The meeting huving been called to order, the minutes of the Special
Meeting of April 21st und the speoial Meeting of April 29tb were rebd and
approved.
Also present:
A letter addressed to the Commission from H. H. Baskin. Chairman of
the Board o~ Trustees, Pinellas hrea Boy Scouts of America, informs
the Commission that .the Board will have 1)lan5 for re-establishing the
sea Scout Base ready to submit at an early date.
A letter to the Commission from George ~ezey, 1100 Charles st. suggests
that property owners of Clearwater Beach be assessed for beacb restoration by
the same method with which improvement liens are assessed against benefited
properties.
A letter addressed to MayorSargeant by Mrs. Anna L. Krei~er, Secretary,
Crest Lake Associction~ requests that the Commission take action to have
speeding eliminated in the Crest Lake Area.
A letter addressed to the COmITission, by the Moster Plumbers Associ~tlon,
disf. ')proves the use of septic tanks as approved, by the ~)tate Boara of Health
~s the tank has no partition or baffle plate Rnd would reauire more frequent
cleaning than the tanks no~ in use. The plwmbers stated they would install
the tanks according to specificbtions but ~ould not guarantee that the tanks
~ould operate for any given time or be responsible tor the tanks in any way.

The city Clerk repol'ted the t the old MUI1Gttlay Hotel property had been
assessed at 8 valuution of ';70,000. 011 the land only and read a letter from
the Esselstyn Investment Co., ~ich said that the sale of the hotel site ~as
being discussed >>ith several prospective buyers. Commissioner Dre~ moved that
the matter of the I\~andalay Hotel structure be tabled. Commissioner Brov;n
seoonded the ootion and it carried unanimously.
In connection \'lith rent ing of rooms in Rl rireas, eit y Manager Bennett
reported that the City did n~t look for violatLms of the Zoning Ordinance
but where violations ~ere found the owner of the property ~as notified.
Attorney Lee Baker stated that it was his opinion that the display of "for
rent" signs was a violation of the Zoning Ord inane e, but tha t the rent ing
of four rooms or less was not a violation, as a rooming house was defined
as a place in which five or more rooms were rented. Colonel Silkman, who
is building a ne~ home wanted to know why he should not be permitted to build
a garage apartme nt . City A.ttor ney Krentzman explained the "non-CD hformlng use"
clause in the Ordinance in ~:nswer to Col. Silkman's question. Ivlr. Marvin Bo~'ce
seid he didnt believe the room rentin~ question should have been placed before
the Commission but should be h~ndled throu~h the couxts. Commissioner Drew
moved that the City M~naGers report be accepted. Commissioner Kennedy seconded
the motion and it cnrried by the unanimous vote of the Commission.
City Attorney Krentzman reported that he had contaoted H. Lane Coachman,
Executor of the E. n. Coachman Estate but that Mr. Coachman had not deoided
~hether to grant the City'S request for 15 ft strip of the property West of
Osceola j..,'le. Mr. Ralph Richards, Attorney for .Mr. Carl Stlg,' said Mr. stig
and Mr. Snyder felt that the City should vacate that part of Jones St. west
of Osceola Ave., as they hud requested, or improve it. Commissioner Drew
moved that the .matter be deferred to the next meeting. Commissioner Kenned.y
seconded the motion and it carried unanimously.
Mr. Ralph Richards told tlle COIl'J!Ilissioll tbat his client, Mr. ~arl Covey
.had put in pa ving on Lake Drive bet\'ieen Harvard and Dartmo uth sts at a. caa t
of ~1153.l4 and requested that the City allow Mr. Covey a liberal discount
on his Harvard st paving assessments as a consideration. Commissioner Drew
said granting such a request would establisb a precedent and others wishing
to have paving would be enoouraged to put in paving and then xequest a refund
from the City. No offioial action was taken on Mr. Covey's request.

Mr. C. E. Ware told tne Commission he thought the ordinance on Dogs and
Cats at large was too restrictive and would cause a furore of protests if
passed. He did not believe dogs should be prohibited from being in public
places, except ~hen uDder leash. Mr. Lloyd l~lillips, also vOioed his opposi-
tion to the Ordinance as written. On a motion by Commissioner Drew, seconded
by Commissioner Kecmedy and curried, Ol'd iJ"1..ance 11571 Vias passed on the third
reading wi th secti on 7 dele ted. Voting "aye" Mayor Conuniasioner Sargcan t, and
co.mmissionem Brown, Dre~ and Kennedy, "no" none.

