CITY COMMISSION MINUTES

The City Commission met in regular session the evening of January 20,
1947 at 7:30 p.m. in the City Hal] with the following members present:
J. O. Houze, Harry D. Sargeant, T. A. Johnson, J. R. Crane,
W. C. Wells. George W. Smith and J. J. Elliott were also
present.

~he meeting was called to order by Mayor Houze and the minutes of the
previous meeting were read and approved.
City Manager Taylor reported the wi thdrawal of all charges before the
Civil Service board against Will C. Rogers; the City Manager also announced the
receipt of a written resignation from Mr. Rogers under date of January 20th. It
was moved by Mr. Johnson, seconded by Mr. Crane and carried that the resignation be
accepted. Various letters in connection with the above are set out below.
It was moved by Mr. Sargeant, seconded by Mr. Crane and carried tha t the
request of Heye P1nellas Groves Company to erect a sign on F'ort Harrison Avenue
near Pinellas street be refused.
Mr. Sargeant urged the desirability of eliminating all billboard signs,
especially on Fort Harrison Avenue, and proposed the passage of any necessary laws
to this end. On recommendation of City Attorney ~rni~ the matter was referred to
the Zoning Boa rd.
The matter of allowin~ bus stop signs on City light poles was by unanimous
consent referred to the City Manager with power to act.
A petition was read asking for one-way traffic on Osceola Avenue be-
tween Georgia and Cleveland Streets. It was moved by Mr. Crane seconded by Mr.
Johnson and carried that the petition be granted, the t:raf:fic flew to be south.
Mr. Sargeant urged the necessity of eliminating all parking between the
library and Laura Street.
It was moved by Mr. Johnson, seconded by Mr. Crane and carried that the
question of perking be left up to the Chief of Police.
A resolution of the Junior Chamber or Lommerce concerning traffic regula-
tions was read and is set out below. It was moved by Mr. Wells seconded by Mr.
Crane and carried that the resolution be referred to the Police Department for
study and recommendation.
A letter was read from b. R. Briggs and Ora S. Hart asking the City to
pave the narrow roadways adjoining lots 17-18-19-20-23-24 Court Square Subdivision.
On motion of Mr. Crane, seconded by Mr. Johnson this natter was referred to the
City Manager and the City Attorney for investigation and recommendation.
A letter and petition concerning the location of a proposed Civic Center
Building in Coachman Park were read and are set out in full below.

It was moved by r~ir. Wells, seconded by Mr. Crane and carried that Mayor
Houze appoint a speCial committee to make a study or this proposed project and
report back to the Commission their findings and recommendations. Mayor Houze
appointed Commissioner Johnson and the entire Planning board as members of the
Committee.
City Manager Taylor recommended the purchase of a coupe for the Chief
of the ,It'ire Department at an estimated cost of ~16LJU.UU, sl:Itne to be equipped with
two wl3Y rndio, 3nd to be used Dr. B COrr.tir:8t.iOl'l fix'e-1'Jght1nlS c:nu .first aid unit.
Commissioner Crane and the Police and ,t.'ire Department heads sta ted that there was
a real need for such a vehicle. Mayor Houze suggested that a carefUi study be made
of the Clty's finances before making the purchase. It was moved by ror. JohnfDn
seconded by Mr. Well~ and carried that a committee be appointed to nake a study
of the present use of a 11 motor cors owned b'JT the City befor e any addi tional au to-
mobiles are bought.

City Mans.ger TayTor reported tY!e with.dr�vral of a1Z chaxge� before the
Givil Service F�oard against Vl�ill C. Rogers; the City Pdaraager also announced �he
re,ceipt of a written resignation from Mr. Rpgers ;�nder date of J�nua�y 20th. It
was moved by Nr. Johnsan, seconded b� �ir. Crane--ancl car-ri.ed .thaL- the re�ignation .b.e
accepted. Various letters in connection with the above are set out belovr.
It was moved �y Mr. Sargeant, seaonded, by �ir, Cran� an1 :,arried that tY�a
request ni' Heye Pinel la� Groves Company to er.ect A sign on Fort Harrison kvenue
neax Pinellas 5treet be refused.
Mr. Sargeant u:.�ged the desirability of. eliminating a11 billboard s�gns,
especially on F'ort Harri�►on AVarnze, and proposod the passage oi any necassary laws
to this end. On recommendation of �ity At�orne� 5mith the ma tter was referred to
the Zoning Bas rd .
The matter o£ allov�ing bu$ stop signs on city light poles tivas by unanimou�
consant re�erred to the City Manager v�ith gower to act. '
A petition was rE3ad asking for one-way traffic on Osceola Avenue be-
tween Georgia and Cle velancl Streets. It was moved by �fir. Qxane saconded by L�Srd
Johrxson and carried that the petition be granted, �]ze traffio flow to be south.
Mr. Sargean t urged the necessity of eliminating aZl �arking petween the
librarg and Laura Street.
' It was moved by Mr. JoYulson, seconde� b� DI[r. Crane and carried that the
questinn of �arking be �.eft up to the Chief of Police.
A resolution of the Jun3or Chamber of �ommerce concerning traffic'regula-
tions was read anc� is set out below. It was mosed by I�tr. Wells seconded by I�;r.
Crane and carried that the resalution be referred to the Palice Department for
study and recommendation.
A letter was read from �. R, Briggs and Qra S. Hart a��king the City to
pQve the narrovr roadways adjo3ning lots 17-16-1�-20-23-24 Court Square Subdivision.
On motion of kir. Crane, seconded by j�r. Johnson this matter was referred to the
City Manager and the City Attorney for investigation and recomtuendatton.
A letter snd petition cQncerning the location of a proposed.Civic Center
Building in Coachman Park were re�d and are set out in i'�zll below.
It SY&9 moved by Nlr, TNElls, secanded by I�ir. Crana ana carried that Mayor
Houze appoint a special committea to make a study of this propoaed project and
report back to the �ommiss3on their findings and recommendations. M�gor Houze
appointed �ommissioner Johnson and the entire planning �Soard as membe�rs of the
Conunittee.
city Manager Taylos recommended the purchase df a coupe for the Chief �
of the Fire Department at an estimate� cost of $�16UU,uu, same to be equipped tivith
two v�ay radio, and to be usea �s a comLination fir•e-fi�rtiizg ana iirst aid unit.
Commissi�ner Crana and the Police and k'ire Pepartment heads sta ted that there �vas
a real need for such a vehicle. Mayor Houze suggested that a careful study be made
of the City's finances before making the pnrchmse. It was moved by rdr, Jo2ulson
seconded by �r. Wells and carried t7�a t a committee be appointed to ms�e s study
