Pdayor Seiavy stated that the purpose of the meeting was a joint
`'' discussion with the represent??tives of the Florida Power Corporation looking!
' forward to the execution of a franchise by the City; that the present franchise
will expire October 7. Ttilessrs. A. ':1, Iila?ins, Jack Bailey, and K. E• Fendorson,
respectively, President, Vice President, and general Counsel of the Florida
Power Corporation, were present and ontered into the discussion.
Ralph Richards, leF?al counsel for the City, explained that as per
request he had drawn for the Commission and for the consideration of the Florida
Power Corporation a tentatlv?? franchise covering a 10-,year period with a 5-year
recapture clause and providing. among other tl??ings the 6? franchise tax, the
removal of certain overhead lines, and provisions concernln; valuation and books
of account.
It seems that the main points of dif'f'ernces to bs ironed out concerned
the length of franchise, the franchise tax, and the purchase price o1' electricity
by the City.
After a private conference by the Commission it was moved by A?r. Smith
'``' seconded by Mr. Crane, and unanimously carried that i;he following proposition
.'`:??;;`?;-;- be offered the Florida Power Corporation: That the franchise as drawn by ^1ir.
Richards be offered with the following exceptions -that the franc'ise tax be
,., ;;?,r = ('??? cut from 6? to 4?, it being understood th4t this tax would covEr sales to the
????;?'x??-'.::.',:',,.;????? City; that the price to the City would not exceed .0125 per kilowatt hour, subject
however, to a fuel oil cost adjustment clause,
< The representatives of the Florida Power Corpora ti nn requested time
' '"' ?" to present this offer by the City to their Board of Directors which could be
done within the next two or three vreeks. This was ap?reed to by the City
Commission .