On a motion by commissioner Drown, seconded by Commissioner Kennedy and
unanimously carried, the City Manager was instructed to ~et information relative
to equipment to protect policemen when catching dags.
Mr. Roy Mains appeared before the Commission and requested t!~t Lo~ 10,
Block G, Fairmont Subdivision be leased to the Colored Legion Post for use as
~ Le~ion Home. Commissioner Kennedy moved that the City Manager be authorized
to 1e~se the lot at ~1.00 per ye~r provided the legion beRlns construction
within one year. Commissioner Brown seconded the motion and it carried unani-
mously.
Commissioner Dre~ 9sked that consideration or Edward Faulks application
for license be deferred until the Coma~ittee had an opportunity to study the
references given. He said that the Committee would meet Tuesday May Jrd at

the bus stop from ,in front of the Davey-~cMullen building to the space just
North of Peace Memo.rial Gymnasium. Mr. VTickman of' the Clear.....atElr Transit
said that the new location was quite agreeable to his compwny as a temporary
arrangement but that the Company was making a survey of possible new routes
and new stops which would take some time to co~plete. Commissioner Drew moved
that the duties of the Traffic Committee be turned over to the City Manager.
Commissioner Bro~n seconded the mqtion and it carried unanimously.

Discussion of the tie-in between the City Plumbing Exwmining Board and ~~
the state Board of Heal t.h and the City Attorney's report on COlutesy signs .was
deferred, by unanimous consent.
City Manager Bennett presented a resolution ~hicll would require 40 property
owners to clean their lots of grass, ~eeds and underbrush. Commissioner Brown
moved that the resolution be approved. COnilllissioner Kennedy seconded the motion
and it carried unanimously.
City Manaeer repo~ted that it would cost $8,000.00 plus the cost of the
land to open Grano Central st. from Ewing Ave. to Greenwood Ave. Comnissioner
Brown moved that the proposal be tabled for the present. The motion was seconded
by Commissioner Dre~ and carried unanimously.
The city ~8na~er reported on closing the open ditch between the gas plant
~nd stevenson Creek end presented blue prints sho~inB the proposed constructiop
divided into sections. He estimated the total coat at ;67,000. On a motion by
Commissioner Drew, seconded by Commissioner Bro~n and un~nimously carried, the
matter was deferred until the budget for the next fiscal year comes up for dis-
cuss ion.
The City Manager reporting on the proposed plan to install concrete side-
walks on the West dide of G-reenwood n.ve. from Drew st. Nort.h estimat'ed the
p~obable cost at $10,500. for side~alk 5 ft wide and 3i inches tbick from Drew
st. to Marshall st. On a illotion by Commissioner Dre\,j, seconded by COI:lluissioner
Kennedy and unan1m~usly carried the matter ~as deferred until sucl1 time as the
budget comes up for discussion.
C. ~. \'lare spEJaKing of the proposed lifting of rent control, said complete
information shou1d be avnilable to present to the Governor ~hen application is
made. By unanimous consent, the proposal to advertise a Public .Hearing on the
lifting of rent controls in Clear~~ter ~as defer~ed for further considention.
Robert Thompson Jr., representlng the General Building Contractors, re-
commended changing tne method of collecting fees on building permits and suggested
a fee of l~ of 2 cents per square foot. The building department was requested to
examine permits iss~ed since January 1, 1949 and apply the suggested system for a
comparison with the receipts from the method now in use. On a motion by Commissioner
Drew, seconded by Commissioner Brown and ananLmously carried, the City Manager was
authorized to carry out tne recommendations now permitted under the 1a~ and rft~uest
the Contractors Board to submit a plan for a change in the method of dete~mining
the amount of fees.
Mr. William H. Valentine appeared before the Commission and requested that
the City erant him a 120 day option to purchase l~ lots in Avondale subdivision
at ~325.00 per lot.

Mr. C. H. Marlow requested that he be allowed to buy two of the lots at
the listed price of $350.00 per lot (Lots 14 & 15. Block C). Commissioner Drew. .
suggested that Mr. Marlow be allowed to purchase one of the lots and thai' .~~t be ,'~
given a 120 day option on the other provided he applies for one building:immediate- .
ly and the other within the 120 day option period and that Mr. Valentine be given

