The meeting having been called to order by the Mayor-Commissioner, the min-
utes of the regular meeting of May 2nd and the special meeting of May 9th were
read and approved.
A letter from the Clear\O;ater Beach Associntion addressed to the Commission,
renuests that the Commission take steps to eliminate the use of Realtors signs
on properties for sfle or rent and suggests that a strict enforcement of the Zon-
, ing Ordinance would accomplish the desired result. The letter stated also that
the suggestion had the approval of the Board of Realtors. Commissioner Drew moved
that the Clearwater Beach ^ssocietions lett.er be 8cknowledged and the City Clerk
write and ask the Board of ReDltors to confirm their sanction of the proposal.

A letter from. S. C. vaughn, ?ublisher of "Travel Tips", suggests a proposal
be made to members of the state Legislature to enact a la~ permitting each county

A letter from Lt. Col. N. A. Athanason, 750 Bruce Ave., Clearwater, Florida,
states that beach erosion is caused by currents running parallel to the shore line
and that off shore sand bars create such currents; for that reason, he suggests
that sam "for be~:ch restoration be obtained from such off shore sand bars.' On a
mati on by Conur.issioner Brown, seconded by Commissioner Dl'ev;, and unanimously carried,
'Col. Athananson's letter ~as to be referrp.d to the Erosion Commission.
A letter from Lester D. Plumb, Director of the City-County Employees Credit
Union, eddressed to Mayor Sarge~nt, states that he had heard some criticism of the
Cred~ Unions Secretary being paid by the city. He referred to the benefits of hav-
ing e Credit Union and said that he did not believe the Credit Union ~ork conflicted
~ith or caused any neglect of other duties. Mayor Sargeant co~ended the Secretary
rox her efficiency and attention to duty and suegested that .the Commission should
give the secretary a letter of commendation. Commissioner casler moved that the
matter be postponed until after the Secretary's sulary had been settled by the budget
discussion. CommissIoner Kermedy seconded th.e mot ion and it carried unanimously.

The City Attorney reported that he had conferred with H. Lane Coachman,
attor ney for Mr s. E. H. Coachman, relet ive to Obtaining /;1 15 ft strip of land
for the l,t;idening of N. Osceola Ave ond that ~.irs. Coachman Vlould grant the c1tys
request tor 15 ft. if the city would carry out an agreement to name the Park
property acquired from Mr. Coachman, "Coachman Park". He stated that there had
been no progress in the negotiations with Mr. Stlg and Mr. Snyder, that they still
asked that the oity vacate that part of ~ones st. west of Osceola AVe. or improve
it, as a condition of their granting the cltys request for a right-of-way.

Commissioner Drew moved that the City Attorney be instructed to search the min-
utes of the Commission ut the time the Park property \', as purohased from Mr. Coach-
man l'eglu'ding any agreement made in connection Vlith naming the park and continue
to negotiate with Mr. stie and his attorney and make a fiJ1EJ.l report at the next
regular meeting 01' the Commission. Commissioner Cesler seconded the motion and it
curried un~nimously.
Reporting on the P1Ul:lbers F.xruTlinin~ Baal'd, the city Attorney said that State
Luw pro vid ed that memb ers of the Examinine Boa rd sha 11 be pl:1 id from the 'I'reasury
of the cit,y such amounts as the city shall des1er'flte; that the county had the same
specificotion requirements fiS the> city of terri tory within .9 rodius of 1 mile of
the city. His opinion 'w\as that monies collected by the Board from examination fees
should be raid into the city trensury and Board m~Tlbers be p:lid by the city from
such funds. Co~~issioner Cesler moved that the w.ayor appoint a Committee to discuss
the me.tter with the ~.'xamining Board and bring their l'ecommendations to the next regu-

and the City Clerk be instructed to acknowledge the receipt of Daniels Bros. letter.

the Mayor advised he had heard noting 1'1'01/1 the ChuirIllan of the County Commission, Mr.
Chesnut, as to what the County would do relative to deedine of the lots north of the
Police station, now used as Farmer's Market, to the City. On a motion by Commissioner

A letter addressed to the City Commission by the South Clearwater Community Club
was refid to the Commission. The letter exp~'esses t.he Clubs appreciation for improve-
ments on the Cluh buildin~ and the removal of weeds in the rear of the Club. Com-

May I offer the thought that polluted, germ laden
waters, used for bathing, etcetera, are the most important cause
of infantile paralysis? I herewith offer suggestions how to over-
come this great menace, as follows:
1 Teach children in schools to use unly those waters
that have been inspected by local health authorities.
2.Wherever practlcable and possibl~, chlorinate still
bodies of inland waters.
3.Place signs near bathing places, stating actual condi-
tion of the ~aters.
For your information, Honorable Leon Moore, 11ayor of Spartanburg,
South Carolina, notified me that by usin~ methods as listed above,
over a period of years, his city, hbs had, with the exception of
one or two cases, no polio afflictions.

