O. Houze, Leland F. Drew, Guy L. Kennedy, Harry D. Sargeant. Absent: J. H. Crane. Others present: City Manager, :Boyd j~. Bennett, Ohief of Polioe, J. J. Elliott. Moyor Houze oxpluined that the purpose of the meeting was to review the oertified registration list of qua1i:t'ied voters eligible to vote in the speoiel voting eleotion, Juno 15. 1948. The voters list, oertified to by W. C. l{eid, Supervisor of Hegistratlon, Pinellas County, wus presented end reviewed by the Board. Con~issioner Sereount wes not present when the meeting was opened but curne in shortly be1'ore the vote wus tuken on grunting the See Horse lease. 1 j J Meyor Houze culled the meeting to order end read the offioial notice of the m(~eting which is set out below. It was moved by Com.missioner Kennedy, seconded by COi,lDlissioner Drew and unanimously curried that Buskin's Replot, being a replot of ell lots 3 to 8 inolusive, Block.H 01' C1.eorwotor ~110ro8, Inc. os recorded in ,elut 1300k 16, Poge 42 of Publio Records 01' lJinellas County ]'lorida, be upproved. This plut sllowed the property in question designated as uureage blocks 1 and 2. It was brought out that the approval 01' this plat WtlS needed in order that the County might vaoute the plat of Clearwater Shores Inc., whioh covers the same property; further thet the plut of Clearwater Shores Inc. wus vucated by the City Commission on April 6, 1942 by resolution. City MunuBer Benllett reported that Mr. Edward Brudy was interested in leasing for a rninature {~olf si te, the western part of block 9, City .J.)ark Subdivision, at a total rental for three 1e8rs of ~2000.00 payable $600.00 the first ~ear, and ~700.00 on each 01' the lost two yeors; the rent to be payable unnually in advence - the Oity was to pay brokerage fee of :;;>100.00. Also 1.Ir. Brudy planned to spend $5,000.00 for buildings ~nd irn!Jrovements, end that he wanted a recapture clouse in the lease of $1600.00 per year. i,fter discussion, the Commission without f'orraal vote, referred the matter to the City 1,1anuger f'or further negotiations as to rental price and recapture clause. .'j ., 1 It was moved by COI:uuif.3siol1er' Ken lcdy, seconded by Corumissiorier Sargeant and oarried - Commissioner Drew not votine, that the leuse covering the Sea Horse property be approved for transfer to Johnny Johns and Dan Culbos, for b period 01' five years, without a recapture clause at a price of ~3,600.oo per year. The apl)roval of the operbtipn budget for the fisca~ ys_.r ending June 30, 1949 'Was brought up and OlJened 1'or public discus:,ion. .i.tt:>rney Wore stated that he believed all rents collected by the Recreation Department should be turn3d in to the City, and that the City COlornission should h8ve entire control over those proceeds. The Commission told Mr. ','lare that a new arrangement had been entered into with the Recreati on Department, vlhereby that departlrlent was to give a cOOlplete monthly report to the City Manager of' a1.1 receipts and expenditures. There being no objection to the budget, as presented, City ~ttorney Smith now read a resolution setting forth the budget in rull end assessing 5~ mills for operating expenses, and 4 3/4 miLls f'or bonded indebtedness, making a total of 10 mills and s~tting the 9vening 01' June 18th, as the tiIiie of a public hearing on the budget. It was moved by Commissioner Kennedy, seconded by Commissioner Dre,v end unanimously carried that the resolution as read be adopted.
