August 1, 1949 The City Commission of the City of Clearwater met in regular session the evening of August 1. 1949 at 1:30 P.M. in the City Hall with tbe ~ol- lowing members present: Harry D. MoClamma Ben Krentzman - C1ty liolanager - Chief of Police - City Attorney The meeting having been called to order. the minutes of the regular meeting of July 18th were approved on a motion by Commiss10ner Casler~ whioh was seconded by Commiss1oner Brown and carried. A letter addressed to the Commission by ~lrs. Helen s. Va1l, operator of' the "Where To Buy It Service", suggested tl~t tile aerv1ce be taken over and operated by the City or the Chamber or C~erce in thB future., Commiss1oner Casler moved that the letter be received and filed", The motion was seconded by Commissioner Brown and oarried unanimously. The Clerk read a letter from Mr. Alfred We11and. owner of Bay Haven Court, complaining of the excess1ve number of mosquitos and requesting that something be done to relieve the cond1t10n. Comm1ss1~ner Casler stated that he had been informed too t the County would spray this area in the immedia te future. A petition, signed by thirty-four (34) persons residing in the Avondale- Fairmont area, requested that the City hnve the mangrove bushes on the South. side of stevenson Creek cut down, so that the Mosquito Control Boa~ can spray effectively. Commissioner Brown moved that the matter be placed in the hands of the City Manager for investigation and the Mosquito Control Boa~ contaoted. The motion was seconded by Commissioner Drew and carried by the unan1mous vote of the Commission. , , An unsigned letter was read to the Commiss10n, in wh1ch the writer sug- gested that the Palms on Gulf-to-Bay Boulevard and Memorial Causeway be trimmed. No action wes taken. A letter from William V. Lange requested that the Commiss1on approve a license for a beer and wine Club, to be located at 1551-56 Cleveland st. Mayor Sargeant said he had infor.med Mr. Lange that he should apply for his Count~ license before applying to the City. No official action was taken. The City Manager read a letter from the Harpham Insurance Com.pan~, to R. Stanford Webb. in which the insurance company inforIl1ed Mr. Webb that it had attached a clause to his insurance po11c:y providing a liability of $100.00 for answering of fire calls. County Commissioner John Chesnut was present to hear what the City's proposal was for provid1ng fire protection to those areas outside the City limtts. Commissioner Drew suggested that the County endeavor to pass 8 bill during the special session of the legislature crea- ting special fire districts which would permit a tax to be levied in those areas to be protected. On a motion by Commissioner Kennedy~ seconded by ,Drew. and unanimously carried. fire protection for the outside areas was to be con- tinued to October 1st. Mr. Cary, a resident of the area 1mmediately south of the City, said he had discussed the proposed plan to create fire distriots with a number of residents 1n that area and tl~t they favored such a p1an. The Committee. appointed to investigate the location of a sign in front of Koen1g's Motel, recommended that the sign be left at its present location and that no trees be removed. On a motion b~ Comm1ssioner Brown, seconded by Comm1ssioner Drew and carried, the report of the Committee was accepted. City Attorney Krentzman stated that in order to lift rent controls, it would be neoessary to hold a publiC hearing on the matter after ten days no- tice to the pub11c; after which, a resolution 11fting controls' could be for- warded to the Governor for his approval. Comnissioner Kennedy moved that a pliblic hearing be advertised for Friday. August 19th; the motion was seoonded by Commissioner Casler and carried unan1mously. City Attorney Y~entzman reported that he had examined the resolutions setting up the tax settlement plan now in use for the settlement of 1937 and prior taxes, and improvement liens; and he could see no legal objections to the Commission discontinuing the plan if it ~19hed to do so. Comnissioner Drew moved that the present tax settlement plan be extended to January l~ 1950, after wh1ch time settlements are to be made at one hundred cents on the dollar, and torclosure proceedings begun. Commissioner Casler seconded the mot10n and it carried unanimously. The City Manager presented a request trom Wn. J. Moore, Jr. that lots 1 to 6 Incl.. B1k. 1, Overbrook be ohanged from R2 to Business Zoning; also. a request trom J. C. Davant that Lots 6 and." B1k. 1, Overbrookbe changed trom R-2 to Business Zoning. Also. the Zoning Boards reoommendation that the requested changes be granted. provided tbere were no objections from owners ot adj01ning propert1es. The petition oalled attention to the faot that the company had reoent1y dedioated 17 tt. of the property on the south side of Drew street for widening the street. It was the recommendation of the Zon- ing Board that the