The City Commission met in re~ular session the evenin~ of 16 in the City Hall at 7!30 P.M. with the followln~ members Mayor Geo. R. Seavy, T. A. Johnson, W. C. Wells, Jesse G. Smith, Crane; Absent - none. The meetln~ was called to order by Mayor Seavy and the minutes or the previous meetln~ were read and approved. -J \1 ~J .d William Wi~htman and Clifford McKay, as representatives of the Clearwater American Legion~ appeared before the Board and outlined a plan whereby the City of Clearwater mi~ht secure a National Guard Infantry Unit/ numberin~ 188 men. The plan called for the expenditure of approximately $~OO,OOO.OO for the erection of an armory; such cost to be allocated as follows: State of Florida - $50,000; County of Pinellas - $20,000. City of.' Clearwa ter - :~30, 000 (such sum to include an extima ted cost of $10,000 for the land site); captain McKay stated that the unit would be activated immediately upon the a~reement by the City and County to share the cost as above set out, and that ~20,OOO of the fUnds to be contributed by the City could be paid over a period or three years. City owned property near Green Field on Greenwood Avenue was favorably discussed as a possible site; Captain McKay also stated it would probably be a year before the City would be called on to pay any money. Mr. Crane, seconded by Mr. Johnson and carried that the City contribute $20,000 toward the eonstruction or an armory buildin~ and also furnish a buildln~ site estimated to eost $10,000 provided, however, that such site be limited to property now owened by the City of Clearwater. ,'" "I' \~. c ~( ..:, <, . ~I " / ; :,~ The Commission appointed the City Mana~er and the City Attorney as delegates to attend the Florida Leap,ue of Municipalities' convention to be held at Miami Beaeh, Florida, November 24 - 27. " , .. ; .f: It was moved by Mr. Johnson, seconded by Mr. Crane, and carried that the City purchase fram the Clearwater Flyin~ Company at a price of $350.00 a pier on the south side of Causeway Blvd. immediately west of the island bridFe, subject, however, to U. S. Government approval as to location. City Manager Hendrix recommended the purchase of the pier. A letter from Ralph Richards concernin~ this pier is set out below. Mr. Ad W. Cullls by letiar requested permission to erect a bulk plant for petroleum products on Lots 42 and 43, Bidwell Oakwood Subdivision. This matter was referred to the City Mana~er and Building Inspector with power to act. City Mana~er Hendrix recommended the purchase of a new car for the Police Department and submitted bids by Thayer Motor Company and Kennedy and Strickland wh~ch are set out below. It was moved by Mr. Johnson seconded by Mr. Wells and carried that the car be purchased from Kennedy and Strickland, with the understanding that the city trade in on the purchase the least v'a:lnable of the old police cars. It was moved by Mr. Smith, seconded by Mr. Johnson and carried, that the bid of Simmons Company for paintin~ the auditorium be accepted. This bid is set out below. An inspection of the streets was planned by the commissioners for the fOllowlnp Tuesday. On the motion of Mr. Johnson, seconded by Mr. Crane, and carried, a taxi per.mit application of John Henry Williams was denied. After the reading~of a resolution concerninp. payments by the City on the Bellealr Gas cont~act~byYCity Attorney Smith, it was moved by Mr. Johnson, seconded by lnr. Crane, and carried that the resolution be adopted. This resolution is set out below. Cipy Mana~er ~endrix reported that it would cost $1,000 to open ~ Floral Way Street to Cleveland Street. The Commission decided to look this area over when making an inspection of the streets. There beln~ no further business to come before the Board, the meetin~ was adjourned. I am writing you re~ardin~ the pier that was ereoted at the beaoh by Mr. Workman of the Clearwater Flyinp, Company and was used for a time in ccnnection with seaplane fllp,hts. As you. know, the seaplane flights have been discontinued because of objeotions from adjoIning pDoperty owners. Mr. 'Workman tells me that he ereoted this pier with your approval. He has no lease on the land on which the pier rests and of oourse, therefore, must.remove the pier at any time the City so requests. In the meantime he has been asked to rent the pier to various persons for use in tying up. boats. There is a shorta~e of boat space at the beach and it seems that the use of this pier would accomodate a number of boat owners. '~ . :,' '.':, :. .; ., . I would like to ask that you write Mr. Workman a letter autborizinp' him to cmtinue to leep the pier where it is and use it for boat purposes until such time as the City may want the pier taken down. I would also like to have you state in such a letter that Mr. Workman has the right to remove the ~ier and salvape the lumber therefrom at any time he is requested to remove it. As you know, he built the pier at his expense and it seems ohly fair that he should have the salva~e out. of it at ~ny time it is removed. It seems that handlin~ the matter in this manner will accomplish the most for all concerned. It will give some boat owners an opportunity to use the pier for the purpose of seourin~ their boats. It will give Mr. Workman a little revenue ~rom the pier to help reimburse him ror the .investment he has there. And I don't see how it can adversely ar~ect the ri~hts of the City, as we fully reco~ize that the City has the right to order the pier removed at any time it 90 desires. Amon~ the problems to be discussed are: Removal of powers of local ~overnments into the hands of state or rede~agencea; assumption of duties or municipal officials by county or state orficials; pro- tection of municipal souroes of revenue rrom inroads by other branches of ~ove~ent; the proper tax base necessary to enable municipalities to meet demands for essential services, and other related subjects afrecting municipalities. As the result of action taken at. the meeting in Tampa July 10-11 of our Tax Re-a1location and Aid to Cities Committee, the Lea~e's com- mittee consistin~ of Mayor Gordon T. Butler of Fernandina, representing the smaller cities, Mayor Wm. Beardall or Orlando, the middle size cities and Mayor Perrien Palmer, Jr., of Miami, the 1ar~e municipalities, will meet with committees from the 1947 Senate and House at such times and places as meetin~s may be called between now and the time or our Miwmi Beach convention, and there will be much to be talked about 1n the matter of the Cities' serious financial condition and the absolute necessity for relief at the hands of the 1941 Le~islature. As the Miand Beach convention will probably be the Lea~ue t s last p.eneral meetinp: prior to the convenins;z: of the 1941 Le~lslature, and since the members of that body will be con- fronted by the stress and pressure 0 f time in their deliberations affeoting cities and towns, it 1s essential and fittin~ that munioipal officials give thou~ht to a sound municipal legislative pro~ram. The pro~ram for the ~lami Beach convention is now being whipped into shape, and President E. L. Cole and members of the Executive Committee will preat1y appreciate any ideas and su~p,estions your Honorable Body and the orficials of your municipality may care to make as to pro~pam subjects and speakers. While it may not be possible to include all the suggestions we receive, those that cannot be taken care of will be included in ~e ap.enda of matters for discussion at the .group sessions to be held in connection with the convention.
