Request is made ttlat the City of Olearwater grant the following permits,
gratis, to the Veterans of Foreign Wars of the United states far the building to
be ereoted on its lot on Oourt Streest:
It is requested that a building permit be issued for the installation of
gasoline pura.];ls fcrr the use of the garage of Olearwater Motors, Inc., and for
the servicing of cars of the public at 1115 E. Oleveland St. and. it is suggested
that the following \\Ordillg be inoluded as a part of the permit;
" provided the t no part of the installation shall be on public property and
fuxtherprovided that no part of the installation shall be nearer then twenty
one teet (21 ft) from the curb. "

The'State'Road'Departmsnt has in the past year contacted three different
, owners on the north sid e of State Road 60 and asked them to remove their
4noroaobments off: of the :right-at-way. In each instance the owner advised the
Department that he had been given a pennit by the City of Clearwater to occupy
wi thin the right-of-way line. If this be the 0 ase, the Department asks that these
per.mits be rescinded and the perties notified of such. The State Road Department
doen not permit building encroachments of the right-of-way. The right-or-way
width in these three locations is 100 feet, being 50 feet on each side of the center
of the road.

tI t 7: 30 P.M. in the City Hull wi th the following mOOlbers present: J. O. Houze

present were City Attorney Geo. W. Smith and Chief' of Polioe J. J. Elliott.
The meeting was otllled to order by Chairmen Houze and. the minutes of the
previous me eting were read end approved.
Ordinanoe #537 oonoerning direotional signs was now reed in f'ull by the City
Attorney and it was moved by Commissioner Johnson seo~nded by COrnnllssionar Wells
and' oarried that Ordinance #537 be passed on it.s' third and final reading. This
Ordinanoe is set out in fllll below.
It wes moved by Oommissioner Orane seconded by Commissioner Johnson and
un8nirnously carried that a liiesolution conoerning the installation and maintenanoe
ofe oortam12 inch storm drain on the Atlantic Coast Line Oompany righ t-oft-way
near IJark Street be approved. This Resolution direoted end authorized the
execution of bn agreement with tl~ railroad company. The Resolution is set
out in full below.

It was moved by Oommissioner Sargeunt seconded by Commissoner Ora ne and
oarried that a lease dated JUly 1st 1947 to G. H. C~anton covering the SQ o~ lot Z,
Causeway Business District for b term of one year at a prioe of $75. per month
be approved; the lessee to pay County taxes and keep the buildings looated
on the property insured agains t fire in an amount not less tha t 75% of the full
insurablea value.
It was moved by Oommissioner Sargeant seconded by Commissioner Crane and
carried that the assignment of lease from E. A. Vlatkins covering City owned
property known as Vratk ins rr'ockle Shop to O. VI. Trombly be approved.
The City Manager reported that in response to t:l JilI'eviously advertised notioe,
fifteen Olearwater agenoies had submitted a bid or $1450.87 covering fire
insuranoe 1'01' the CIty of Clearwater in the amount of $74,100; also that in
response to an invitation ubout seventeen Clearwater agenoies had subsorabed to
one bid stating tilBt they would offBr: to write the Workmens Oompensation
Insurence at rates set out by the Florida Industrial Commission; both of these
bids are set out in full bel~l. It was moved by Commissioner Sargeant seconded
by Commissioner Wells and carried tllat the selecting 01' the agenoy to write the
iIlSUl' ance both Fire and l'lor ~ns Compen sati on be lef't up to the City Maneger.
The City Manager reported that he had recei ved bids from the Gas Maohinery
Company of Cleveland Ohio am the Semet-Solvay Engineering Division oO.loerning
oertain gas equipment; the bid of the Gas Machinery Company being $88,170, the
bid of the Semet-Solvey .l!:ngilleeri~ Div ision b ei IJg $152,035; the Gas Maohinery
Company to ccmplete the job in nine monttls am the Semet-Solvay Engingering
Division to complete the job in twelve months. It ~as moved by Commission
Johnson seconded by Oommdssioner Crane ani carried that the bids be studied and
oompared by the City Manager and that Bction on the same be delayed until the
next regular meeting.
The City Manager submitted to the Oommission a budget for the fiscal year
endil~ June 30, 1948 and also read 8 Hesolution setting forth the various items
in the budget and calling for ,lth,e1:ar adopti on. It w uS moved by Co.mmiss ioner Johns on
seconded by Conunissioner Crane and unanimously carried that the Hesolution
be amended so as to ShOVl a conti ngent 1'und of $10,000. It vias moved by Commissi oner
Crane seconded by Commissioner Johnson ani un~nimously carried that the Hesolution
as amended be approved. This Hesolution is set out in full below.

