CITY OF CLEJIRV1ATER CITY CONi1'lISSION MINUTES The City Clommission met in regular session the evening of February 3, 1947 in the City Hall at 7:30 P. M. with the following m~lbers present; J. O. Houze, J'. R. Crane, Harry D. Sargeant, Timothy Johnson, VI. C.. Wells, absent none. Also present were City Attorney Georee W. Smith and Chief of Police J. J. Elliott. The meeting was called to order by Mr. Houze and the minutes of the previous meeting were read and approved. Mayor Houze reported that finanoial statements showed that the Gas Department had not been making as much profit as last year due to som~ extent to the unusually warm weather; end that an income.forecast prepared by the Finance DepE.lrtment indicated there might be a considerable shortage in income. Mr. Houze also stated that H. M. Turnburke, th e City Audi tor, oqns~dered the probable income from the Gas Dep<..:rtment in 8 more favorable light. It was moved by Mr. Crane, seconded by Mr. ~,'lells and unanimously oarried that the Mayor be authorized to appoint a Land Appraisal Committee to make a study of city propert,y. Mr. Houze the Mayor at this time appointed on this oqmmittee the following members: Timothy Johnson, Paul F. Randolph, oW, H. Tarvin and Frank Cooley and W. C. Wells. Smith now read to the Board an Ordinance to he known as Ordinance Number 529. It proposed to establish on South Greenwood Avenue an R-2 residential distr~ot hitherto unzoned. Mr. Smith reported that this Ordin~nce had the unanimous approval of the Zoning Board. It was moved by W~. Johnson, seoonded by Mr. Crane and oarried that Ordinance Number 529 be passed on its first reading. Ordinance Number 529 was now read the second and third times by title only and after each reading it was moved by Mr. Johnson, seoonded by Mr. Crane and unanimously carried that the Ordinance be passed. Below is set out in full Ordinanoe Number 529. City Manager Taylor now read to the Board the names of the following bidders for Vehioular Liability and Property Damage Insurance: Ruth Taylor, Real Estate and Insurance Company, L. G. Abbett, Durant & Durant, R. L. Rodgers & Company, Chesnut & Lee Sei tz Insur anoe Agency, Frank J. Booth & Company. These bids are set out in fUll below. Such listing also showing the approximate number of miles eaoh car travels per day. Mayor Houze suggested that the committee members Crane, Sargeant and Johnson bring in a report to the commission at its next meeting concerning the use of City cars. It was moved by 1~. E~ Finoh be appointed to the Civil Servioe Board to fill out the unexpired ter.m of Burnioe Hamilton. City Attorney Smith now read a lease from the Oity of Clearwater to C. W. Herod covering a portion of lot 10, City Park Subdivision, upon whioh is now ereoted &l small boa t pier. It wus moved by Ifll'. Crane, seoonded by Mr. Johnson and unanimously oarried that this lease b~ approved. Below is set out in full the leesa just mentioned. The oommission had before it at thi s ti me the written resignation of M. R. Boyoe, as ohairman of the 1o0al G. I. Emergency Housing Committee. Mr. Boy:ce in his letter of resignation stated that no progress whatsoever had been made toward prooessing the City lots in Avondale Subdivision for Veterans Housing. Mr. Boyoe's letter is set out in full below. It was moved by Mr. Johnso n, see ended by Mr. Crline and unanimously carried that Mr. Boyce's resignation be acoepted and that the G. I. Emergency Housing Committee be desolved and that any property previously offered by the City for Veteran Housing revert to its former status, uninoumbered by any oommitments whatsoever involving Veteran Housing. The oonmission infor.med 1~. Ben Cole Sr., who was present, that the Oity would go into the question of permanent street markers thoroughly when. the new City Mana gar took offic e. It was moved by Mr. Crone seconded by Mr. Johnson and unanimously oarried that a oommittee be appointed by the Mayor to make 8 study o~ any laws neoessary for the proper handling of dogs in Clearwater. Mayor Houze appointed on this oommittee the following: J. R. Crane, Thomas L. Boteler, Dr. H. W. Bolser. It was moved by Mr. Wells, seconded by Mr. Johnson and 0 arri ed that Oi ty Manager Taylor investigate bus fares as chlirged by the Clearwater Transit Company.
