The C1 ty COllnnission met in rep.:ular seasion the eveninr' or
January 6, 1947 at 7:30 P. M. at the City Hall with the rollowin~ membe~8
present: Geo. R. Seavy, Jesse G. Smith, T. A. Johnson, J. R. Crane,
W. C. Wells' Absent - none. Also present were City Attorney Smith and
, Chief of Police J. J. Elliott.
The meetin~ was called to order by Mayo~ Seavy and the
minutes of the previous meetinrs were read and approved.
Ci ty Manap.:er '}'aylor reported that the Zonning Board had
approved the application of A. C. Green for the location of a trailer
camp on the north side of Gulr to Bay Blvd. east of Belcher Road, provided
all trailers were kept at least 150 ft. back from the center of the
ri~ht-of-way. A letter from Thos. L. Botele~, City Buildin~ Inspector,
was before the Board statinF" that Mr. Green had so agreed. It was moved
by Mr. Johnson, seconded by Mr. Smith, and carried that a buildinp, permit
be issued unde~ the condition as mentioned.

Mr. Johnson at this time on behalf of the two hold-over
members of the Commission, expressed thanks to Mr. seavy and Mr. Smith
for their services and fine spirit of cooperation while on the Board.
Mr. Smith now on behal~ of past members of the City
Commission, himself and other associates or the Mayor, presented Mr.
Seavy with a wrist watch as a token o~ appreciation for services
rendered by him as Mayor. After ?ivinp, a brief address to the lar~e
audience present, Mr. Seavy adjourned the meetin~.
At this time Mayor J O. Houze and Commissioners Harry D.
Sargeant and J. R. Crane were adnlin!stered the oath of office by City
Attorney Geo. W. Smith. Mayor Houze in his talk to the audience at this
time stressed the need of harmony and close cooperation and outlined the
intention of the present Commission to further the interest of the people
in every way by cooperation, efficiency and courtesy.
The meetin~ was called to order by Mayor Houze and a letter
was read ~ the City Manager from J. M. McCracken, complimentinf, the
Poll ce Department and sURgestinp: more adequa:be \l.ightinp: on PieI'oell,~between
Osceola anp Ft. .Harrison Avenues. This letter ~s set out below. The
Commission directed that the letter be answerediand proper thanks be
,;i ven for i ts sur-~e sti ons and comments.
It was moved by Mr. Johnson, seconded by Mr. Wells and
carried that a resolution concerning si~ht seeinr service by the Gulf
Coast Motor Lines be adopted. It was moved by Mr. Wells, seconded by
Mr. Crane and carried that a resolution concerning Gulf Coast Motor Lines
Service from Tarpon Springs to st. Petersburg via Pinellas Master Airport
be adopted. Both of these resolutions are set out below and hereby made
a part of these minutes.

It was moved by Mr. Sa~geant, seconded by Mr. Wells and
carried that adequate facilities be furnished all newspaper reporters at
the Commission meetings.
It was moved by Mr. Johnson, seconded by Mr. Crane, and
carried that the present advisory duties which the Commission has been
doing in connection with the City Manager be continued, IDltil the time the
new City Manager assumes his duties.
It was moved by Mr. Wells, seconded by Mr. Crane, and
carried that H. M. Turnburke, City Auditor, be directed to prepare state-
ments shofing the rinancial standinr, and expenditures or the City of
Clearwater as of December 31, 1946.

It was moved by Mr. Johnson, seconded by Mr. Wells and
carried that Mr. Turnburke be asked to prepare statements showing the
comparative cost of producin~ gas and water for the years 1937 through
1946.
It was moved by Mr. Johnson~ seconded by Mr. Crane and
carried that a study be made bfi the salaries paid the employees of the
City of Clearwater. Mayor Houze appointed the following commdttee to
make such a study: W. C. Wells, Chairman, Harry D. Sargeant. C. F. Taylor.
Mr. Sargeant pledp.ed himself at this time to work for a more adequate
and fai~ wage scale.

Mr. Crane, after statinr, that every effort was b~ made to
build a Polioe Department worthy of the highest regard of the Citizens,
introduoed the new Chief or Police, Mr. J. J. Elliott.

was adjourned by prayer of Major Fox or the Salvation Army.
