The City Commission met, in regulur session the evening of November
), 1947 at 7:30 1'. M. ill the City Hall with the following members present:
J. O. Houze, T. A. Johnson, H. D. Sargeant, W. C. Wells, J. R. Crane.
others present were: Boyd A. Bennett, City Manoger, George W. Smith,
City nttorney, und Chief of Police J. J. Elliott.
The meeting wus cblled to order by Muyor Houze and the minutes of
October 20 und November 1 were reed and approved with the exception that
the Clerk was directed to show an ar.lount of $800 os the cost of draining
Betty Lune at Pork street, also that Mayor Houze be shown as voting "yes"
on t he motion to set the number of Polic efilen for November at 20~ men.
Commissioner Johnson, reporting for the Land Appraisal Oommittee,
read a letter from the Pinellas Lumber GompClny, offering a price of $5000
for the purchase of lots 2 thro UB;h 9 inclusive and lots 14 through 21
inclusive, Blook 35, 11ugllolia J?ork Subdivision. Mr. Johnson recommended
the acceptunoe of this offer. ao~nis8ioner Sargeunt objected to the
sale of the property on the grounds that all the property in tbut area
should be sold to one purchaser with the understanding that the low
property be filled in. Commissionor Johnson reported th6t negotiations
were in progress for the sale 01' the balunce of the property for $20,000.
It was moved by Commissioner Crane, seconded by Commissioner Wells that
the offer be aoee pted. 'Jlhe vote was us follows: for the motion, Houze,
Johnson, Crane, and \'lells. ;.gl..linst the motion, Sargeant. The motion wus
oarried.
Commissioner J. H. Crune m<.:de a renort and recommendations on
applications for beer, wine und liquor licenses.
It wus moved by Commissioner Crbne, seconded by Commissioner Wells
and unanimoUSly carried that the li~uor applioation of the Stanley
Liquor Store for location at the corner of V/ashington .Avenue and Cleve-
land Street be den~ed. It was brought out that this location was outside
any set liquor zone and was closer than 500 feet to a school.
It was moved by Commissioner Crtine, seconded by Commissioner Johnson
and unanimOUSly carried thut the application of the Wigwam at 1558 South
Ft. Harrison Avenue for the sale of beer to be consumed on the premises
be denied.

A resolution Vias read by the City 11anGger directing that C ertein
vecant lots be cleqned off. It was moved by Commissioner Sargeant,
seconded by Commissioner 1,';ells ~nd ummimbusly carried that the resolution
8S read be adopted. This resolution is set out below.'
On the recommendation of the City Manager, it was moved by Commissioner
Crane, seconded by Commissioner Sargeant 8nd un~nimously curried that the
City rent at a monthly rental of $15 to the Rent-o-Cor Service of Florida
~no. a small plot of land approximbtely 10 by 12 feet in dimensions on the
west'side of Osceola bvenue a short distl:mce from Cleveland Street, to be
used eS"8n office building in connection with the Hent-u-Car business, it
being understood that the rental be on a month to'month basis, and that
the lessee be willing to V8c5te the property within thirty days notice
from the City.
City Manager Bennett presented the list of twenty siA property owners
who had failed to pay the cost of cleaning off their lots and i't was moved
by Commissioner Johnson, seconded by Commissioner Sargeant and unanimously
carried that the cost of cleaning the lots bet,assessed against the respe6itlv$
properties.

Scouts of' j~erioa. A letter wos read from dliver H. anderson, Seoretory of
the City Zoning Board, reporting the Board's action on certain l~te requests
f'or zoning ohf;lnges. It was moved by Commissioner Crane, seconded by
Oommissioner Johnson und unanimously obrried that the report be accepted
end be placed in the minutes.
Oharles :P. DtJy, Chairmen of th e Cit y Zoning BOfl rd, reported tha t the
Board were at the present time considering certain attempted chunges to the
Zoning Law end "vvould recomuend to the City Commission in the near future,
which of these at tempted chunges should be ple ced on t he ballot in the
Deoember election for the epprov~l or the disapproval of the voters.
The consideration of the approvul ot: a sublease for Mr. Trombley
covering port of the property commonly kno~n as the Tackle Shop coming up
for hearing and nOI one interested in the sume being jJresent, the matter was

