near the Fort Harrison Hotel, and he had found thoir reputation to be excellent. He
said that the hotel had no ob.1ections and that Shindell arId KcGowun would be willing
to pay ~n occupational license tax of tl5.aO per year and Q5.00 per month rental on
the parkine; space. Comr.l1soioner Casler r.1oved that the porrn:i.t ue grantee., the location
to be selected by the Chief of Police, for sight seeing tours only. The motion was
seconded by UOlTll11is8ioner t_lrown and ca rried.
Commissioner Drew moved thut the Commission request a rneeting with the Civil
Service Board, at their convenlence, for the purpose 01' d.iscussing Job Rating Analysis,
and other Civil Servlce matters. COli1J;lissione!' Caslel' seconded the motion and it

Considel'ation of a pet1t~on f'or en Ordinance relatIve to troilers was deferred
by unanimous consent.
The Clerl{ read a letter from 11r. }{enry Lockett requesting tllat the City agree to
sell him 50 feet of f'rontEl(' ,\ in Tract ItD", New Country Chlb Additlon and modify the
terms of sale so as to require a building of r.1asonry construction of 2400 square feet,
only; said building to be completed within one yeart the considerntion for the land
to be $500.00. COl!".r.1issj oner Casler moved the t the land be sold to Mr. Lockett, at the
terms stated. The Illotion was seconded b~l Commissioner Drew and carried unanimously..
The Oi ty Attorney rccor.nnended that the adjustment between Ledger accounts and Tax
Sheets figures 011 taxes and improvement liens be I.lade as reco!lID1ended by II. I\~. Turnburke,
C. P. A.~ in his letter to the Commission dated October 18th~ 1949. On a motion by
COI!lmissioner Drew ~ seconded by Commissi oner Brown and unaniIllously carried, the re-
comm(;mda tions were approved.
Mr. Thomas H. Black of the Thomas H. Black Healty Uompsny appeared before the
Commissi on. Mr. Black said tha tat the t jme his company signed an agreement a s to the
cost of water main installations in Druid Heights Subdivision~ they were under the
ir.:pres::d.on that the cost Vlould be approximately ~?3500.00 and agreed to pay $2500.00 as
their portion of the cost. He said he had been ini'ormed afterward that the actual
cost of the construction had been only $2300.00 and ::lUggested that his company be
refunded $200.00. The City Manager sa.id that the. ~~2300.00 figure was an error and
produced job sheets to show the' actual cost to be $249l.?7. By consent the.. matter
was deferred for fu.rther considera tiol'1.
The Clerk read a letter f'rmn the Bay View Civic Club requesting that the City
enact an Ordinano'e restricting merchants on Gulf-to-Day Boulevard~ from Belcher Road
to Courtney Car.tpbell Parlnvay, fror.1 displa ying merchandise less than 25 feet from the
Boulevard curb. The City Attorney said that it was his opinion that the matter was
fully covered by Ordinance #546~ and would be a question of enforcement only.
COl!\!l1issj.oner Drew r.loved that receipt of the letter be acknowledged by the City Manager
and a copy of Ordinance #546 be mailed to the Bay View Civic Club. The motion was
seoonded by Commissioner Casler and carried unanimously.
The City Manager. had no report on the rnatter of securing a filing clerk for the
Police Department. This item was deferred, by consent.
Relative to a request that the Cit:y enact an Orc.lnance regulating the height of
shrubbery at dangerous intersections, the City Attorney reported that ce was not con-
vinced ~1&t such an Ordinance would be legal but that he would contact Tampa Officials
regarding their proposed Ordinance and would request a copy of any Ordinance they may
pass relative to the subject. On a motion by COl~isoloner Drew, seconded by Com-
missioner Brown and unanhlously carried~ the matter naB left in the hands of the City
Attorney.
On a motion by Commissioner Drew, seconded by Commissioner Brown and carried,
Commission approved the issuance of a license to oonduct a Seoond-hand Furniture
Ant'1que business to L. B. Shay upon payment of the regular lioense fee.

badly in need of ropair, thut a 6 inch water main was needed to replace the present
2 inch lino, which is too sli.i811 to serve the CUB to:mers along the line and the
Disposl:ll Plant. He r-econunended the installs tion of equlpmen t for ha ndling chlorine
in lal"'ge (1 ton) container3 on account of the saving involved. Total estimated cost
of the City l,!anager's Pl'oposals is ~~35,OOO.OO. Commissioner Drew Moved tnat the
mu tter be put be ok in the Oi ty !.lanager' shands; the l.1anager to report to the
Commission at a future meeting. Conrr,1issioner Brown seconded the motion and lt

The Oi ty 1.1anager submitted u resolution which would require 120 proporty owners

Gentlemen:
As required by Ordlnance #567, pertaining to the use of voting machines, this
is to report that four votinp; nachines have beon properly prepared for the lI'lunicipal
Election Tue3da~,r, December 20th, sealed and placed at tho Garden Avenue Fire Station,
that two machines have been placed at the Beach !<'ire Station, after being properly
prepared and sealed by the County Custodian.
These machines were inspected at 3:00 P. K. 1I1onday, December 19th, at which
ti:cne the dials of the rilachines were found to regioter 000, and the machines found
to be properly prepared and sealed.

on December 12, the .follovring actio!: was taken.
The Secretary was requested to \"lrite your Body requestinG that life saving
equipment be placed on the bridge on tlemorial Causev~a.~r. It VIas suggested that
life rings be spaced along the railing at strategic points and that a lifeboat be
suspended :from da vi ts a t a proper point nea I' the bridge tendor' s building. The
Conmittee appointed Mr. C. R. Vlickllltln to conte-ct your group and make suggestions
along the lines requested b;T the Board.
