in the City Hall with the following members present: J. O. Houze, J. R. Crane.. T. A.
Johnson" H. D. Sargeant. Absent: W. C. Wells. Also present 'Were: City I/.I1.nager, Boyd

The meeting was called to order and the minutes of the two previous meetings
were read and approved.
Commissioner Johnson, aa Chairman of the Land Appraisa.l Committee, reported
that the west half of lots 7-8, Block 9, of Pinecrest Subdivision had been sold to
R. C. Adkins and Edith E. Adkins of S02 Eldridge street at the appraisal price of $200.
City Attorney Smith read Garbage and Trash Ordinance 11539 in full on its third
reading. It was moved by Commissioner Johnson, seconded by Commissioner Crane and unani-
mously carried that Ordinance #539 be adopted.

A Petition was read by the City Clerk from Earl VI. Covey asking that the City
pave Harvard Street running from S. lake Avenue to Keystone Drive, a distance of 400 feet.
This Petition is set out in full below. It was moved by Conun.issioner Crane~ seconded by
Commissioner Johnson and carried that the City Attorney be directed to take proper pre-
'liminar,y legal steps leading up to the paving of Harvard street under Section 123 of the
City Charter.

A letter was read to the Board from Charles P. Day, Chairman of the City Zoning
Board, stating that the City Zoning Board at its regular meeting on July 8th, reconunended
that all land and lots on both sides of Edgewater Drive north o:f Stevenson's Creek to the
Dunedin City line and east to the A.C.L. Railroad tracks be zoned from R-2 to R-l excluding,
however ~ from such zoning change, property occupied by the Green Beacon and property im-
mediately south of the Green Beacon recent~ purchased by Lewis Homer, and p~perty occupied
by the Sunset Point Hotel. Mr. Day'S letter is set out in full below. It was moved by
Commissioner Sargeant, seconded by Conmissioner Crane and carried that the City Attorney be
directed to have the necessary legal notices published calling :for a specia~ hearing on the
suggested change.

The City Attorney now read Ordinance #541 in full on its third reading. This
Ordinance changes the zoning on Navajo Park Subdivision" Hillcrest Subdivision, Hillcrost #2,
Hillcrest Addition, Glenwood Subdivision and Oak Hill Subdivision from R-2 district' to R..l
district. This Ordinance is set out in full below. It was moved by Comm.issioner JohnBon~
seconded by Commissioner Crane and unanimously carried that Ordinance #541 be adopted.
On the recommendation of the City Manager" it was moved b~' Commissioner Sargeant,
seconded by Commissioner Johnson and unanimously carried that the salar,y of Fil~ Chief
Treola be raised from $275 to$300 per month beginning July 1st, 194.7.
After hearing from the City Attorney of the various changes made in the State
Liquor Laws by the last State Legislature" the Connnission directed Mr. Smith to draw an
Ordinance amending ,our present Uquor Ordinance so as to make the City law more in conform-
ity with the State laws.
City Manager Bennett reported that he had investigated the present City laws
governing building permit fees and was of the opinion that our present charges 'Were probably
unauthorized and also too small. The City Manager called attention to the fees as set out
in the Southern Standard Building Code which is the code now being used by the City with the
exception of that part setting up the amount of the permit fees. It was moved by Commission-
er Crane" seconded by Commissioner Johnson and carried that the City :Manager have prepared an
Ordinance incorporating the same permit fees as set out and allowed in the Southern Building
Code.

A letter was read to the Board from William Watson Clark" Chairman of the Civil
Service Board, stating that Boyd A.. Bennett was successful in passing both sections of an ex-
amination recently given him for City Manager. On the motion of Conmissioner Johnson, sec-
onded by Commissioner Crane" the Commiseion directed that the letter from Mr. C1ark be set
out in full in the minutes.

It was moved by Commissioner Crane, seconded by Conunissioner Johnson and unanlJDous-
ly carried that the City Manager be directed to have prepared an Ordinance setting forth
what he considered proper charges to be made for water taps. "
A lettel" was read from A. V. Hancock" City Manager of Safety Harbor, giving notice
that the City of Safety Harbor had imposed a sales tax on electricity, metered and bottled
gas and telephone service" said tax to be applicable to all bUls rendered on and after
August 1" 1947. It was moved by Commissioner Johnson" seconded by- Commissioner Crane and
carried that the City Manager be directed to ascertain the probable cost of coJ~ecting and
remitting this tax of our gas sales in Safety Harbor and whether or not it would be legal to
charge the City of Safety Harbor for this expense. The City Manager also was aaked to exp10re ..;
in full our gas franchiae rights both in .Safety Harbor and Dunedin.
Commissioner Sargeant stated that he had made Bome investigation concerning the
rapic.Uy increaaing use of liquid gas" and that in his opinion" large expenditures to rebuild
the present gas plant would be unwise without a thorough investigation of the pOssible use of
liquid gaB, which would require different types of machinery other than that now in use.
ComBeioner Sargeant stated that the cost of any gae main l.inea to other towns should be
borne by those towns J further that he was not in favor of pJ.edging the income of the water
depart.ment to provide for gas plant and gas distribution system expansion.

(3) 240 feet of 2" water main extension on N. Washington :from Fairmont and 240 feet of 1;!1
gas main on Vlaahington from Fairmol'lt, and the Cit.y Manager was directed to make a study of
gas and water extonsion costs to the end that the property owners be required to pay ti.
proportionate part of the extension costs. The City Manager was requested to make a
recommendation concerning this matter to the City Commission.

City Attomey Smith read a Resolution concerning the keeping by t.he City Manager
of an Agenda for.the City Commission meetings. This Resolution is set out in full below,

The Commission now sitting as Trustees of the City of Clearwater Employees
Pension Fund approved for membership in the Pension Plan the fOllowing persons: J. L.

This action of approval was upon the motion of Commissioner Johnson, seconded by Canmis-

tax on sales of electricity, metered and bottled gas, and telephone service in

for these various servioes on and after August 1st, 1947.
The sohedule of gradu!:lti on of this tax is as follows:
10% on the first $25.00 or frection thereof;
5% on the next $50.00 or fraotion thereof;
l~~ on the balance o1'call cha rges over $:75.00;