I still havent found the opportunity to meet
you but ~lth all the talk on beach erosion I feel that this
letter is timely.
I have been reading all about proposed plans on
this problem and so far I have heard nothing about the most
obvious source of sand for building up the beach.
The sand bars offshore have the proper quality
of sand and it is a direct supply for a dredging project.
I know what the reaction to that will be. That
such action will cause further erosion. From experience
and long observations of beaches the erosion is caused by
current running parallel to shore line and a sand bar off-
shore confines waters forming a "stream" along the shore caus-
ing erosion. If no bar existed w~ters would spread out and
concen tra ti on due to constrietion elimina ted.
Further if those bars are permitted to ~row years
from now we wil) h~ve no be~ch but A shoreline, possibly grassy
like it is north of us off Anclote Key and Ho~ Island. If any
one doubts ~hat I sey, have them look et the beaches in north-
west Florida. Where the water is deep off the shore there is
no erosion. On the other hend if there is a send bar. even a
small one just off the shore, there is immediately a deep gully
formed and the shore-line 'hashes away to make it.

Gentlemen:
Pursuant to a discussion of the above matter by The
Clearwater Beach Association. the ~riter was instructed to
write the Board of Realtors, and did so under date of March
15, 1949. reauesting the Board to voluntarily accomplish
the elimim,tion of Realtors Signs. and if necessary to appeal
to the City Commissioners to accomplish that pur pose by means
df an ordinance.
It arpeers that the Zoning Ordinance of 1939. No. 455
Section XII (3) is sufficien~ to accomplish this purpose with-
out further enactments.
Therefore, it is requested that the City Commissioners
take such action as is necessary to enforce the €l.bove provision
with a view toward eliminating the use of Realtors Signs on
properties for sale or rent. it is understood that the Board
of Realtors hove approved such a policy_

anc to ID&ke it possible for them to obtain loans at a reasonable
l'ate of interest. Later, the County Employees wbo bad been operating
a credit Union of their o-wn, disbanded their or~anizf1.tion and we~'e
allowed to become Membel's of tbe City Credit Union. This joint
associat ion has been of great value to all its members, and has been
harmonious.

the intent of Sect ion 4 A, Chapt er V, (11inimum requirement s for sewage
disposal in unsewered areas) of the Florida state Sanitary C':'lde, exists.

'in the drain :'ields is controlled primarily by the period of time between.
the cleaning of the septic tanks.

stand s. We were under the impression, Vihen the ditch was dug, tllat

Complying with your request of yesterday, I am enclosing blue-
print outlining the \'.ishes of the }'armers Coromi ttee of Clear'Water
Farmers Market.
Dr. Byrd McMullen called a meeting of representatives of their
group th is morning. Mes~rs. Havener and Insco of the Clearwater
1ierchants Association also attended this meeting. It was unani-
mously decided that we request that the City of Clearwater surface
a plot labelled No.1 approximately 60 feet on the east side of
Prospect Avenue by 200 feet on the direct line 'With extension of
Court Street. They also rer~uested that Court Street be filled and
extend ed by 200 feet east of Prospect Avenue. It 'Would also be
desirable to 00 some filling and surfacing of Prospect Avenue to
the south of Court ::.itreet immediat.ely adjacent to the No.1 plot.
Our farmers \Oji 11 reach the peak of their production dur ing the next
few 'Weeks snd they are very anxious to move into their new location
while they still ~ve a good variety 8nd vo1QIDe of products.
The l.:erchants Assooiat ion are already securing estimates on the cost
of moving sheds and the farmers Viil1 be v~illi.ng to assist in this
jOb. 1ir. Httvener suggested that 'lve {&light have all the civic groups
of ou~ city cooperate in the work day and dedication of the new mar-
ket sit e sometime in the near futur e.

