MINUTES OF CITY CO~m1ISSION
December 16, 1946
The City Commission met in regular session t~e evening o~
Deoember 16, 1946 at 7:30 P. M. at the City Hall. w.lth the following
members present, Mayor-Commissioner Geo. R. Seavy, w. C. Wells,
T. A. JOhnson, J. R. Crane, and Jesse G. Smith. Absent - none.
The minutes o~ the previous meetinp,s were read and approved.
It was moved by Mr. Johnson, seconded by Mr. Wells, and carried
that the Fish Plant Building be put under the management of a Board
, o~ Trustees, and the City Attorney was instructed to draw up an agreement
similar to the one now r,overninr. the use o~ the Boy Scout Hut on
Highland Avenue. The appo~ntment of Trustees was reserved ~or future
consideration.

After comparinr, the two offers o~ Alley, Rehbaum, & Capes
concerning improvements in Boulevard Hei~hts Subdivision, it was moved
by Mr.'Wells, seconded by Mr. Crane, and carried that the following of~r
be accepted: that the City of Clearwater pay all expenses of puti1ng
in the foas and water lines, and that Alley, Rehbaum & Capes bear all
expenses of putting in streets.
A report f'rom the County Grand Jury \Vas read by City Attorney
Smith, after which the Commission referred same to the City Manager and
City Attorney, with instructions that a directive be issued to the Police
Department, requestins all proper re~ard for its contents and that special
care be exercised by all members or the Department to the end that them
be absolutely no mistreatment or abuse of city prisoners. The report
is set out below.

The City Attorney reported that he would take the proper steps
to incorporate the recent establishment of the building line eaot of
Greenwood Avenue into law. Mr. Smith also reported that it was his
understanding that the owner of property located near the Fire Station
was taking steps to relieve defects in the buildin~s and unsanitary conditions.
Roy Mains as Agent of the War Veterans made an offer of $150
for a lot in Bay Terrace Subdivision on Dour-las Avenue, near the Dune!ID
line. On the motion of Mr. Crane, seconded by Mr. Johnson, the Commission
referred thIs matter to the City Clerk with power to act.
The Commission failed to accept the o~fer of Dixie Mason to
furnish Xmas Carols for seven days at a price of $250.00, and upon the
motion of Mr. Wells, seconded by Mr. Crane, ~he Commission instructed'
Mr. Wells to make arrangements for the use o~ the Presbyterian Church
bells. It was also reported that this could be done for an estimated
cost of $25.00 or $30.00 to the City.
Letter asking the opening of Evergreen st. was filed for future
reference and the City Manager was directed to reply that no funds were
at present available.
The Application of A. C. Green for permit to operate trailer
tourist camp on Gul~ to Bay Blvdo just east of Belcher Road, was referred
to the City Manager for investigation and report back.
The Commission directed that the cleaning and leveling of the
Beach be ccnt:Jnued as in the past.
It was moved by Mr. Johnson, seconded by Mr. Crane, and oarried
that the application of James W. Bradley for two taxi pePJmits be denied.
There being no further business to come be~ore the Board, the
meeting was adjourned.

The City Commission met in regular session the evenin� of
December 16, 1946 at 7:30 P. M. at the City Hall, wit h the following
members presentt Mayor-Cormr�i.ssioner Geo. R. Seavy, ��. C. Wells,
T• A. John�on, J. R. Crane, and Jesse G. s�t}�, Absent - none.
The minutos o� the previous mee�ings were read and approved.
It was moved bg Mr. Johnson, seconded by Mr. VJells, and carried
that the Fish Plant Building be put under the management oi a Board
of' Trustees, ancl the City Attorney v�as instru�ted to d"r�xvr up an agreement
similar to the one no�rr �overnin� the use of the Boy Scout Hui; on
Hi�hland 1�venue. The appo�ntment of Trustees rvas reserved S'or future
consideration�
After comparing the two of£ers of Alley, Rehbaum, & Capas
concernin� improvements in Boulevard Hei�hts Subdivigion, it svas moved
by PRr.'V�lells, seconded b y �lir. Crane, a n d carried thai: the follov�ing ofib r
be accepted; that the City of Clearwater pag all expenses of put#�ng
in the gas and water lines, and that Alley, Reh'baum & Capes bear a11
expenses of putting in streets.

be absolutely no mistreatment or abuse of city prisoners. The report

The City &ttorney reported that he wonld take the proper steps
to incorporate the recent establishment of tlie bui.lding line east of
Greenwood Avenue into Iavr, a2r. Smi-�h also reported that it cPas his
understanding that the o�vner of property located near the Fire Station
vras taki:ng steps to relieve defects in the buildings and unsanitary condiyions.
Roy Mains as Agent of the iNar Veterans made an off'er of �150
for a 1ot in Bay Terrace 5ubdivision on Douglas A�enue, near the Dune�in
line. On the motion of Mr. Crane, seconded by Mr, Johnson, the Commission
rei'erred this matter to th� City Clerk L�ith power to act.
The Commi.ssion failed to accept the oi'fer of Bixie Mason to
furnish Xmas Carols f or seven days at a price of �250.00� and upon ths
motion o�' P.Ir. 4Vells, seconded by NIr. Crane, �he Co�i,ssion instructed `
Mr, llells �:o make arrangements for the use of the Presbyterian Church
beTls. It was also reportecl that this could be done for ax� estimated
cost of yp25.00 or �30.00 to the City.

referenes and the City I�4anager was directed -to reply that no funds wer�
at present available.
The Application of A. C. Green for permit to operate tirailer
tourist camp on Gulf to Bay Blvd. just east of Belcher Roa3, was rei'erred.

The Co�:Li.ssion directed -that the cleaning and leveling of the
Beach be c aztinued as in the past.
It was inoved b� NIr. Johnson, seconded by Mr.-Grane, and carried
that the application of Jamos W. Bradley for tyvo taxi permits be danisd.
