August 11, 1949
The City Commission, of the City of Clearwater, met in Spec1al
Session at City Hall, Thursday, August 11, 1949 at 12:00 Noon with
the following members present'

After oalling the meeting to order, the Mayor explain~d that the
purpose of the meeting was to consider what aotion was to be taken in
connection with the alternative Writ or Mandamus brought by W. A. John-
son against the City of Clearwater, with respect to the issuance of a
Master Plumber's license.
City Attorney, Krentzman disoussed the portions of the Ordinance,
setting up the Plumber's Examining Board that would probably be attacked,
and reoommended that the City defend its actions in order to establish
whether the Ordinance was or was not legal. Commissioner Brown moved
that the action of the City be defended by Mr. Krentzman and that he
be paid $350.00 as compensation for his services. The motion was sec-
onded by Conwissioner Drew and carried unanimously.
The various papers, letters, eto. set out below are hereby made a
part of these minutes.

A Special Meeting of the City Commission will be held 12 o'olock noon,
Thursday, August 11, to consider the Commission's disposition of an
order by Circuit Judge Bird for the City to appear at a hearing set
ror 9:30 A.M. Saturday, August 13 in the Chambers at the County Court-
house at Clearwater, Florida relative to a Mandamus brought by W. A.
Johnson against the City of Clearwater with respeot to the issuing of
an Occupational License as a Master Plumber by the City of Clearwater.

Gentlemen:
Demand is hereby made for the issuance or a Master Plumber's
Certificate and Occupa tional Lioense frODt and by the City or Clear-
water to W. A. JOHNSON ror the reason that those provisions of the
City F~umblng Code as Amended, providing for examinations of licen-
sees, are invalid and illegal in that they violate the Charter re-
quirements of the City requiring "Control and direct superVision" by
the City Manager of all actions of the Plumbing Board in the admin-
istration of the Flumbing Code, whereby said applicant has been un-
lawfUlly deprived of his license and certificate.