City Manoger Bennett recommended that a fee of 25~ be plaoed In parking
privileges in the Oity Parking Lot irrespective of any time limit. The City
Manager reported thut it ~ould take two men to operate the lot and that it
was plunned to h~ve the oollections mude by the use of hend register machines.
Co~ssioner Sargeant suggested thut provisions be mude to rent out e
limited nUIllber of parking spaces, at a monthly rental of $4.00 pel' month.
It was moved by Commissioner Cr~ne, seconded by Commis8ioner ~ohnson and
unanimously carried that the City Manager be authorized to proceed with
the operation of the lot as outlined , with the provision that ten spaces
be alloc~~ed for monthly rental at a price of $4.00, said monthly rental
however/De for perking privileges to 6 o'clock P.M. only. .
An app1ioati on was read from vr. E. Crown asking t:or a buildi ng permit
oovering lot I, Kilgore Subdivision and lot 13, block A, Besseden8 Subdivision
whereby. Mr. Cro~n would be allowed a building line corresponding to the
line of the Cro~n Motor Com~ ny build.ing, 'Which is approximately 35 feet t:rom
the oenter of Cleveland Street. It was moved by Commissioner Crane,
seoonded by Commissioner Sargeant and unanimously carried that the applicution
of Mr. Crown be gr~nted.
City Manuger Bennett stressed the need of' a Sanitary Sewer Survey. He
reported that the Survey would prObably take six months and cost epproximately
$6000. It was moved by Commissioner Sargeant, seoonded by Commissioner Cr~ne
~nd unanimously carried that the City Manager be auth~rized to proceed in
having a complete Sewer Survey made, and have the same completed by M&y 1 if'
possible.

A letter was read from Mayor Houze calling attention to the fact
that the present City Oommissioners' were not operating os special assistunts
to the Oity M~nager. It was moved by Commissioner Orane, seconded by'
Commissioner Johnson and unanimously oarried that the letter be approved
and be made a part of the minutes.
Dixie Muson was present and offered to furnish Christmas mu~io for
seven days at a cost to the City of $250. No action was taken on this
offer and at the request of Mr. Mason it 'Was moved by Commissioner Sargeant,
seoonded by COIDnissioner Crane clIld unanimously carr ied that Mr. Mason
be allowed to furnish Ohristmas music in CleervlCiter without any expense .
to the City und directed the City Manager to issue a letter to him to this
effect.

the Board to issue an ocoupational license for the rental of motor soooters.

The City Commission sitting as Trustees of the Pension Fund heard read
a recommendation from the City Employee's Advisory Committee asking that
Leroy R. Garrison be r~moved from the City Pension ~o1Jz and it wes moved
by Commissioner Crane" seconded by COIn!:iissioner Vlells and unanimously ,
oarried that the recommendation be approved. It was moved by Commissioner
Sargeant, seconded by Commissioner Crane and unanimously carl'ied that
Mrs. Marie Doggart and Thomas H. Nettle be accepted as members of the
Pension Plan. This actlon approved the recommendEltion of the Employees
Advisory Committee which is set out below.
There being no further business to come before the Board, the meeting
was adjourned.

At the meeting of the Oity Commission held on Novern.ber 7, 1946, Mayor
Seavy announced the appointI:lent of the City COllInissioners to serve at that
time as special assistants to a temporary Cit~r Manacer who had been appointed
to serve until the regular Oi ty Maneger should assume his duties.
This was purely an emergency measure to assist the .$e~porary City Manager
in handling the great amount of details on a temporary basis until the regular
Oity Manager took over.
It seems tp me that suoh u system is not now needed and that it should be
understood that none of the Commissioners is a~ting in any such capacity no~.
It is doubtful that such procedure could be followed other than as an emergenoy
measure because there is no authority given fOF any suoh delegation of powers
in the Oharter.
It, therefore, is my recommendation that we go on ~eoord at this t~e that
it is our understanding that this arrangenent is no longer in operation.

or underbrush, anci that after ten(10) days notice and failure of the owner thereof
to do so, the City should cleon such property and charge the costs thereof against
