The Clerk read a letter rrom George W. Evans, protesting against the costs or the improvements being assessed against the abutting property. The City Attorney read a Resolution whioh would authorize the assessment of the cost o~ improvements against the abutting property on the East side of the street and assuming by the City ot the cost on the West side where owners had given deeds for the property needed for widening the etreet. Commissioner Drew moved that the Resolution be adopted. The motion was seconded by Commissioner Turner and carried unan~ously. The City Attorney read for the third time the Ordinanoe regulating trailers, a8 amended. Commissioner Casler moved that the Ordinanoe be passed on the third reading. The motion was seoonded by Commissioner Turner. Attorneys William S. Wightman and Wi1liam Castagna, on behal~ of trailer owners, protested against the Ordinance as being too restrictive. Mr. N. M. Foreha 1rl addressed the Cotml11ss10n 1n favor of the Ordinance. Mr. C. E. ~re suggested allowing trailer owners reason- able time in which to ~ke new arrangements. The Clerk read a letter from the Clearwater Beach Association, objecting to ~ar.m1tting trailers on Clearwater Beaoh except in regularly author1zed trailer park. With penn1ss1on from the Chair, Com- missioner Casler withdrew his motion and Commissioner Turner his second. The matter was deferred for further consider~t1on, by unan1mous consent. Opposed~ none. Mr. John C. Polhll1 addressed the Commission briefly, introducing Mr. R. W. Sprag1ua of R. W. Spraglns Company of Memphis, Tennessee. M:r41 Spreg1ns read an agreement proposed by his flr.m, for handling any issue of bonds for revenue certificates at par, for financing City improvements, also e supplement&1 agreement whereby his fIrm would agree to handle $115,000.00 in self-liquidating 3~ bonds at par, plus accrued interest, ~or financing the City's Beaoh projeot) the bonds to be secured by dock a~d store rentals. Any projeots, under the proposed agreement, would have to be approved by the City Commission. Commissioner Drew noved that. Committee be appointed by the Mayor to study the proposed agreement and report to the Commission at a special meetil~ Friday, April 14th, at 7:30 P. M. Dear Sir: Referring to the Legal Notice Appearing in last Wednesday'S issue of the Clearwater Sun in connection with the assessing of property on North Osceola Ave. which was recently widened. I hereby wish to file my protest against such ao~lon. On September 18, 1948, I filed in writing with Mr. F~nk Cooley who ~a then City Auditor my objection to the widening and re-paving of the block on North Osceola Ave. between Sunset Court and Drew Street, and offered an alternative. This letter is or Should be a matter of record at City Hall. Bear in mind the fact that the property owners on North Osceo1a Ave. did not ask that the street be widened. It was done at the insistence or the City of Clearwater. Why? Because the City intended t9 make a highway of North Osceola Ave. from Drew St. South, taking some or the traffiC, badly congested on Ft. Harrison Ave. and diverting it through Osceola Ave. to Cleve1and St. thence to Clearwater Beach. left turns being prohibited at the intersection of Ft. Harrison Ave. and Cle~elQnd st.. Borthbound traffio from the beach can conveniently be diverted over the City'S new hip~way Osceola Ave. The widening also providod much more and greatly needed perking space for people using the City Librery opposite my home. As I see it, the people of the City of Clearwater, as a whole are the people who have benefitted by the widening of North Osceola Ave., not the unfortunate property owner whose property happened to be located on a street which the City of Clearwater decided should be turned into a hl~hway. In view of these facts~ I believe the City of Clearwater should pay from its General Fund" the tota1 cost~ widening and re- paving North Osceola Ave. from Sunset Court to Drew street.
