consists essentially of the clasing of all openings in the extei•ior walls, ground or
i�rst il�ors, basements, r�ofs and founclati�ns, that m�3T be redched by rats from the
ground, by climbing, or by burrowing, with materia7. ir2pervious to ra�;-gn�,wing.
(C) The term "Fit1T HbitBORxGL" sYl�;ll m�an any condii�ion existing in, under,
over, or outside a structure of any kind v�hich proJides shelter or �rotection for rats,
thas favoring their raultiplic�tion.

or ax�.;' duly aut�arized pers�n who may represent him.
(E) The term "0?dN�i�" sha11 mean the actu�l o�Nner of the business buildi�,
rvhether individu�il, partnershi� or corZ�orati.on, or the agent of the building or other
person having custody of the building or to whom rent is �aid. In the case of btzsiness
buildings leused V�ith a clause in the lease speciiying the lessee is responsible for
maintenance and repairs, the lessee will be considered in such c4ses �s the "04�':'dER" for
