Oommissioner Orane called to tho attention of the Board the urgent need of an Ordinance forbidding the throwing of trash on the streets, side~mlks, parke. beaches, etc. At the instance of Commissioner ~Tew ttis matter was referred to the City Attorney and the Chief o~ Police for fuxther investigation and recommendation. .I It was moved by Oommissioner Sargeant, seconded by Oommissioner Crane and unan- imously carried that the Junior Ohamber of Commerce be given the broken concrete and cement blocks now located at the City Dump, to be used by the JayCee'e in building a sea wall in front of the club building, The Oity Manager reported that the Engineering Department would be glad to establish the sea wall line. It was moved by Commissioner crane, seconded by Commissioner ]rew and unanimously carried that the Cit~r Commission adjourn, and reconvene as Trustees of the lmployee' S Pension Fund. ~. The City Oommission sitting as Trustees of the Employee's Penaion Fund heard read by Oommissioner Drew a recommendation b~ the Advisory Committee that James J. Neal be re- tired on a pension of $92.25 per month ef~ectivo July 1, 1948~ The recommendation states that Mr. Neal bas been a public servant for 22 years, and that the Oity Attorney, Mr. George Smith, is of the opinion that the pension is in order, also tl1et Dr. Hagood reported in a signed statement that all of Mr. J. J. N~al's disabilities have developed while in tbe line of duty o:f the Ci ty of Clee.rwater. Houze, and :Board of Oity Oommissioners C1.earwater, Florida Gentlemen: We have reviewed carefully copies of the "Ordinance Relating to Bat- Proofing and Rat Eradication of :Buildings, and Qparantine of Non-Conforming :Bu11ding". The provisions of this ordinanco meet with our ~~roval. However, we feel that this ordinance, fine as it is, will prove ineffectual unless implemented by the designation of the law enforcement agency which will prosecute and penalize those persons who do not conform to its requirements. Our obeervation in the past has been that, in some cases, a supervisor such as a Health Office, would make a recommendation, the owner \'1ould fail to carry it out, and tmre the matter would rest for lack of clarification of enforcement powers. In view of this t we recommend that the name of the enforcement agency be added to said ordinance, thus putting some real teeth into Sections 2, 3-A and 12.
