J?ebruary 22nd and the ::3pecial meeting, }1'eUl'Ubry 28th, were ret1d and approved.
Mr. Lee H. Heid, oVvner 01' lot 30, Bluff Vie~ SUbdivision, appeared before
the Corumission l:1nd requested that the City give hiLl a quit claim deed to a.
tl'iangular piece of lund at NE corner of lot 30 I shov.n on phlts as a part of
Druid Road'but not actually used tiS a street. By consent, the matter was de-
ferred to a Spe cia 1 meeting at noon Thur sday, :Mar ch loth in order to perIui t
the City Manager to investiglite and report on tile mutter.
Mr. F. L. Skinner appeared before the commission and submitted a proposed
repla t of Block 257 r..1undalay. Conunis sionel' D.re'W moved tha.t the plat be re-
ferred to the City Ml:1nager and tha t the regular procedul'e, r e~a ti ve to the
approval of new plats be followed; the City Manager to make his report on the
plat at the next regular meeting of the ConlIIliss ion. Co.mmissloner Kennedy
seconded the motion and it carried unanimously.
James Andrews and several other operators of Tourist nourts and Trailer
Farks on Gulf to Bay Blvd. appeared before the Commission and complained that
the "no left turn" rule at Cleveland st. and Ft. Harrison Vias diverting traffic
away from Gulf-to-Bay Boulevard and to Largo. Chief of ?olice McClamma pre-
sented a plan proposed by the Traffic Committee which would divert traffic
from the North at Drew street and direct it to Lirwoln Avenue or Jefferson
Avenue, thence South to rrulf-to-Bay Boulevurd, '?raffic on the Boulevard would
be diverted fiouth on Myrtle Ave. to Court st. and thence West to Ft. Ha:r'I'ison
Avenue. Commissioner Cpsler moved thFlt the proper officiels be instructed to
Ineke represent6tion to the state Road Dept. to l'e-route Routes #60 and #19 as
sugp'ested. Comn:issioner Drew seconded the motion and it carried by the unani-
mous vo te of the Commissi on.

Magnolia Street Dock; that the dock ~"as public property and not for use by
privlite businesses. He stated that existing ordinances could be used to
abate a nuisance) if one existed. CommissiJner Drew moved that City Attorney's
report be a.ccepted and the petitioners be Hot if'ied that ~ che: ck is being made
and that propel' action will be taken when it is found Ordinl:1nces are being
violated. Commissioner Casler seconded the motion and it c&rried unanimously.
City Manager Bennett reported that th e roof 01' the Harbor Oaks dock was
in urgent need of repair, and thut the Harbor Oaks Association might be will-
ing to bear part of the expense.
The City Attorney submitted two resolutLms pertaining to approval of
plats for the consideration of the Commission. By consent action on the
proposed resoluti~ns was deferred to the next regular meeting.
The City Attorney presented proposed Ordinance #568 amendi ng secti on 60
of Ordinance h04 as amended. Commissioner Cas~er moved that Ordinance 568 be
passed on its first reading. Commissioner Kermedy seconded the motion and
it carried. Voting "aye", COm.r::1issioners, Brown, Casl er I Drevl, Kennedy and
Mayor-Commissioner Sar~eE1nt., vot.ing "no", none. Commissionex Casler moved
that Ordinance #568 be passed on its second reading by title only. Com-
missioner Drew seconded the motion and it carried. 'Totin~ "aye", Mayor-
Commissioner Sargeant and Commissioners Bro~n, Casler, Dre~, and Kennedy.

Reporting on the petition requesting condemnation of certain buildings and \
extension of GrWld Central st. to Greenwood Ave, City Attorney Krentzman stated
that no street had been dedicated for the proposed extensionjthat ir the city
dec ided such an extens ion was needed, the City would have to condemn the property
in conformity with state Law governing condemnation proceedings. Mr. Krentzman
said that if the gara~e existed at the time the Zoning Ordinance defining this
property as R2, was passed, then its use was non-conforming use and not affected
by the Zoning Law. He stated that the city has Ordinances now in effect, that
could be used through Municipal Court, to abate any existing nuisance and that
the City cou+d condemn the prope:rty only if the property was to be used as a
street .'. Commissioner Casler, moved tha t City Mana ~er be instruc ted to determine
the cost of extending GI'and Central st. through to Greenwood Ave. Commissioner //