A letter to Mayor Sar~eant from the Shell Oil Company stated that the Com-
pany would offer no objection to a gasoline pumP. and ta~k on the Harod dook
property if the equipment is used exclusively for the storage and sa~e of fuel
oil to boats. By consent. the matter 'vWf;lS deferred as no request far such in-
stallation had been received.
City M~nager Bennett presented the report of the County Servioe Officer for
the month of March. On a motion by Commissionor Brown. seconded by Commissioner
Drew and unanimously carried. the report was accepted.
The City Monag~r reported it would cost ~650.00 to prepare the parking space
on Corom.do .l1.ve. bet'vWeen the Ca useVia~r and the Coronado Hotel. By unanimous con-
sent. the Commisoion authorized the use of the lot as parking space in its present
. condition, and defer.red Elction on its improvement.

carried, the matter ~as deferred for future discussion in connection with tbe
budget.
A contract for coke, for the Gas plant, at ~13.90 per ton \\as submitted by
the City Manager. Commissioner Kennedy moved the contract be approved. Com-
missioner Brown seconded the motion and it carried unanimously.

ing with representatives of all of the organizations
using the building at the time of the fire and at
which time a harmonious plan was set forth to re
establish the Base. Tentative plans have been drawn
and will be ready for furnishing to the city at an
early date. However, we are awaiting information con-
cerning funds from several sources to help meet the
cost and we hope to heve something to offer the City
very shol'tly.

At the meeting of the Clearwater Beach Associa-
tion to discuss parking meters, I was told that "the city
doesnt have a beach". That is why now I propose that the
rer.uested "pa ving" of the ber.ches with sand by the city be
treated in precisely the same manner as the paving of any
C1earv,E'lter street. The bel'~ ch OVinel'S sh ould be req uired to
fl;ive "easement" or rif1bt of way to city, the city to "pave"
the beech with sand et request of owners, assessing each
owner according to same plan followed in pnving of streets
at present. Clearwater Vvithout a "beech" ~ould be no worse
off than Clearwater without "City Streets".

Club out to Duncan Avenue, and Cleveland Street from Gulf-to-Bay
on out to Duncan. Cars and trucks speed by on these streets to
such an alarming extent that in homes where there are little
ohildren the parents are in constant fear.
If you will bring this matter before the City Comml~8ion
and have tile necessary steps taken to stop speeding on the streets
above referred.to, it ",ill be greatly appreciated by the Crest Lake
Association.

We, the Master Plwmbers of Clearwater, hereby wish to state
that the specifications of a septic tank, which the State Board
of Health su~gests the oity of Clearwater adopt, is a good tank
insofar as size, shape, and construction is concerned. It is per-
fect except for the fact that the partition or baffle ~all has been
eliminateo.
"fe, in our experience in cleaning and repa~rJ.ng septic tanks,
hnve found that by eliminating the partition or baffle wall, the
tank is nothing more than a hole in the ground which will soon fill
the drain line with slush nnd have to be cleaned out more frequently
than is ordinarily requixed.
We, the Master Plumbers as a body, do not want to send our
men out to perform this "ork and subject them to diseases which
might arise from handling the drain tile filled ~ith slush.
Therefore, Vie, the undersigned, state that Vie 'Will install
these tanks as specified, but Vlie will not guarantee that they v.ill
operate fo~ any given tine or will we be :esponsible for these

A short t~e ago parking was prohibited on both sides of Drew
street between Myrtle and the railroad. This parking ban works
a real hardship on the businesses located on the North side of
Drew street. On the sou~h side of Drew between Myrtle andthe
railroad there are only residences, but on the north side there
is located my offioe, a xeal estate office, a sundries store, the
Goodyear place and a dry cleaning establishment.

Your letter of April 23rd in regard to the
Mandalay Hotel received.
I did receive a copy of the letter to the city
from Clear~ater Beach Association that you refer to.
First I have to take issue with the Clearwater
Beach Association in calling this the Mandalay Hotel Ruins.
This construction has been inspected both by an engineer from
Jacksonville and by a local registered engineer and both have
stated that the construction was perfectly sound and usable
for 8 building.
As to improving the property, only ten days ago
there was a man from Tamps in my office for considerable time
90nsiderin~ this property. He wants to complete the building
and make it into apartments, ~nd left the office apparently
very much interested and with a proposition that he seemed to
think was fine.

The C1EAm~ATER S~~FIEBOAlD CLUB had its beginning in 1927, when
e small group of men formed the Club. That year the City of CLearwater
built four courts in the City park, at the corner of South Osceola Avenue,
and Pierce street. At the end of its first year, the Club had 287 members.
The dues were $1.00 per year.
During the years that follo~ed, the Club attracted more and more
members. Witb the increasing membe~s~ip came a need for more courts,
~ C+llP house etc. In 1930, two courts were added; in 1931 1:0 ur courts
in 1932 six courts in 1933-3~ eight courts; in 1947 eight more courts.
In 1939 a small club house was built. The follo~ing year it ~as en-
larged to its present size. In 1946 the building containing the cue
lockers, etc., was finished.