of the committee that this al'ru~;eI1lent be continued with only a few
changes ill th e method by vihic h proceeds of the city-wide advertis iog
tax !:ire bud eeted ond co ntro lied by the c1 ty commission.
It is the committee'S recommendation that annual advertising
budgets be prepared by the chamber of commerce in the same way, as any
other der.ertll:ent of the city p;overnment budgets its appropriations.
It is the committee's further recommendation that each item thus bud-
r,eted be assif1led a }:ey number by the city manager, just as is done
with oth er budgetary ~t ccount s. Che ck sand vo uch ers wo uld be drawn

Cle arweter' s promoti anal acti viti es should be based upon a long range
rather tr...an a year to year program. The committee feels that any pro-
~ram, Mether it be the one herev-iti} submitted or any other, will fall
short of maximum results if continuity is not maintained.

ha ve b~en culcula ted on the theory that SUCIl items should be carried

the advertising committee of the chamber of commerce, which organiza-
tion would continue to serve us custodian of the citY'!:i publicity
fund and director of its advertising program.

believes a bureau of this type should be set up in Clear~ater and
operated on a 12-months basis. The cities surveyed by the committee
report the returns from free publicity obtained from the financial
outlays for publici ty buretlus amount to many, many times the overheads
of such bureaus. The coounittee believes great care should be exercised
by the chamber of COIDnlerCe in the selection of a publicity director
although this committee's contacts lead the members to believe that a

Proposed expenditures in the 1'ield of tourist I'elations are
consldel'ed by tt..e conuni ttee to be extremely important. The recommenda-
tiuns under this headinE"; are baEled on observativIW of what other Flori -
da cities are doins to coordinate various tourist entertainment activi-
tieS, assist in thE: formation of tourist "State Clubs" and preBent various
programs for the enJo~tment of \l'Jtnter visitors.
The suegested 8 dvertis h:g prov,ram, in the C ommi ttee' s opinion,
is comprehensive nnd of year-round value. ';'!e feel that summer promotion
campaign is essential, pe.rticllle.l'ly in central Florida newspap ers as Viell
as the newspapers of the southeastern states. Radio promotion would con-
sist of spot announcements in the radi.o stations serving the al'eas from
which sum~er trade mi~ht be drawn.

It is the recofflI'lendation of the committee that for the next three
years, all ~dvertislng monies be spent in daily newspapers rather-than
magezines and other media for two reesons: first, the greater circulation,
and second, the more valuable cooperation offered by the newspapers to
publicity rele~ses distributed by the proposed publicity bureau.
In closing, the corrmittee 8ckno~ledges with thanks the cooperation
given by the verL)us city officials and chamber of com.merce executives oon-
tacted dur ir:g Its survey. VIe !lEi ve conferred v.ith Secretary Paul Ficht and
President Tavel' Bayly of the Clear~~ter chamber of conunerce, finding them

BE IT ORDAINED BY THE ()ITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA:
SECTION 1. That seotion 28 of Ordinance No. 538, as amended,
being the Alcoholic Beberage Ordinance, be, and the same is hereby
amended as follows:
Section 28. HOURS OF SELLING: No alcoholic
beverages as defined in this Ordinance shall be sold,
~lven e.way, conswrned, served or permitted to be served
or consumed in any place of business licensed hereunder
botween the hours of 1:00 A.M. and 8:00 A.M. on ~eek days
and between the hours of 1:00 J\.f.-l. on Sundays and 8:~0

Gredit Unions Secretary being oaid by the city, He rePerred to the benei'its of hav-

specification requirements as the ci�y of territory within A radius of 1 mile of
the city. His opinion was that monies collected by the Boexc� from examina�ion fees

Conunissioner Casler moved that the Commission approve the expenditures of �50.00

Rent controls having been lified in this area by Federal Government order, the
proposal to advertis e a haaring on 1i�ting rent controls, �cas tabled by consent.
In � discussion relative to the improvement of property ior a Farmers Mar.ket,
the Mayar advised ria had heard nating fxom the Chairman of the County Coc�mission, Mro
Chesnut, as to what the Courty would do relative to deeding of the lots north of the
Police Station, notv used as Farmer's A4arkett to the City. On a motion by Commissioner
Drew, seconded by Gommissioner Brown and unanimously carried, the mstter was rePerred
to t�e City niar�ger to work out with the CountS� Cominissioners and report back to the
Citg Comsi.ssi,on. A special meetin� to be called, if necessary.
A letter addressed to the Gity Commission by the, South Clear�nater Community Cltab
��as read to the CouLmission. The le�ter exps�esses �he Clubs appreciation f�r improve-
ments on the Club build� ng and the re.moval of weeds in the rear of the Glub. Cam-

