The City C~mmission of the City of Cle ~Irwater, Florida met in regu-
lar session the evening of Januery 7, 1949 at 8:00 P.M. in the City Hall
with the following members present:

The minutes of the special meeting of January 31st were read and
approved subje ct to the following correction: "Mr. Casler stated that
he did not consider himself qualified to vote on this issue as he had
represent ed Mr. Dancy".
The city Clerk read a proclamation by the Mayor setting the week
of February 6th to February 12th as Boy Scout week.
A letter from R. D. Warner, 1441 E. Rogers street was read, in which
letter Mr. Warner criticized the Police Department in connection with the
enforcement of traffic regulations and recommends certain changes in traffic

On a motion made by 00mmi~oncr Casler and seconded by Commissioner
Drew, Robert S. Dixon, Mrs. E. L. Pe~Jrce and Mrs. Julia Cox ...~ere appointed
to serve on the LibrDry BOArd by the unanimous vote 01' the Commission.
Commissioner Drew moved that Jack F. White, J. H. Losan and W. W. Black-
burn be appointed as members of the Recreation Board. Commissioner Brown se-
conded the motion and it carried unanimously.
By consent the matter 01' appointments to other City Boards was deferred
until prospective members could be contacted.
J. W. Hinds, Lions Club m~lber uppeared before the commission and ex-
plained tha t thE:: ir construe tion of h new cl ub house WWJ being held up on ac-
co unt of two 1Jlatted streets, State st. and Union st., tha t needed to be va-
cated. He also requested that the City dedicate a 15 ft. alley leuding to tbe
proposed locatiun of the club house. Tbe City Attorney '-Vas instructed to check
the plats of City owned Park property and/l~V~~ommenoation tiS to necessary
uction to be taken.
The city Clerk reported that the Trustees of the Internal Improved Fund
nas advertised ~roperty shown on La Jolla Plat as Brorena Park, for utile on
February 15th 1949, that the City has deposited $39.45 with the County Clerk
as a minimum bid on the property and re'1uested instructions as to amount to
be bid in the event the city has a competitive bidder.
By consent the City Attorney was instructed to contact the secretary of
the Internal Improvement Board and Bee if the taxes could be v.. ritten off on
account of the property beine; platted as a park.
Mr. Anderson, Secretary of Zoning Boerd reported that the Zoning Board
did not believe it had the authori ty to recommend the ch5nge of S. ~ of Lot
10, Block 1, Sarah McMullen Sub-Division from R2 7..onin~ to Business zoning
recuested by E. N.' Guy. In the op.inion of board members such a cbange would
ha ve to be su blUit tad to a referendum vo te. comm ~ Drew moved th at the appli-
cant be. informe d by letter that proposed change t.o Zoning LeVI would have to be
voted on by the ~ublic, and requests for change should be accompanied by a
petition signed by owners of adjoinin~ property showing that such a chane;e is
agreeable to them. The motion was seconded by Commissloner Casler and carried
unanimously.
A letter from Sol,. Soman was read to the Commission in which Mr. Soman
requests the t the commission approve the transfer of a beer and vdne license
from R. G. 0 !Connor to Mr. Soman 1'0 r the busin ess located at 881 Mandalay
Avenue. Commissioner DreVv of the License ComIlli ttee said he Vlould investigate

$265.00. Commissioner Drew moved thet the water main extensions be approved
and that the gas main extension be referred to City Manager for investigation
as to fittinp,s ~nd report; CommisRioner Brown seconded the motion and it
carried unanimously.
Mr. Thomas H. Black of the Black Realty Company submitted a plat of
.])I"l1i.-l Height s Subdivision for the approval of the Commission. Commissioner
Casler stated tha t he did not intend to vote for the approval of any plat
unless facilities were in prior to filing. Commissioner Drew stated pro-
cedure Ibr filing of plats had been established by a resolution requiring
that plats be checked by the City Engineer and City Attorney before be-
ing presented to the Commission. Mr. C. E. 'Na.re suggested that possibility
of issuing revenue certificutes to finance improvements,,~~ explored. By
consent the matter of consideration of the~rUl4 Heightslttlsatdeferred for
2 weeks to permit checkine by the City Engineer and Ckty Attorney.
Oi ty Manager Bennett reported that the excess smoke and fumes at the
gas plant were .mainly due to inoomp18te combustion in the incinerator
operated in con junction Vii th the gas plunt and the t he vms correspond ing
with two firm5 specializing in smoke control and requesting them to make
a survey. Mr. C. E. Nare suggested that it mi~flt be possible to install
a hopper type automatic stoker which would maintain an even draft at all
times. Commissioner Kennedy moved that this matter be deferred to a futur.e
meeting and that receipt of the complaint be acknowledged and the petitioner's
be advised of the discussion. Commissioner Casler seconded the motion and it
was carried by the unanimous vote of the Commission 0
Commissioner Kennedy moved that the City renew its membership in the
F~orida League of Municipalities and the meeting in Jacksonville February
20th and 21st be attended by the City Mana~er, the City Attorney and as
many commissioners as can attend. The motion was seconded by Commissioner
Casler Bnd carried unanimously.
City Manager Bennett reported the following bids covering liability
insurance on all City Automotive Er.uipment~ Bruce Taylor, $1,659.90, L. G.
Abbett, $1,879.64 ~nd Chesnut & Lee, $1,710.29. Commissioner Drew moved
that Bruce Taylor be a~arded the contract on the low bid of $1,659.90.
Commissioner Casler seconded the motion and it carried unanimously.
The City Manager reported thut he had ordered 1000 water meters rrom
the Neptune Meter Company, the metersto be shipped at the rate of 100 a .
month but that for some reason unkno~n to him, the 1000 were all shipped
in December. He stated that the Company was willing to accept any meters
the City did not need and v.ished to return. CO.lIllliissioner Casler moved
that the matter 01' the Viater metej.'s be referred back to City Manager and
the Mayor to confer with Mr. Blanchard of the Neptu ne Com.pany ubou t a
schedule of payment sand neke a report at the next meeting of the commission.
Commissioner Drew read a letter from Mr. and Mrs. Harold Mander, opera-
tors of a restaurant at 1558 South Ft. Harrison Avenue requesting that the
commission reconsider their application for a beer licem e. It 'Was .moved
by Commissioner Drew, seconded by Commissioner Brown that the City Clerk
write Mr. and Mrs. Mander and explain that the city refusal to gran t a li-
cense was no ralection on the character of operators but due to the Ordinance
creating zones for the sale of beer and wines. The motion carried unan~mous-
ly.

