I * * * I , '.'1' \ ':: May 9, 1949 To the mayor and Commissioners of th e City of Clearwater. Gen t lem en: I John S. Gross of the Largo Plumbing Co. of Largo, Florida, do hereby make formel re~uest to appear before the Commission on some convenient date to file a complaint with said commission as to the way the plumbing board of Clearwater bolds ex~inations for master plumbers certificate to do ~ork in the city of clearwater. In as much ~s I have been a pl~rober for about twenty years and h~:ve Licens es in Larg;o to opera te a shop also in Be lleair and in TJ~n of Pinellas Park also state ond County License and in as much as the ','.ork installed \\ithin one mile of the city limits of Cle arVia ter rous t be inspected and okeyed by the plumbi ng inspe ctor of Clear~uter under the code of Clear~ater I think that I or any othe r p~umber should be allow ed to install plumbing in Clearl/vater. I have applied for and taken tv~o examinations Vlithin the past year and .ha ve not passed either one of S9m.e. illao I h~ve paid to the examining Board the sum ~50.~)Q dollars for those examinlitions which I think is exo~'binate $25.00 for each examination. Gentlemen all I ask is a fair exoolinution based on the code of Clear~ater and a permit to V.o rk on the Gulf' Bench. Too t I can not do unless I he ve a 110 ense froLll the Cit3' of Clearv~ater. If you Gentlem.en Viill take the time to check v.ith Mr. A. D. Miller th.e plumber and Mr. Erp the plumber and Mr. R. M. Thompson the general contractor I thiIlk ,you Vlill find I am quite capable of installing plumbing in Clearwater. Also I think tha t the Board of Examiners do !lot. v. ant alty out- side plumbers in Clear\\ater. Gentlemen remember what happened to the ele~tr1oal oode not long ago? It could happen to the plumbing code also. Now I do not feel that I can donate $25.00 every so often to the Board of Clear~ator be- oause I am a small business man and am only trying to make a fair and honest living. I herewith offer suggestions how to over- come this great menace, as follows: 1 Teach children in schools to use unly those waters that have been inspected by local health authorities. 2.Wherever practlcable and possibl~, chlorinate still bodies of inland waters. 3.Place signs near bathing places, stating actual condi- tion of the ~aters. Dear Mayor SargefUl t: I still havent found the opportunity to meet you but ~lth all the talk on beach erosion I feel that this letter is timely. I have been reading all about proposed plans on this problem and so far I have heard nothing about the most obvious source of sand for building up the beach. The sand bars offshore have the proper quality of sand and it is a direct supply for a dredging project. I know what the reaction to that will be. That such action will cause further erosion. From experience and long observations of beaches the erosion is caused by current running parallel to shore line and a sand bar off- shore confines waters forming a "stream" along the shore caus- ing erosion. If no bar existed w~ters would spread out and concen tra ti on due to constrietion elimina ted. Further if those bars are permitted to ~row years from now we wil) h~ve no be~ch but A shoreline, possibly grassy like it is north of us off Anclote Key and Ho~ Island. If any one doubts ~hat I sey, have them look et the beaches in north- west Florida. Where the water is deep off the shore there is no erosion. On the other hend if there is a send bar. even a small one just off the shore, there is immediately a deep gully formed and the shore-line 'hashes away to make it. t s ie ne d ) Your s tr uly , II. CITY COMMISSION MEETING May 17, 1949 competent director can be obtained for the proposed $4,000 annual . salary included in the committee budp'et. Suee;ested ap pro prlF.:\ tions for floats, fa irs, folders, highway signs and billboards are self-explanator~' and, the coromi ttee belie ves, are vital to nny pl'oBram of community promotion. Fish iug tournament s llE.t ve proved immensely successful in several cities surveyed by the committee, whose members feel that the suggested ~~l ,000 approprili tion for these events would return many fold in the form uf natiUllf:ll JJublicit,y. Under the heading "Indutltl'ial survey", the committee recog- nized the v.id espread decr.und for the expansion of Cle arv, ater' s small colony of industries. It v.es 101 t that a comprehensive survey ot the f iald 01' Cletlrv.atel" s iud 14str 1&.1 potentialities would not only give the cham ber of' COllu.:eroe anc. tile city a clear picture 01; Vihat sort of il1dust.l'ies thE' community shuuld eo after but also the founda- ti vIi of a long ran go indus trial planniJlg p.:.'ogrwll. Proposed expenditures in the 1'ield of tourist I'elations are consldel'ed by tt..e conuni ttee to be extremely important. The recommenda- tiuns under this headinE"; are baEled on observativIW of what other Flori - da cities are doins to coordinate various tourist entertainment activi- tieS, assist in thE: formation of tourist "State Clubs" and preBent various programs for the enJo~tment of \l'Jtnter visitors. The suegested 8 dvertis h:g prov, ram, in the C ommi ttee' s opinion, is comprehensive nnd of year-round value. ';'!e feel that summer promotion campaign is essential, pe.rticllle.l'ly in central Florida newspap ers as Viell as the newspapers of the southeastern states. The committee comprises: Paul Harris, chazrman; Darwin Frank, Clii'ford i;eKay and Howard FIartles=. Nine comruittee meetins have been held . In approaching the proUlem of attempting to evolve a lon range progrcn of conununity advertising rzncl publicitq or tr.e city o Clear- water, the cotnmittee has been mindful oP tne Yact that tnese Punds have been hrndled in tYle ast by the chnber oY cmnerce. It is the opinion of the coramitt;ee that this arranoement be continued with only a Pew ' c4anges in the method by v;hich proceeds oY the city-wide advertisin tax are budeted and controlled by the city commission, It is thE committeeTs recomraendation that annual advertising budgets be prepared by the chamber oP commerce in the sama way, as any ather department of the city government budgets its appropriations. It is the committee's Yurther secommendation that each item thus bud- eted oe assigned aey number by the city manager, just as is done with other budgetary accounts. Checks and vouchers would be drawn against these accounts pursuant to requisiti.:n Prom the chamber oP commerce and the status oi each fund would be regorted by the city manager to the chember of commerce periodically so that the mna;er and directors of the chamber of commerce would know exactly thc balances in each ccount. Inesmuah as meximum value oP any advertisinp or publicity depends unon its continuity, your committee has based its entire in- vesti;ation as uell as this report upon the theory that the city oP Cle arwetEr*s gromot?ansl activities should be based uoon a lono ran ge rather than a year to year proram, The committee £eels that any pro- ram, whether it be the one herewith submitted or any other, will Yall short of mrximum results if continuity is not maintained, or this reason, the recoendecl appropriatons contained in the ommittee+s proposed conununity advertising and pulicity budget have ;een calculated n the theorg that sucu items should be carried orward virtually unchar, ged for the next three Pscal years. iiowever, the conittee would not desire to hrmper in any way the decisions oY the aclvertising committee oY the chamber or commeree, which organiza- tian vould continue Lo serve rs custodian oY ihe citys publicity fund and director o its advertising program. 4`7ith this explanatory preasble, your cammittee submiis the Yollowing proposd budget for the 1949- 5p fiscal vear and each of the two ensuing Piscal years: ' AI)VERTISiG BUDGEl 1.
