The minutes of the previous meetinr. were read and approved.
Concerning cost o~ improvements in Boulevard Heights Subdivision.
Mr. Wm. L. Alley proposed that the City bear all Gas & Water line expense
and that Alley, Rehbaum, & Capes bear all the expenses of puttinp in the
streets with the exception of expenses incurred due to mis-lay-out of streets.
The Commission delayed action on this matter until the details of a prev~ous
agreement with Alley, Rehbaum, & Capes could be gone over. The City Manager
was requested to have before the Board at its next meetin~ this ~nformat~on.
Mr. Robert M. Thompson was present and urged the Commission to
authorize the immediate reconditioninr o~ Brooklyn Field, at an estimated
cost o~ from $4,000 to $4.500, the same to include a sprinkler system. The
estimated cost was $3,000 without a sprinkler system. The complete estimate
is set out below. The Commission informed Mr. Thompson that his proposal
would be investigated.
It was moved by Mr. Wells, seconded by Mr. Johnson, and carried
that a building line of 50 ft. from the center of Cleveland St. be established
from Greenwood Ave. east to Evergreen Ave. A letter from the Building
Inspector recommending this action was read and is set out below.
A letter from the Build~ng Inspector concerning the condition o~
premises at 108-10Bi, 110, 112, 114, 116, 37, and 188 N. Garden Avenue was
re~erred to the City Attorney and the Building Inspector ror study and their
recommendations.

On motion of Mr. JOhnson, seconded by Mr. Wells, an application
of the Clearwater Beach Hotek for a half year liquor lioense was unanimoUSly
refused.
The Commission ordered filed for future re~erence a petition against
operation of a drive-in restaurant at the northeast corner o~ Edgewater Drive
and Sunset Point Road. Mayor Seavy stated that he had instructed the City
Manager not to issue a license ~or such a business at this location.
It was moved by Mr. Wells, seconded by Mr. JOhnson, and carried,
that the followin~ election officials be appointed for the City General
Election to be held December 17, 1946: Clearwater Beach Fire Station -
Chas. Lowry, Clerk; W. F. Oeftger, J. H. Field9, Mrs. Benj. KnOWles, H. R.
Hearsey, Inspectors: Garden Avenue Fire Station - J. R. Thomas, Clerk;

The Clearwater Veterans Housing Committee had before the Board
an Avondale Lot Distribution Plan ~~ch was re~erred to the City Attorney
for study and recommendations. This plan is set out below.
Mayor Seavy reported that Mr. Jack Ec~art had told him that he
would probably be able to presmt to the City Commission at its ne~t re~lar
meeting an ~cable settlement between the Clearwater Yacht Club and the
Sea Scouts concerninp, the use of the Fish Plant Building on Clearwater Beach.
On the recommendation o~ Commissioner Smith the Commission reque~d
the City Mana~er to have plans drawn and bids secured for the construct~on
o~ the Pierce St. ~ill.

Crane, seconded by Mr. Johnson and carried that a 6 in. yaeger pump be
purchased :for use by Lee McMullen's Department.
Commissioner Crane request a reYiew by the Commdssion o~ the
suspension o~ Policeman Johnny McMullen for a: period of 15 days. After
the City Manager and Conmdssioner Crane stated that they were of the :.
opinion that the time of the suspens~on should not be shortened, the Comm1sB~on
decided to make no rec~endations in the matter.
There being no further business to come before the Board, the
meeting was adjourned.

There seems to be no official record of a dedicated 100 feet of
right of way on this part of Cleveland St. As this causes considerable con-
fusion in issuing permits to build in this sect~on, I hereby suggest that

thereby eliminating this confusinn.

AVONDALE LOT DISTRIBUTION PLAN
At a regular me~ting held November 19th, 1946, the Clearwater Veteran's
Housing Committee, by motion duly made and carried, relinquished its rights to
reoeive title from the City of Clearwater to.ninety-six (96) lots in Avondale
Subdiivision.
The reconwended plan is as follows:
1. The lots to be distributed are to be designat~d by the Commission.
The lots are to be sold to white veterans of World War II with,the followinp.
restriotive oovenants in the deeds of conveyance:
(a) The lots are to be used for home construction by the
purchaser within two years.

(b)
For a period of three years thereafter the property may only
be sold by the ori~inal purchaser. to a veteran of World War
II on a non-profit basis.
(3)
The lots aro to be used for sin~le family residenoes only,
eaoh house to cost not less than $5,000.00.
2. The.lots are to .be ~oad for $175.00 each.
3. The City is to repair the streets. sewer and water lines in the
vininity of the lots sold.
4. After full and complete publio notice, both as to the details of
the qrawing and of the number~ location and oondition of sale of each lot,
representatives of the Housinp. Committee and of the local veteran's organizatiom
will conduct a publio draw1ngc The plans for the drawing to be as follows:

a license from now until that time; yet when I applied to
the tax assessor's office in the City Hall for a liquor
license, I was informed that the city has made no provision
for a limited-time license exceptin~ for one that has
been purchased after April first - or a half year license.
Inasmuch as I have been informed by the
state and County Beverage Connni ssion that they g ranted a
license for the first half year and charged a fee of
two-thirds of a full year, I am askinp. you to lay this letter
before the City Commission to see i~ they would grant me
the same terms that the State and County Beverage Commission

A�t a-regular me@�tzng held November 19th, 1946, the Cl,earwater Veteran�s
Housin� Committee, by motion dul.y made and c�rried, relinquished its'rights to
receive title from the City of Clearwater to,�inety-six (g6) lots in Avondale
sub�ivision.
The Coimnittee likawise went on record reaommending to the City
Commission that the Committee be�desi�nated as the agent of the Commission for
the-purpose of accomplishing a flair and equi;Eable distribution of the lots
� to the individnal veterans.

Clearwater Beach Hotel. •
Comtemplatin� closiizg the Clearwater Beach
Hhtei on May first, I am therei'ore desirous o�' securing
a license from now un$il that tim�; yet tivhen I appli�d to
the tax assessor�s office in the �ity gall for. a liquor
3icense, I was informed that t�ie Citg has mada no provision
i'or a limited-time license exceptin�: for one i�hat has
been purchased after April first - or a half year license.
Inasmuch as I have been informed by �he
State and County Beverage Couunission that they �ran��d a
license for the first haif year and charged a fee o�
two-thirds of a full year, I am askin�: you to lay this le�ter
before the City Commissi.on �o see .if they would grant me
the same terms that the State and Cnuntg Be�rera�e Coimnigsion'