These improvements are additional facilities were provided by
membership dues, and appropriations by the City of Clearwater.
The Club 'hI1S orga nized, ~lnd exists solely for the pur pose
of furnishine entertE1irur.ent and recrention to all persons over
sixteen years of age of good character end tempOff\ry or permanent
residents of Clearv.ater and vicinity.
In addition to regular weekly shuffleboard tournaments held
ut the Club, its membe~s participate 1n inter-oity and Regional
Tournaments ht;:ld 1n othel' cities in Florida. ~'requently teams from
and membel's 01' clubs from other }I'loriaa areas come to Clearviater

to play us and to v.itness such tournaments. Card tournaments are
held regularly. Suppers and entertainments are enjoyed dur lng the
year.
The Club is managed by a Board 01' Directors consUting 01' the
eleated officers of the Club, namely, the President, a First Vice-
President, a Second Vice-President, a Secretary and a Treasurer.
Several 00mmittees appointed by the President assist in the manage-
ment and operation 01' the Clubts business and social activities.
No compensation is paid to any officer or any committeemen of the
Club.
A careful survey shO\t~s that a large majority of the members
of the Club consider the Club to be the ultimate attraction for
the members.
. It is important to consider the following facts: During the
fiscal year of 1947-1948 (October 1st 1947 to September 30, 1948)
there were 918 members, each of ~hom lived in Clear~ater or vicinity
for an average 6.6 months, making a total 6,058 months of individual
residence. During the first six months of the fiscal year of 1948-49
the m~mbership has increased to 1,054 members. This makes a total of
6,956 months 01' individual residence based on last years average. A
fair estimate shows that each member spends $150 per month while in
Clear~ater. This means that the members of this Club spend over one.
million dollars each year while they are in Clearwater.
More than 10% of the members of the Club are freeholders in
Clear~ater and over 35% of its members are permanent residents of
the city 01' Clearwater.
The lend on wh lch th e Club is lac a ted 1s fa rt of the C it y
Park. Althou~ all courts and buildings were built by the Club
with assistance from the City, the land, courts and buildings re-
main the property 01' the City. The thirty-two COQl'ts were built
at a cost exceeding $10,000. The Club house is valued at $15,000.
The building containing cue lockers, worksbip and canteen is valued
at $3,500. The offioe building and shelters valued at $5,000.

The most urgent need is the construction of seven additional
terrazo courts which will cost $3,384.00.
This Club is by far ~~e largest membership club in Clearwater.
It is the greatest single recreational attraction offered to per-
manent residents and tourists.
At present the Club has approximately $2,500 in its treasury.
This sum is barely sufficient to pay for a few of the most urgent
needs in the club house and meet normal operating expenses.
If the Club is to continue to attract and hold Clearwater resi-
dents ~nd tourists at ler.st eight courts must be rebuilt 8S soon as
is possible. #9-16 inclusive unfit for play.
It is with a sincere thought for a continuation of the growth
of our City that the Club urges the City of Clearwater to give due
consider&tion to our request for $3,384.00 to be applied soley to
rebuild the eight courts. Were our facilities to continue to be
inadequate to meet the reasonable recreational needs for our mem-
bers, several hundred of our present members and an unknown number
of future members would be attracted to other areas in Florida
where recreational needs would be available.
On behalf of the Club, I respectfully request that the Mayor,
the City Manager and the Commissioners consider and approve our
request for $3,384.00.

The City Clerk reported that the old Mandaley Hotel property had bee�

being discussed a,ith several prospective buyers. Comciissioner Drew moved that
the matter of the l��andalay HotPl structure be tabled. Commissioner Brov�n

Yrom Clzarwater Beach Association that you refer to.
First I have to take issue with the Clearwater
Beach Association in callin� this the P�andalay Eotel Ruins.
This constructian has been inspected both bu an engineer from
Jacl�sonville and by a local s egistered engineer and both have
stated that the construction was perfectly sound and usabl.e
for a building.
As to improving the property, only ten days ago
there was a man from Tampa in my oifice fo�� �onsiderable time
• �onsiderin�; this property. He wants to comple�e the building
and make it into anartments, fnd left the affice appare�tly
very much interested and *rrith a pronosition that he seemed to
think was fine.
Then this week I h�d a telephone call fr�m a
gentleman'who h�s plenty oP money t��ck of him a.bout this
property and a few days later he saw me at my oi'Pice by appoint-
ment and we talked at lsngth about this property.