Chief of Police McClamma reported that $681.04 had been contributed for the
purchase of 8 Police rescue bo~:t; that e6Jo .00 of tbe amount had 'been expended
for purcha se and repair s, and that Al ':'~illiams had an unpai d occount amounting
to ~80.00 for further repairs which would leave the f'und short in the amount
oX $28.40. He stated tha~ he believed Communder Jones of the St. Petersburg
Coast Guard would purchase the boat,at a price ~hich Vlould cover the amount in-
vested and pay the out~tunding bill,ror use by the Coast Guard ~uxiliary. Com-
mi5sion~r Drew moved tha t the matter be plCiced in the hancis 01' tbe C1 ty Ml:Ulager
flor sale 01' the bo~t; , i1' approved by the donors and the contributions be re-
turned to the persons who contributed the fund; the City Manfiger to confer
with the donors regarding their ~ishes. The motion wus seconded by Commissioner
Kennedy and carried unanimously.
The City M8lIE'g2.L' presented a resolution which would require two property
owners to clean their lots of grass, weeds and underbrush. On a motion by Com-
missioner Drew, seconded by Commissioner Bro~n and carried, the resolution was
adopted. Voting "aye", Mayor-Commissioner Sargeant tind COIllL'lissioners Brown,
(fasler, Drew line. Kennedy. Voting" no", none.

The City Ma.nger recommended 425 ft of 2" Wtiter main extension on Crest Ave
at an estimated cost of $315.00. Commissioner Drew moved that tbe extension
be approved. Commissioner Kennedy seconded the motion and it carried unanimously.
The city Manager reconmended the extension of 50ft of 2 inch gas main on
San Remo Ave. at an estimated cost of $40.00. On a motion made by Commissioner
Brown, seconded By Commissioner Drew and unanimously carried, the 50 ft gas main
extension was approved.
Commissioner Drew moved thst the city Manager's recommendation of a 400 ft
1 inch ~8S main extension on Michigan Ave., north from South st. be approved.

The City Clerk read a letter from the Bay View Givic Club protesting against
the proposed use of 8 building clt 3200 Gulf-to-Bey Boulevard as Q Liquor storet
beer end wine pl::,ce and pool room. i\ccordin~ to the letter, the business \'Ioula
include smElIl cottar::es, which wuld rent at ;wl.OO per night. Commissioner Drew
called attention to the fact that the area was zoned against the sale 01' hard
liquor ana that no more licenses could be issued for liquor stores, since the
number of such licenses is restricted by state Law. He further stated that if
the proposed business created a nuisance, it could be abated L.rough existing
ordinanc es.

children ranging in age from 7 to 18 years.

was planning to occupy the three stores; one to be a Beer & Wine

night. You are all familhtr with the immoral and degrading eXI)erience
most communites have suffered from this type of establishments, es-
pecially where the teen ar,ers and youth are concerned.
Gentlemen: The future impol'tance of '~ulf to Bay Blvd is too great
an asset to t~e City of Clearwater to hsve it cluttered up ~itb wine,
beer and Juke Box estnblishments. It is the main Elpproach to the new
Cent ral Hip;h School and Stadium. It is one of the iraportant oonnecting
l.inks with COAstal Highway. It is a "Show Window" through which the
traveler, to ur is t F.:nd inves tor form tbe ir fir st conception of Clearwater.

Mr. F. L. Skinner appeared before the cor�mission and submitted a proposed

approval of new plats be Pollowed; the Gity Mana ger to make his xeport on the
plat at the next regular meeting of the Commission. Commissioner Kennedy

awaq Prom Gulf•-to-Bay Boulevard and to Largo. ChieY of Police MeClamma pre-
sented a plan pro �osed by the Tra�fic Comuittee which w �uld divert traffic

City Bianager Bennett reported that the roof of the H�irbor Oaks dock tivas

Commissioner Drew moved that the rity Mana�er's recommendation oP a�OO ft

The City Clerk re�id a letter fxom the Bay View Ci�ic Glub pr�tes.ting against
the proposed �:�se of a building at 32d0 Gulf-to-Bay Boulevard as a Liquor Store,
beer �nd wine pl�ce and Iiool room. Accordin t� the.letter, the bus�ness would
include small cotta�es, which would rent at �1,00 per night. Commissioner Drew
_ called attention to the iaet that t.�ie area was zoned against the sale oP haTd
;liqa�r and that no more licenses could be issued Pox liquor stores, since the

Club site on the Gulf to Bay Blvd., bat the Property owners would
