April 18th and 20th were approved. Mr. L. S. Ruder appeared before the Commission, requesting that the City par its portion of a Hospital Survey to be conducted by James Hamilton and Associates to determine the hospital facilities needed within PinellaB County. The total cost of the proposed survey would be $15,000.00, of which the quota for the City of Clearwater was set at $658.50, and the City was requested to appoint a member of the Hospital Survey Committee. The survey would possibly begin June 1st and payments would be one-fourth at the beginning of the survey~ one-rourth within 10 days, one-fourth within 40 days, and the balance when survey is completed. Cam- misaloner Casler moved that the City contribute ~?658.f;0 and that Mr. Ruder be narnec1. to represent the City on the Committee. The motion was seconded by Com- missioner Turner and carried unanil:,ous1y. Attorney Andrew S. Horton appeared before the CO~lission. representing Fred B. Leonard. applicant f'or a license to sell '~eer and Wine" in the 3200 block on Gulf-to-Day Boulevard. Mr. Horton stated that the location complied with re- quirements as to the distance from churches and schools and requested that a permit be granted. A delegation of menmers of the Bay View Civic Club was present and protested against the granting of a license for beer and wine at the proposea location. On a motion by Commissioner CaSler, which was seconded by Commi8sione~ Turner and carried, Mr. Leonard's application was denied. At the suggestion or Commissioner Drew, the City Attorney waB instructed to draw an amendment to the present liquor ordinance, creating a zone within reasonable distance of churches where the sale of Beer and Wine would not be permitted. On a motion by Commissioner Brown. which was seconded by Cor.nniss1oner Turner and unanimously carried, consideration of renewal of the Youngblood lease was de~erred for a period of thirty days. due to Mr. YoungblOOd's illness. The Chief of Police reported that he had checked on the request of A. Go Blue for a permit to operate a Second Hand Furniture store and had found Mr. Blue to be of good character and reputation. Commissioner Brown moved that Mr. Blue's reques1t be granted. The motion was seconded by Commissioner Drew and carried unantmously. Since Miss Gladys Duncan had been unable to get the plat of her subdivision completed in time for the meeting. it was moved by Conmissioner Cas1er~ seoonded by Commissioner Turner and carried that this matter be Made the first item on the agenda ror any special meeting or the next regular meeting of the Comm1ssion. Commissioner Drew, reporting for the Appraisal Committee.on the request of "The Woodmen of the World" that the City sell that organization Lot 10~ Block 0, Coacrnl~n Heights, for $350.00, recommended that the City accept not less than $500.00 for the property. Commissioner Casler moved that the Committee's report be adopted. Coromissioner Turner seconded the motion and it carried. Mr. Lyons, a representative of the Woodmen of the World, was present and stated he would report the price to his organization. Commissioner Casler moved that a Cormnittee, to include the City Attorney>> be appointed and empowered to draw a Resolution acknowledging the donations and work done by all those participating in the new building reported completed by the Truate es of the Boy S'couts of America. The motion we. s seconded by C0Dm11 ssioner Turner and carried. The Mayor appointed Commissioners Casler and Brown to serve on the CODmlittee with the City Attorney. Commissioner Casler moved that a Special Meeting of the Commission be held at 12:00 Noon Thursday, May 4th for the purpose of passing the Resolution. The Dlotion was seconded by Cormnissioner Turner and carried. The Clerk read a petition signed by 37 persons owning property in Breeze Hill SubdiviSion, urgently requestin~ that the Commission take Dome action regarding dust caused by the reoent ,laying of shell on Hillcrest Drive. The Clerk also read a petition signed by three persons owning property on Hillcrest Avenue, between Druid Road and Chesnut Streeta~ making the same request. Attached to Mr. Owens' application was the Zoning Board's recommendation that the request be granted. Commissioner Drew moved that the ~tter be set aside for con- sideration in referendum preparations for next December election. The motion was seconded by CO~isBioner Casler and carrledo Mr. C. 1. Scarf addressed the Commission in opposition to the granting of Mr. OWens' request, and stated that buildings on the premises were being occupied by negroes who did not have the proper sanitary facilities. The motion was seconded by Commissioner Turner and carried. The City Manager requested that the Con~ission approve the purchase o~ one hundred 5/8 inch water meters. On a motion by Corllmissioner Turner, which was seconded by Comnissioner Brown and carried, purchase of the water meters was approved. The City Mana.ger read a letter from Mr. Morgan IT.