The CLEL�RI";I�TER SHU�F'F�BOAZD CLIIB hsd its beginning in 1927, when
a �mall group oP men Porm�d the Glub. That year the City af Clear�ater
built fou� courts in the City park, at the corner oY South Osceola Avenue,
and Pierce Street, r'st the end of its �'irst year, the Club hsd 2�7 members.
The dues wer•e �1.00 per year.
During the �Tears that f�llov�ed, the Club att'racted mor� and more
m.embers, VJith the increasing members�ip came a,-�se�i for mcre courts,
a club �ouse etc. In 1930, two courts were added; in 1931 four courts
in 1932 six courts in 1933-34 aight courts; in 194.7 eight moxe courts.
In 1939 a smali club house was built. Tlie f ollnr�ing year it was en- '
larged to its present size. In 191�6 the buildin� con�aining the cue
lackers, etc., w�s finished.

These improvements are addition�l �ac�lities rvere provided by
membership du�s, and ap�ropriations h5� the City of Clearwater.
The Club wes organized, and exisi;s sole�.y Por the purpose
of furnishing entertainment and recrea�Gion to a�.l persons over
sixteen years oP age oP good character and temporary or permanent
residents of Clearwater and vicinity.
In addition to regular weekly shu��yeboard tournaments held
at the Club, its members participr�te in inter-city and Regional
Tournaments held in other cities in Florifla. Frequently te�ms �rom
and members oi' clubs 'from other Floricia areas come to Clearv,ater
to play us and to witness such tournaments, Card tournaments are
held regularly. Suppers and entertainments are exijoyed during the
year.
The Glub is managed by a Boar.d oP TJireetors consi�ing of the
elected officers oP the C1ub, namely, the �residerit , a First Vice�
President, a Second Uice-President, a Secretary and a Treasurer.
Several �ommittees appointed by the Presidettt assist in the manage-
ment and operation of the Clubis business and soaia 1 activitieg.
No compensation is paid to any officer or any committeemen oY the
Club,
A careful sarvey shows that a large majority of the members
of the Club consider the Club to �e the ul:timate attraction Por
the memhers.
.. It is important to consider the Pollowing facts: Durit�g t�e
�iscal year of 191F7-19y.8 (Octobsr lst 1947 to SePtember 30, 194�)
there were 918 members, each of whom livefl in �learwater or vicinity
Yor an average 6.6 months, making a total 6,058 months of individual
residence. During the first six months of the Yiscal year oY 194g-49
the m�,mbership has increased to 1,054 meaibers. This riakes a total oP
6,g56 months of indiei.dua.l residence based on last years average, A
Pair estimate shov�s that each member spends �150 per month w hile in
Giearv�a�er. This means that the members of this Club s pend over one.
million dollars each gear while thsy are in Clearwater.
More than l0� oP the members of the Club are freeholders in
Clearwater and over 350 oP its members are permane nt residents oi'
the City oP Clearwaterr
The land on which the Club is located is p3rt of t�e Cit y
Park. Although all courts and buildin�s ioere built by the Club
with assistance �roni the Gity, �he land, courts and buildings re�
mr�in tne property of the City. The thzrty-two cour�s were built
at a cost exceeding �10,000. The Glub ho�:se is valuea at �15,000.
The building containing cue lockers, uorks� ip and canteen is valued
�t �3,5U0. The ofPice building and shelters vr�lued at �5,000,

The most urgent need is the construction oP seven additiona�
terrazo courts which will cost �3,3g4.C>4.
This Cluh is by Par the largest membership clwb in Clearwater.
It is the greates; single recreatianal attraction oPfered to per-
manent residents and tourists.
At present the Club has approximately �2,500 �n its txeasury.
This sum is barely suYPicient to pay Por a Yew of the most ur-gent
ueeds in the club house and meet nr�rmal operating exnenses,
IP the Club is to continue to attract and hold Cleerv�atPr resi-
dents �nd to urists at lefst ei�ht courts must be rebuilt as soon as
is possible, �9-16 inclusive unfit for nlay.
It is with a sincere thou�t Por a conti�uation oY the growth
oi' our �ity tbat the Club urg�s the City o� Clearwater to gi�e due
consider�ti�n to �ur request for �3,3g4.D� to be applied soley to
rebuild the eight courts. Were ow: Pacilities to continue to be
in�idequate to meet the re�son�ble recreational needs for our mem-
Uers, several hundred oP our presEnt members and an unkn�wn number
oP Puture me�bers wr�uld be attracted to other areas in Flox�ida
where recreational needs would be available.
