" The meeting having been called to order, the minutes of the Special Meetings' of February 22nd and February 27th wero ~proved. The Mayor announoed a Public Hearing at this time on the proposal to widen Osceola Avenue from Haven Street to Pierce Street. The City Manager stated that the entire project would cost approximately ~10,OOO.OO rigured at $9.00 per rront foot; that if the City followed the same policy as was rollowed on North Osceola~ or assuming the cost in exchange for land, the City's portion of the costs would be approximately $5,000.00. Mr. Lester McClung, Mr. & }'1rs. George Resnick protested against the proposed improvement, stating their property would not be benefitted. Mr. M. D. White and J. F. Entzminger were also present a.nd addressed the Conmlssion. Commissioner Casler moved the passage of a resolution ordering the work done. The Mayor now announoed a public hearing on the application of the Episcopal Church of the Ascension to permit use of Lots 2, 3 & 4 of Block 5, Starr & Saver~~ Addition for Church purposese A letter from Dr. 11. E. Blaok, owner of Lot 1,. Block 5, objected to the granting of the permit; a later letter ~rom Dr. Black withdrew the objection provided the property was not to be used for parking. There being no other objections, Commissioner Casler moved that the request be granted, with reservations, prohibiting use of the property as a parking lot and permitting it's use for Church purposes only. Commissioner Turner seconded the motion and it carried unanimously. The Mayor now announced a Public Hearing on the application to change the Zoning of Lots 2 & 3, Block 13, Turners Sub from R-l to R-2 Zoning. There were no objections to the proposed cl~nge. Commissioner Casler moved that the request be granted. Commissioner Brown seconded ~le motion and it oarried. Commissioner Turner did not vote. A report from the Conwittee on the amendments to the trailer ordinance was deferred, by consent. The City Attorney read Ordinance #565, the Rabies Ordinance, and Ordinance #571, pertaining to dogs and cats running at large, the two ordinances now in effect. Commissioner Casler moved that a Committee be appointed to corrilate the Ord1nances and submit a good Ordinance to replace them. Th~ motion was seconded by Commissioner Brown and carried. The Mayor appointed Commissioners Brown and Casler as the City's representatives to work with the S. P. C. A. in drafting a new Ordinance. The City Manager reported that the Drainage Commission had organized and B.l motion had been made and carried to ask the City Coc~1ssion for funds for ~king an ownership survey, which would cost approximately $2500.00. The Manager recoDmended that the City Commission enter into a contract with an engineering firm for such a survey and suoh other surveys as are needed. The manager recommended the firm of Smith and Gi1lespie of Jacksonville, Florida. Commissioner Casler moved that the City go forward with the prooedure for securing funds under Public Law #35~, Blat Congress, without specifying an engineering firm, as outlined by the City Manager. Commissioner Turner seconded the motion and it carried. Commissioner Drew now relinquished the Chair to Commissioner Brown and moved that the City lllanager's: reconnnendation a-s to Gillespie & Smith be a:pproved. Mr. Blue's petition sets forth that he had built a store building on Lot 8, Block 19-, Milton Park, in the same block, on pennit 1~52~ dated September 19th, 1946. The Building Inspector, Secretary to the Zoning Board, reported there was' no record in the minutes of the Zoning Board of tilis building having been approved by the Zoning Board. The motion was seconded by Commissioner Turner and carried unanilllously. By unanimous consent, Mr. Ben Evans \ms per.mitted to address the Commission. M.r. Evans requested that a client, Dr. Warren Mulhollan, be permitted to bui~d 8l clinic at the Northwest corner of Fort Harrison Ave. and Princess Street in an area zoned as R-2. Mr. L20yd Phillips addressed the Commission relative to the request. He stated that it would be 180 to 200 days a,fter bids were let before del~very could be expected. Commissioner Casler moved that the Fire Chief set up specif~cationB and be authorized to ask for bids on a 1000 gallon pumper. The motion was seconded by Commissioner Turner and carried unanimously. I have been a member of the Town Commission of the Town of Belleair for approximately rifteen years.
