City Hall, l-ionday, January 2, 1950, with the following me..nbers present:

The meeting having been called to order, the invocation was delivered by Rev. J. W. Pearson
who as a representative of the City's Pastors, a.1so read a statement wishing the Commission a
successful nnd hannonious year for 1950.
On a motion by Commissioner Drew, wllich was seconded by Comnissioner Brown, and unanimous~
carried, the minutes of tho special meeting of December 15, the regular meeting of Dec~ber t9,
and the special meeting of December 21, were approved.

The 'City Manager recommended thnt the salaries of the Chief of Police and the Chief of the
Fire Department be raised from $325.00 to ~350.00 per month, effective JanaaF,y 1, 1950. It
was moved by Oornmissioner Brown, seconded by C~~issioner Drew and unan~oasly carried that the
City Manager's recommendations be approved.

The City Manager submitted the bids tendered by a number of Contractors for the construction

He stated that the low bid of $17.300 submitted by W. A. Walker had not been signed, and did
not confonn to specificat:i.ons, therefore was an irregular bid. Be stated tlat the next lowest
bid had been tendered by R. M. Thompson Company, in the amount of $17.714. Mr. \'lalker was
present and told the Oornmission that he had forgotten to sign his nrnne but since his bid was
irregular, he would withdraw it. It was moved Uj' Oommissioner Brown, seconded by Commissioner
Casler and unanimously carried that the irregular bid be thrown out and the rest of the bids
be considered. Corranissioner Brown moved that the lowest properly signed and executed bid be
accepted. The motion was seconded by Commissioner Drew, and carried unrunlinously. ihis was
the bid tendered by h.. M. Thompson Company, in the amount of l~17. 714.

It was moved by Commissioner Brown, seconded by COli1l'nissioner Casler and unanimously
carried that consideration of an agreement between Mr. & Mrs. \1. F. }linor and the ~ity or
Clearwater relative to the establishment of a used auto parts business be doi'erred.
The City Manager did not have a report on the proposal to hire a filing clerk for the
Police Department, and this item was d~ferred.
The Oity Attorney alli~inistered the Oath of Office to Leland F. Drew and Joe Turner,
who were elected December 20, 1949 for a two year term as COLmdssi0ners. Commissioner
Kennedy surrendered the chair to Oonunissioner Brown, who was nomin.ated us Chairr.lan by
Commissioner Casler. Comlilissioner Casler nominated COJlJUissioner Drew as Acting Nayor
OoWmissioner. Commissioner Turner moved that n6minations be closed and Commissioner
Drew now assumed chairmanship as Acting-21ayor.

Cn a motion by Commissioner Casler, ~lich was seco~ded by Comnissioner Turner and
carried, consideration of standing committees and special COL]rattees were deferred until
such time as the Acting 2.fayor can confer with the Hayor, concerning the matter.
Item # 5, relative to an increase in garbage collection fees, was deferred by consent.
The Oity Attorney reported tIm. t he did not have an Ordinance regula. ting the parking
of trailers ready to submit a.t this time. The matter was deferred on a motion made by
Oommissioner Brown, seconded by Commissioner Casler and unan~nously carried.
On a motion by Cormnissioner Drown, seconded by C01J1ll1issioner Turner ar.d carried,
considoration of the Exchange Club's request to e~ect shelters for bus stops on }~d~lay
Avenue was deferred.

The Cit~ Manager reported that a fifteen foot strip of laarl on Hillcrest Avenue from
Chestnut Street to Druid Rond would cost $1000.00, and if the street had to be graded and
ditched the c03te would be double that amount. Commissioner Drown moved that the City
Manneer be instructed to contact ~1r. Black of the Black Healty CompAny and find out W}.llt
~rt of the costs his company would be willing to Lear. The motion was seconded by
Commissioner Turner and carried unanimously.

The City Attorney reported that he had not drafted an ordinance on regulating the
growing of shrubbery at d~n~erouo street intersections, but would submit one aIter further
study of the Tampa Ordinance.
Itmn # 13. The City Manager's report on proposals from engineers and contractors to
repair the Digestor <It the Sewer Plant, was deferred.

