The meeting having. been ca.Lled to order, the minutes of the ~pec:1.al .Meeting of
November 14th were approved.
The City Attorney read the proposed agreement between the City and Mr. & Mrs.
Wi.L1iam H. Minor, relative to the issuing of a permit to operate a Ueed Auto ~Qrt8
business on lots 3 and 4, A. H. Duncans Subdivision of wt of NEt of swt, ~ec. 22-29-15.
On a motion by Commissioner Drew, seconded by Commissioner Gas.Ler and unanimously
carried, the matter was deferred for consideration at the next tleeting of the Comm1ssion.
The City Attorney subnitted Urdinance #584, an Ordina~~e at1ending Ordinance #580,
the Occupational License Ordinance. On a motion by COl$issioner Drew, seconded by
Commissioner Cas.Ler and carried, the Ordinance was passed on the first reading.
Oor.unissioners Sargeant, Casler, Drew and Kennedy voted ..Aye". Voting "No" none.
Commissi oner Drew moved tho t Ord1nance #584 be pa ssed on the second reading. COI.1missioner
Oa S.1.er seconcled the notion and it carried. '11he following cOIl1J!1issioners voted nAye 1I;
Sargeant, Cas.Ler, Drew and Kennedy. Negative, none.
Commissioner Casler moved that the C1ty l~anager submit his recomnendation of a
proposal for granting parking space to Messrs. t)hincle.Le and 1,lcGowan for a sight seeing
bus or car. The motion was seconded by Commissioner Drew alld carried unanimous.LY.
The Clerk read a letter frool The Clearwater Federation of Civic ClUbS, relative
to the ~eninsu.Lar Telephone Company rate case. Tne ~etter stated that the Club fe.Lt
it had insufficient information to warrant taking a definite stand, but was maKing a
further study of the matter. Commissioner Casler moved that the .Letter be received
and in the event further cai.L is made on the Federation of Civic C.Lubs, it be referred
to the.. fttblic Utilities. COIrJai ttee. The motion wa s seconded by ConIr.'lissioner Drew and
carried.
The Chief of ~olice and the City Clerk reported that they had cnec}red the
references given by Bryan Youngb.Lood and H. H. ~hi.L.Lips, app.Licants for a .License to
opera te a new and used furniture bus1ne ss at bU4 .N. Fort nar~son, and tha t both
parties were high.LY recommended by each of the references, ComrJissioner Drew moved
that the license be granted. Commissioner Casler seconded the motion and it carried
unanimously.
By unanimous conaent~ consideration of the Job Ana.Lysis Report re.Lative to
classification of employees was deferrea.
The City Manager recommended the instaL.Lation of' 4U feet of it" gas main ex-
tension on North lIJad1son Avenue at an estimated cost of $35.UO. On a motion by
Commissioner Cas.Ler, seconded by Go~~issioner Kennedy and carried, the extension was
approved.
An application for i27 feet of l~" gas main extension at an estimated cost of
$80.uO on Walnut Street was subnitted for the consideration of the Cot1mission. The
City 1~nager reconmended that no extens10ns or gas mains be made when gas was to be
used for space heating only. Commissioner Drew moved that the City Manager's
recommendation be accevted. The rnotion was seconded by Corn1issioner Cas.Ler and
carried.
The City Manager submitted a request by Miss G.Ladys Duncan for .Loti feet of 2"
water na1n extension on an un-named street at an estimated cost of ~125.UU. The
City Manager expla1ned that the street was not dedicatea for pUb.Lic use, was only
30 feet ln width and the proposed water ma1n extension was to serve several lots in
an unplatted subdiviSion. Commissioner Drew moved tnat the matter be p.LaCed in tne
hands of the City Manager who is to request a street fifty feet wide to be ded1cated
for publlc use, and to report at a future meeting of the Cor.n.11ss1on. The motion was
seconded by Conm1ssioner Kennedy and carried unanimously.
Mr. Joe R. S~ewart appeared before the Cornnission, and requested that the terms
for his purchase of lUU feet of frontage 1n the manufacturing d1strlct be modifled.
He requested that he be granted four years in w.h1.ch to erect a buLLd1ng on the
property and 'that the building requirement be not more than one-fourth of the square
footage of the ~ot. Commissioner Drew moved the sale of lUU feet to Mr. ~tewart be
approved provided Mr. stewart erects a bU1..Ld1ng of not less than 3875 square feet of
masonry oonstruction and that the $l,OOO.UO purchase price be forfeited to the City,
and the property deeded baCK to the City in the event Mr. Stewart Shou.Ld fall to
meet the bu1.ld1ng requ1rements within the four year period. 'ltne motion wa e seconded

On a motion by Commissioner Casler, seconded by Commissioner Drew and carried,
Ordinance #582, an' Ordinance amending Ordj.nance #580, the License Ordinance, was passed

voted "Aye", Voting "No" none.
Comm1ssione~ Casler moved that the meeting for the Public llear-il1g on the Sanitary
Sewer ror Clearwater Street and Zoning Ordinance be set for 12:00. noon December 9th.
The motion was seconded by Commissioner Kennedy and carried.
M~. Willie B. Stephens appeared before the Cotmlission and urged that everything
possible be done to curb speeding by motorists on South Greenwood Avenue. The Chief
of' Police stated that his department Vlas making every effort to reduce ex.cessive
speeding in this area.

On a moti�n by Commissioner L��ew, seconded by Corrmiissioner Casler and unanimously
carried, the matter was deferred for consideration at the next rieeting of tne Commission.
The City Attorne� subriitted Urdinance �5849 an Ordinance anending Ordinance �580,
the Occupational License Orciinance. On a motion b� Co�issioner Drew, seconded by
Corrirnissioner Casler and carried, the Urdinance was passed on the i'irst reading.

and in the event fiirther call is made on the Federation of Civic Clubs, it be rei'erred