Dear Sir:
After enduring another week of Clear~ater Traffic, I am again
moved to protest against this deplorable condition.
I have resided here over two years and in the course of busi-
ness I am obliged to make four and sometimes five trips per aay in and
abo ut the town. COlllpareCl to other tuv.ns of similiur size the congest ion
here is terrible and getting ~orse ell the time.
I viish to make the statement that dUl.'t ng all this time and all
this driving I have never seen a Clear~ater Police Officer make one single
ge~ture toward helping this situation. The Officers on School duty on Fort
Harrison excepted.
Drivers from allover the country are ~andering around the streets,
double parking, window shopping, just plain lost or what have you. There is
never an officer in sight to even attempt to control the mess.
I have listed a fe~ conditions I have noted ~hich I believe would
improve conditions immeasureably.
1: Conditions would improve if an officer simply went out in the
street and stood. Other tovms, however, employ v~hat are known as "Pushers".
Officers stroll up and dov;n in congested arens, anBv;ering questions, direct-
ing and above all keeping traffic moving.
2: PIa. inly mark a 11 Post Of1'ice pa rking "Post Office 5 minutes only"
and enforce it for a while. The Post Office with most firms is a "must".
Threequerters of the Post Office Parki~ are shoppers.
J: Remove all "Private" Cab companies from the Public streets. They
.have no more right there than anyone else. Use these spaces for passenger
Loading and Unloading Zones. They do it in the middle of the street now.
4: Make al~ the first blocks past the Ft. Harrison - Cleveland inter-
section "One Way" with only righ t Tur ns . Elimina ting the Left turn at the
above intersection has only moved the Traffic Jam a block further out each
street. Of COUL.'se it isn't quite as painful for the Traffic Captain when
he comes down once a day to glance over the situation at Cleveland and Fort
Harrison.

5: Remove all sohool signs, during the hours when no control 1s neces-
sary: l,e: during sohool hours and after n reasonable t.lme after school. I
thoroughly believe in School Zones but in Clearwater the zones are 1n effect
from about seven th1rty A.M. till nearly five o'clock.
6: Eliminate the ridiculous School Zone on Cleveland and Five Points,
about fifty feot each side of the light would be very reasonable.
?: Ro1se the limit on the Beech Causeway brid~e to twenty five and
eliminate the pile up there.
P.: Enforce Pedestrian orossin{S to "Cross Walks Only" and wi th the light s.
It is nerve wrecking to see a wonmn dart out draRRin~ two or three kids and
wi~gle throu~h the jungle of traffic in the middle of any blook.
9: The Folice Department is primarily for the control of traffic these
days. Its time Clearwater had a little.
10: There are about fifty other suggestions that could be made ~ith a
little study. They would not require tearing down any buildings nor rebuilding
any streets except one main brtery Ulrough town from East to West in about five
years.

a survey. �r. C. E. �Frare suggested that it might be possible to install

• Com,missioner Kennedy moved that the City renew its membexship in the
F�orida League o� Municipalities and the meeting in Jacksonville February
20th and 21st be attended by the City Manager, the City ,�ttorney and as
many commissioners as can a�tend. The motion ,vas seconded by rommi5sioner
Cas'�er and carried unanimously.
City Manager Bennett reported the following bids covering liabili�y

The Cit,y Manager reported that he had ordered 1000 w:ater meters from '�
tb:e Neptune Iueter Gompany, the metersto be shipped at the rate oP 100 a
month but that ior sonie reason unknown to him, the 1000 were all shipped
in December. He stated that trie Company was willing to accept any met�Fs

I have resided here over two qears and in the course oi` bus i-
ness I am obliged to make Pour and sometimes �'ive �rips per day in and
about the town. Compared to ather tov�ns o� similiar size the conoestion
here is terrible and getting �norse al1 tk�e time .
I wish to make the statement that during all thi� time and all
� this driving I have never s�en a C1ear�r�ater Police OiP�cer make one single
ges�ure toward helping this situation. The Ofiicers on School duty on Fort
Harrison exeepted,
Drivers from all over the country are wandering around the streets, �
double parking, window shepping, just plain lost or '�vt�t havs you. There _s
never an officer in s3ght to even attempt to ,control the mess.
I nave listed:a Pew conditions I have noted whicn I believe would -
improve conditions immeasureably.
l: Conditions would improve ii' an oYficer simply went out in the
Street and stood. Other toi4ns, however, employ vtha� ar•e known as '*Pusherst7.
