The City Commission at the City at Clearwater met in regular session at City
Hall, Monday, Maroh 20th, 1960, at '7:30 P. 14., with the tollowing members presents

The meetin~ having been called to order, the minutes ot the regular meet1ng
ot March 6th were approved.
The Mayor announced a public hearing on the request ot Dr. warren Mulhollan to
be permitted to erect a doctor's otfice and clinic on lot 5, Block 3, North Shore
Park. Th~re being no objectiona, a Resolution permitting such use ot the property
was adopted on a motion by Commissioner Casler, which was seoonded by Conniss10ner
Turner and unanimously carried.
The City Manager reoommended the installation ot 425 ft. ot 6 inch water main
on Bay Esplanade at an estimated cost ot $1275.00, stating that he was recommending
a 6 inch DBin because ot the need of another large 11ne for supplying the northern
part ot the beach, and this installation would be part ot such a line. CommissIoner
Casler moved that the oonstruction be authorized. Commissioner Turner seconded the
motion and it carried unanimously.
Commissioner Casler, reporting for the Comm1ttee considering an Ordinance on
cats and dogs, stated that the Committee had discussed the matter with the Connty
Board of Health and the 8. P. C. A.; that progress was being made, but the proposed,
Ordinance was not ready to submit at this time.
City Manager Bennett reported that he had been negotiating with the A. & W.
Bulb Company for the purchase of the five wells located in the Skycrest development;
that there were 3 ten-inoh wells, 1 twelve inch and 1 four inch well, and that the
Bulb Company would sell the wells, land, casings and well houses for ~11,571.00. but
he would not recommend the purchase of tho wells, or any of them, until they had
been approved by the State Board of Health. On a motion by Commissioner Casler,
which was seconded by Commissioner Turner and carried, the City Manager was authorIzed
to continue negotiations for acquiring the wells and malcing the necessary toots.
City Attorney Krentzman reported that the installations made in contlict with the
Zoning Ordinance, on lots in Navajo Park, by Mr. Henry Lowe" had been removed; that
the servants' quarters had been built prior to change to R-l Zoning and coul.d remaIn
under non-contorming use. He said that Mr. Lowe had been most oooperative and he
would not recommend prosecution. Commissioner Turner moved that the City Attorney's
rap,ort be accepted. The motion was seoonded by Conunissioner Casler and ca rr1ed.
The Oity Attorney submitted an Ordinance which would increase garbage and trash
collection rates. Commissioner Turner moved that the Ordinance be passed on the
first reading. The motion was seconded b. Commissioner Turner and carried. Com-
missioners Drew, Casler and Turner voted Aye". There were none opposed.
Consideration of a Re-pl.at of Lot 3, Bl.ock B, Columbia Subdivision was deferred
to the next meeting of the Commission on a motion by Commissioner Casler, which waa
seconded by Commissioner Turner and oarried.
The City Manager submitted a resolution which would require five propert~ owners
to clean their lots of grass,. weeds and underbrush. On a motion by Commissioner
Turner. seconded by Commissioner Casler and carried, the resolution was adopted.
On a motion by Commissioner Casler, which was seconded by Commissioner TUrner
and carrledl' the permit to the Clearwater Transit Company to maintain a bus stop at
the present looation on the south side of Cleveland Street was extended until further
action by the Commission. .
The City Manager requested that he be authorized to purchase 100 water meters
and 200 gas meters. Camm1saloner Turner moved that the City Manager be authorized to
purchase the meters. Commissioner Casler seconded the motion and it carried unanimously.
Oommissioner Casler moved that a public hearing be held at the next regular
meeting ot the Commission April. 3rd tor the purpose ot assessing the cost ot widening
Nortn Osceola Avenue against the abutting property. The motion was seconded by
Oommissioner Turner and oarried unanimously.
The City Manager recommended the installation ot 150 tt. of 6 inch water main on
Turner Street at an estimated cost ot $380.00. COJJDl1issioner Casler moved that the main
extensIon be InstallGd. T.he motion was seoonded bJ Commissioner Turner and carried.
The Oit,. Manager reoommended the installation of 150 ft~ ot 6 inch water main
extension on Pine Brook Street, at an estimated cost ot $450.00. On a motion by Com-
m188ione~ Turner, seconded by Commissioner Casler and carried, the Manager's