request be granted, .provided there was no objections by adjoining property owners. Downie. a res1dent on Clearwater Beach, urged that the Com- mission take immediate action to halt beach erosion. City ~lana,ger Bennett stated that it was the opinion of A~y Engineers that bq1lding of groins should be tied in ~lth the proposed stock pi1ing of sand. Commissioner Drew moved that the City Manager be authorized to prooeed in accordanoe with bids received and get the stock piling done as soon as possIble. Harrison Ave. ~d been arrested and fined; the fine, being sus- pended on the owner's promise to clean up the premises within t~ee weeks. Mayor Sargeant suggested that the City. purchase space on the truck treil- er which is to tour the Northern states advertising F1orida, at a cost of $500.00. He stated that he considered this th.e best advertising possible. Conuniss1oner Drew moved that the me tter be referred to the Chamber of Commerce Publicity Committee and the Commissioners approval be indicated. This telephone service, free to the public.. was financed by monthly sub- scriptions of merchants whose stock and services were inventoried and cata- logued. Where To Bu~ It, its purpose and telephone number, were well adV8l'- tised by newspaper and radio which succeeded in making the public aware or a convenience that would looate any produot or service in Clearwater with- out oharge. Over 2,000 calls, locating products and servIces far res1dents and winter visitors, were answered when the Service closed for the season on April 1st. Every effort wa s made to be abso1utely dependable aoo prompt and thus keep local business in Clearwater. Mather's.. Hours were spent securing acourate infornat10n needed regarding: personnel of City and Caunty departments, civic groups, Churches and other local organizations and the tilme and place of their meetings and benefit affairs; recreational activities and scenlc trips available in the vicinity and transportation and reservations for these; location of notary publics, public stenographers, doctors, 1nsurance companies, and even streets, hotels, and motels. The compliments end gra teful thanks of people who called on the ser- vice for help invariably suggested that such a service should be sponsored and run by the City or its Chamber of Commerce. Where To Buy It 1s my own idea, and I sincerely feel that from the foundation and experienoe earned last year it could be built into a com- plete and valuable informatlon service. Dear Sir: Up until very recently our tenants in Bay Haven Court were enjoy- ing the outdoor surroundings and breezes but have now been compelled to re- main indoors or go North due to the large number of mosquitos, gnats and oth- er insects. Some of my tenants have left very much disgruntled and are no boosters for Clearwater summer weather and insects. At the time I started my building prog~m here I had several visits fram the Mosqu1to Control people to advise me how important it was to have good drainage and fill the large stagnant pool of fresh water which existed just above the water line. From that time on we have done everything poss- ible to control the breeding of mosqu1toes at Bay-Hoven and in inspection will disclose that we keep our garbage cans and the area arotUld them clean and that more than the usual steps are taken to control the breeding of inseots. There is a fresh water stagnant pool 1n the area North of us between . Pierce street and our North property line. I can see no attempt made to drain this pool into the Bay which would be a comparatively easy matter. The amount of cess-pool seepage and septic tank drainage into the Boy is in- creasing. I realize that this cannot be dealt with promptly but it all helps in breeding ma1ar1a carrying mosquitoes which can be oontrolled at little expense with equipment now available. I notice the free use of the fog mach1ne on Clearwater Beach but I have not aeen the machine in this locality this summer. My total real estate taxes are $3438.?6 which I think entitles us to some consideration in the control of mosquitoes and other insects. This trend is toward deepening the business zone along our main thoroughfares in order that off-the-street parking may be possible. The largest of the three requests conoerns the area across Gulf-to-Bay Boulevard from the proposed High School. In view of the present and expected traffic on Gulf-to-Day Boulevard, it is thought of utmost ~portance to make off-the-street parking pos- sible in this gection, which promises someday to be heavily pop- ulated, particularly with sohool children. The trend throughout the country, whereever land permits, seems to be toward shopping centers providing plenty of room for parking and beautification. This Board feels strongly that this trend should be follo'Wed in Olearwater by allowing deeper business zones, provided of course that adjoining property should bot be materially affected. Signed: W.