I have b�en r�aa.ing all about proposed plans on
this problem and so far I have heard nothin� about the most
obvious source uT sand Por building up the beach.
Ths sa.nd bars oPfshore have the proper quality
oY sand and it is a direct supply for a dredging project,
I knocv what the reaetion to that will be. That
such action will cause Parther erosion. Fron experience
and lon� observations of beaches the erasion is caused by
current running parellel to sh�re l.ine and a sand bar oPY-
shore confines waters i'orming a"streamT� along the shore caus-
ing erosion. IY no bar existed waters would spread out and
concentration due to constrietion eliminated,
Furthex ii' those bars are permitted to grow years
�rom nrnN we wilJ have no beach but a shoreline, possibly grassq
like it is north o� us off Anclote Key and Ho� Isiand. I� any
one doubts what I say, have tJ�em look et the beaches in north-
west Florida. Nhere �he water is deep oPf the shore tLere is
no erosion. On the other hand if there is a sand bar, even a
sma11 one just off the shore, there is immediately a deep gullv
formed and the shore-litte washes away to make it .

the question has arisen why the Secret�ry of the Clearttirztex
City Eu�iployees Credit tinion is being paid by the City.
This pasty re�erred, to Mrs. Bet�y Young is
also Secretary to the Civil Service Board, and Secretary to the
Pension Board. 5he h�s found tinie along with �er regu�ar duties
to act as Secretary to the Credit Unz�n v,ithaut neglecti�g �er work
on the other two boards, anc3 wi`thout physical hardship to herse]f .
The Credit Union v;as originally or�anized to
include City Employees only, to encoura�e savings among its members
an� to make it possible Por them to obtain loans at a reasonable
rate of interest. Later, the County EmPloyees who had been operatitig
a Credit IInion of their own, disbanded their or�anization and were
allowed to became ivle�bers of the City Gredit Union, This joint
association has been of great value to all its members, an d t� s been
harmonious.
As a tax p�yer oS this Citg and as a dir eetor oP
the �redzt Union, I�irmly believe that the Gity is not b ein g
imposed 'upon by allov�Jing Ivlrs. Youn� to continue to serve as Secretar3�
of the Gredit L'nion.
Please bear in mind that the major�ty of the b�embers
o£ the Credit IInion are empJ�oyees af �the City, and the bene�`its of
this or{;anization have �eant much to the morals of these people. I
e:lso know that in this or�anization are members who are saving a Yew

sevzral cities surveyed hy the comtuittee, wiiose members feel tha�
the sugges�;ed �p1,000 appropriai;ion for these even,ts would retusn many
�cld in the form of natioiial ��uhlicitS�.
Under the heading "Industxial Survey��, the camntittee recog-
nized the widespread demand ior the expsnsion of Clearwater�s small
coloAy of industries. It was ielt that a conlprehensive survey of
the field of Clear��:�ter's industrisl potentielities would not ot�ly
give the chamb�r oP comrserce and the city a clear picture of what
sort o� industries the conuaunity should go after but also the �ound�-
tion �f a long ran�;e industrial plannin� p��ograni.
Proposefl expenditare� in the Pield of tourist relations are
consid�zed by the committee to be extremely important. The recommenda-
ticans under this heading are based oz� observatioris of rVha�E otl�er Flori -
da cities are doin� to coordinate various tourist entertainment activi-
ties, assist in the iormation of tourist ''State Clubs�' and present various
programs for the enjo5�ment of winter visitor's.
The suggested �dvertisir_g prog;ram, in the committeets opinion,
is �nmprehensive and oi' vear-round value. �'Te feel that sunimer promo•tion
campaign is essentisl. , particularly in central �lo�ida newspap ers as well
as the newsgapers of the southeastern states. Radio promotiott would con-
sist of sro� announcements in the xadio stations serving the areaa from
which sumcrier trade might be drawn.
It is the recommendati�.7 oY the committee th.at for the next three
S�ears, all edvertisin� monies L�P snent ir_ daily newspapers rather than
ma�azines and otY;er media for two ressons: first, the greater circulation,
and second, the more valuable cooperation offered by the newspapers to
public:ity releaszs distributed by the preposed publicity bureau.
In closing, the con,mittee acknowledges v�ith thanks the cooperation
given by the vari�us city ofiicials and chamber of commerce executives con-
tacted durir_g its survey, VJe h�ve conierrEcl with Se�retary �aul Ficht and