Comm1881o~er Drew read a letter addressed to the Oommiss1on by Mr. Frank Besa,
at 1155 Grove street. suggesting slowing down tbe green ligh't in the tra!'1'io light
at Northeast Oleveland and Greenwood. The City Manager explained that lengthening
the time or the green 11ght wauld make neoessar, a oo:rresponding shortening on the
red light on the other streets. at this point. and a congestion of tratrlc would
result.
The Oity Manager reported tha t the Chiet of the F1re Department bad requested
an appropriation or 84500.00 to cover the cost or ~ire alarm cable and oonnections
roX' the new fire station, drive-'Way, palrking space, kitchen app1ianoes-range,
retr1gerator and hot water heater, and tor plantlng snd landscaping 'the grounds.
The Oity Manager said that the oable and conneotions" hot water heatel.-, range and
reZrigerator were the most urgently needed ltems. end would require an outlay or
approx1ma tel~ $2800.00. Commissioner Casler moved that the Oity llanagel" s
recommendations be approved. The motion was seoonded by Commissloner Turner. Aoting
Mayor Drew oalled attention to the ta~t that the t1re stat10n has alreadr cost

Your letter dated March B, and received March 10, addressed to the City Commission,
relative to slowing down the speed ot the green light at Northeast Cleveland Street
has been investigated by the Police Department and it appears the green light has a
period long enough that five cars can pass through - providing the dr1vers are alert
and move when the light changes.
If the period of the green light on N. E. Cleveland is lengthened the lights on
01eveland or Gulf to Bay Boulevard and Greenwood Avenue will. have to be shortened,
which would automatically cause the traffic to be held up on these two streets.
Your letter will be presented to the Commission at 1ts next regular meeting, which
is scheduled to be held on Monday, March 20.

The meeting having been called to order, the minutes of the regula��meeting
of March 6th were approved.
The Mayor announaed a public hearing on th� rec��iest ot Dr. 4�arran Atulhollan to
be pez�nitted ta erect a cioctor�s oPPic� and clinic on lot 5, Black 3a North Shore
Park. There being no ob�ection�, a Resolution perm3tting such use of the property.
was adopted on a mo�ion by C���.SSioner Casler� which was seaonded by Connni�sioner
Turner and un�nimously c;arriede
The City Manager recovmiended the in�talls�ion of 425 ft. oP 6 inch water main
on Ii�y Eaplanade at an estimated cost of �1275.00, stating thet he was recoimnending
a 6 inch msin becsuse oP the need aP anather large line Por supplying the northern
part oP the beach, and thia inatallation would be part of sueh a line. Gonnnissioner
Caaler moved that ths constructian be authorized. Commissioner Turner seconded the
motion and it carried unanimously.
Gommieaioner Casler, reporting Por the Committee consiclering an Ordinance on
cata and doga, stated that the Co�ittee had discuss�ed the matter with the County
Board oP Health and tha 3P P. C. A.; th�t progress was being made, but the proposed
Ord3nc�nce v�as r.ot ready to submit at this tim9.
Citg Manager Bennett reported thet he had been negotiating with the �. & W.
Bu1b Company for the purohase of �he five wa11s located in the Skycrest develo�ment;
that there were 3 ten-inch wells, Z tevelve inch and 1 faur inch well, and that the
Bulb Compan� would sell the wells, land, c�sings and we11 houses Yor �11,57100�, but
he would not reconmend the purcizase of iche wells, or any oP them, unti� they had
been approved by the S'tate Board o� Health. On s motlon by� Co�nisaioner �'asler,
which was aeconded by Co�nissioner Turner and carried, the Ci�t9 Manager �+as authorizec�
to continue negotistions �or acqui�ing the we11s and making ths neceasar,y tests.
Citg Attorneg Krentzman reported that the instaZlations made in eonPliat r�ith the
Zoning Oxodinance, on lots in ;yavajo Park, by Mr. Henry Lowe, had been rsmoved; thst
the aervants� cguarters had been built prior to change to R�3. Zoning and could rem�in
under non-confor�ing use. He sa3d �hat Mr. Lowe had baen moat cooperative end he
would not roao�nend prosecution. Co�iasioner �zrner moved that the City Attorney�s
report b� accepted. The motion was saconded by Cormnissioner Casler and carried.
The City Attorney submitted an Ordinance whieh would increase garbage and tra�sh
coll.ection rates. Commiasioner Turner moved that the Ordinance be paased �n the
firs� re�ding. The mo�ion wag seconded b� Coaunisaioner �zrner and cerried. Com-
missioners Drevw, �saler and Turner voted 'Aye". There were none opposed.
Cansider�tion o�' a Redplat o� Lot 3, Block B, Calumbia• Subdivieion was deferred
to the next meeting oP the Coimnission on tt motion by Commissionar Gasler, e�hieh was
seeonded bg Coumiisaioner Turner and carried.
T`he Citg �Ian�ger submitted a resoiu�ie?? v�hich would require f3ve pronert� oe�ners
to clean their lots of Fsrass, weeds �nd underbrush. On a motioz� by Co�issioner
Turnerm secanded by Conffn�ssioner Casler and carried, tho resolution was adopted.
On s motion by Connnissionar Casler, arhich wa� secondad by Coa�issioner Turner
and carried, the permit to the C1ear�sater Transit Compe�ny to maintain a bus stop at
�he present location on the south side o.f Cleve;land street was e�tended until iurther
actiox� by the Commission.