Attorney George W. Smith requested that a client be issued & license to conduct a
Je~elry Auction Store for a fee of $200.00 per year, citing a Supr~ne Court decision, which
he llenerted nullified City Ordinance #467, which Ordinance ttequires a license fee of $1000.00
for a period of fifteen days and the filing of a bond in the ~ount o! i200.00. Commissioner
Ca.sler moved that the City Attorney and the City Hanager submit pro!losaltl for a change in the
existing Ordinance to a Comzr.:1ttee composed of Commissioners Brown and Casler for study, and
reconmendation to be made a.t the next regular meeting of the Commission br to a special
meeting called for that purpose. 't-he motion was seconded ~ Commissioner Turner and carried
unanimously.

The City Manager reported that the Clearwater Flying Oompany had requested that the City
have the boundary runway markers repaired and painted, and that the cost would be approximately
$250.00. He submitted the original contract with the Piedmont Flying Compa.n~, in which the
City 83swned the responsibility for maintenance of the field. ~~. Bennett called attention
to the big decrease in the City's income from the Air Port during 1949. Commissioner Casler
moved that the City Manager contact the Clearwater Flying Company for the purpose of reviewing
the contract and clarifying its terms. Cormnissioner.Turner seconded the motion and it was
carried unanimously.

The City ~~nager reported that the Chief of Police had recommended installation of ei~lt
parking meters on South Fort Harrison between Haven Street and ~~rkley Street, two meters to
be twelve minute meters and the other six to be one hour meters. ~1r. Bennett said that County
Commissioner Chesnut would like to confer with the oth~r members of the County Commission
before the City took definite action. By unan~ous consent it was agreed to hold the natter
in abeyance until the County Comndssion could be heard from.
Itemff 17 was deferred, by consent.
The Clerk r.ead a letter from J. W. Rowe requesting that the Commission transfer the
lease on the Big Trail Inn, held by Walter Jadlowski to George L. Millar and Evelyn Ruth
Millar. Commissioner Brown moved that Mr. Rowe's request be granted. The motion was seconded
by Commissioner Turner and carried unanimously.

The City Manager presented a letter from Governor Warren requesting that the ~~yor
appoint a Safety Chairman for the City of Clearwater. Commissioner Brown suggested that ~~.
C. R. Wickman be appointed. Acting Mayor Drew designated Kr. C. R. Wickman as Safety
Chairman for the City of Clearwater.
The City Mana.ger r4coIlmended the fo+lowing Gas and \vater Main extensions:
150 feet of 2 inch water main on Ewing Avenue ~stimated Cost $90.00
ISO feet of 1 inch gas main on Lincoln Avenue Estimated Cost 75.00
140 feet of 2 inch eas main on Er~n~lin Street Estimated Oost 85.00
250 feet of 2 inch gas ~in on Bay Esplanade Estimated Oost 165.00
It was moved ~ Commissioner Casler, seconded by Oon~issioner Turner and unanimously
carried that the recorr~endation of the city }~ager be approved.
The City Manager submitted a letter from S. \'1. Ourtis, Principal of Pinellas High
Schoo1 requesting that the City permit the operation of the Ho~n Rides under school
Sponvors~~p, the rides to be locat~d on the property recelltly purchased from the City
by the County Board of Public Instruction, and to be in operation for a five day period.
Commdssioner Casler moved that the usual method of remitting licenses be followed.
The motion was seconded by Commissioner Turner and carried unanimously.
The ~ity Manae;er presented the report of the Plumbing ExaI~1iting Board for the year
1949. The report showed receipts of $200.00 in examination fees and expenditures in the
~ount of $12.60. A check in the amount of ~187.40 was attached to the report.
Commissioner Turner moved that the report of the Plumbers EY~ining Board be accepted.
The llotion was seconded by Commissioner Casler and carried unanimously.
City Manager Bennett subm~tted a resolution whi~h required 64 persons to clean
their lots of grass, weeds, and underbrush. On a motion by Oorillf~ssioner Casler, seconded
by Commissioner Brown and unanimQusly carried, the resolution was adopted.
On a motion by Conunissioner Turner, ~con[~~d by COIllT.1issioner Casler and unanimously
carried I the Co"~Jssion re-~ppointed all appointive officers for the year 1950.
There being no further business to come before the board, the meeting was adjourned.