it was moved by Commissioner Crane seconded by Commissioner Johnson and carried
Ordinance #1~69 be passed on its' first reading. Commissioner SEirgeant voted in
the negutive on this motion giving 8S his reason that certain proviSions of
the Ordinanoe required lUore stUdy;.
City Attorney Smith now read Ordinonce #540 regul~ting water servioes and
estElblishing new domestio water rates. It was moved by Commissioner V/ells seclDnded
by Commissioner Johnson and carried that Ordinanoe #540 be l~ssed on its' first
reading. By unanimous consent this Ordinance was now read by title only am it
was moved by Oommissioner Crane seconded by Commissioner Johnson and oarried that
Ordinanoe 11540 be passed on its' secmd reading.

Oak Hills Subdivision be zoned as R-l instead of the present zoning of B-2. The
City Commission directed the Oity j~ttorney to ttike the neoessary legal steps
so that a pubric hearing could. be, had on these recommendations.

The City Commission met in regular session the evening oP Jun.e 16, 19�:'J

The meeting was called to order by Chairman Houze and the minutes oP the
previous meeting were read and appraved.
Ordinance #537 cone�ern.ing directional signs was no�v read in full by the City
Attorney and it was moved by Gommissioner Johnson sec�nded by Comm.i.ssioner V"ie�..is
and carri.ed tl�at Oxdina�:ce #537 be passed on its� third and final reading. This
Ordinance is set out in fl�:ll below.
Tt was moved by Cvmmisai�ner Cran� seconded by Commissioner J'chnson and
unanimously carried that a Eesolution concern:in� the installation and maintenance
o�::'a �rtaanl2 in.ch storm drain on the Atlantic Coast T�ine Company right--of;way
near 1�ark Street be ap;proved. This Resolution directed and authorized the
execution oi' an agreement with the railroad company. The Resolution is set
out in full belrnv.
It was moved by Gommissioner Sargeant seconded b;� Commissoner Crene and
carried that a lease dated J'uly lst i91�7 to G. H. C�.an�on covering the Sz of lot Z,
Catzseway Business District Por a term of one year at a price of �75. per month
be approved; the lessee to pay County taxes and keep the buildings located
on the pro,perty insured �gainst fire in an amount, not less that 75� of the full
insureblEe value. ,
It was moved by Commissioner Sargeant secanded by O,ou�issioner Crane and
• carried that the assignment of lease from L. �. VJatkins covering City owned
prapPrty known as i"latkins T�c�le Shop to G. Vd. Trombly be approvec�.
The Qity P.4ansger reported that in response to a g eviously advertised notice,
fifteen Clearwater agencies had submitted a bid of �11�50,�7 covering fire
t insurance i'�r the Cit;� of Clearwater in the amount ei �74,100; also that in
response �to an invitation �bout seventeen Clearwater agencies had subs�r�.bed to
one bid stating th at they would off'efir to yrrite the I,torl�ens Compensation
Insurance at rates set out by the Florida Industrial Gommission; l� th �i these
bids are set ou� in full belorrl. It tivas moved by Gommissioner Sergearit seconded
b,y Commissioner t'lells and carried that the selecting of the agency to K�rite the
insurance both Fire and VJorl�ns Com�ensation be left 'up to the City Bllanager,
The City Dian�ger repor�ed thai; he had received b�:ds from the Gas Machinery
Company of C1eveland Ohio and the S�set-Solvay Engineering Division co�.cerning
certain gas Equipment; the bzd of thP Gas �Sachinery Company baing ��8,170, the
bid cf the Semet-Solvay �ngineeri� Division being �1�2,035; the Gas Fliachinery
Company to c�plete tihe job in nine montns and the Semet-Solvay Engine�ering
Division to c�mple+,e the job in �twelve months. It was moved by Commission
Johnson sec�nded by C�mmissioner Crane and c�rried that the bids be studied and
comp�ared by the City 1Vlanager and that action an the sama be �elayed until the
next regular meeting.