The Cit9 Manager requested that he be authorized to purchase �00 vaater meters
and 200 gas meter�. Commisgioner Turner moved tha� the Citg blanager ba authorized to
purahase the meters. Commiasioner Casler seeonded the m�tion and it carried. unanimously.
Commiasioner Casler moved that e� public hearing be held at the next regular
meeting of ti:e Corranission April 3rd for the purpflse o� aeses3ing the cast oP widening
North Oaceola Avenu� against the ebutting property. Ths motion was aeconded by
Coumiissioner Tu�ner and carried unanimously„
The City Manager recommended the installation of 150 ft. of 6 inch water mei�n on
Turn�r Street at an estimated cor.st of �380.00. Commissioner Cas3.er moned that the msin
extensi�n bs inatalled. The motiun was seconded by Comnissloner Turner and carried.
The Ci�y �fanager reco�ended the installation oP 150 ftd oP 6 inch water main
exten�ion on Pine $rook Street, at an estimated cnst of �450.00, On a motion by Com-
missionar Turner, seconded by Commissioner Cesler and carr3ed, the Aianager�s
reco�nendation was approved.

of ].1�5 arove Strest, suggesting slowing dorm tha green light in the traffia light
� at Northeast Cleve].snd and (�reenwood. The Citq Manager explained that lengt:hening
the time of tkie green light eould make neaessary a correaponding ahortening os� the
red light on �he other streets, at trta point, and a con�eetion oP trafiia would
result.
The City Manager ren�xted that the Chiaf of the Fir� D�partmen� had requested
an appropriation of �4500.��0 to cover th� cost oP �ire alai�m cable and connect3ons
Por tho new f ire station, drive-way, �arking sgaca, l.itch�en applianaea--range,
refrigerator and hot water heater, and for planting ard 1and�caping the groundse
The City Mansger said that the cable and connections, hot vuater haate.r, range and
r�Prigerator were the most urgentiy needed items, and would requ3re an outlay of

reconanend��ions be approved. Tha mation was aeconded by Counnissioner Turner. Acting
Mayor Drear called attention to the fact that the fire station has already cast
�3s000.00 in excess oi the appropriation, and said he did not consider fl�rthai4
