The meeting was called to order by Mayor Seavy and the minutes of the previous
meeting was read and approved.
E J Hunter was present and asked for the renewal of the Old Fort Harrison
Holding Company lease for a period of five years. A representative of the Spanish American
War Veterans requested the Commission to provide in said lease the right for this
veterans organization to make use of the building upon reasonable compensation being
paid the V. F. W. It was moved by Mr. Smith seconded by Mr. Crane and carried that the
re-newal of the lease be delayed, and that the two veterans orbanizations work out
sui table arrangements with the C1 ty !~Ianager
The COI~lission assured certain parties present that the city would take steps
to abate the nuisance caused by the keeping of bees on or near the property o~ R H
Beok on Pinellas street. A petition concerning this alleged nuisance is set out below.

license be granted. There being no second to this motion, it was moved by Mr. Crane
seconded by Mr. Wells that the application be denied; the vote was as follows:

It was moved by Mr. Johnson seconded by Mr. Smith and oarried that the
resignations of P. B. McCardel, R. M. Thompson, and Henry Lockett as members or the
Contractors Exwnining Boar~ be accepted. The resignations are set out below.
It was moved by Mr. Johnson seconded by Mr. Wells that the resignation of F W
Hendry as a member or the Clearwater ~ Civil Service Board be aooepted. The letter of
Mr. Hendry is set out below. Motion carried.
The Commission had before it bids covering a load-pack garbage truok. The
following firms submitted bids: Thayer Motor Co., Gaynon Iron Works, Leach Company, and
Hovey Bros. The City Manager reoommended the purchase of the 2i ton chassis from Thayer
Motor Company at an estimated cost of $2457.70 , and the purohase of the 12 cu. yard
oolleotin unit rrom Gaynon Iron Works. It was moved by Mr. Crane seconded by Mr. Smith
and carried that the purchases be made f;8S recommended by the City Manager.
A letter was read from the Planning Board commending

MINUTES OF lmETING OF CONTRACTOR'S EXAMINING BOARD
Held in the office of the Building Inspector in the City Hall. Meeting was
called at 7:30 P. M. ~ith following mombers present: Henry Lockett, P. B. Mc Cardel,
R. M. Thompson, T. L. Boteler and one member, Robert Levison was absent.
Owing to the resignation at preyious date of Roy W. Wakeling, Chairman, Henry
Lockett was elected chairman for this meetin~. After considerable discussion it wa~
the opinion of Lockett, Mc Cardel and Thompson that V. Campi should not be issued a
Contxactors Lioense without consulting said Contractor's Examining Board and owing
to the action o~ the City Commission at its regular meeting Monday evening, July 1st.
authorizing the City Clerk to issue Campi a License. A motion ~as made by Thompson,
~econded by Mc Cardel, that they, Lockett, Thompson and ~c Cardel resign from the
Contraotor's Exwnining Board and that the Secretary so notify the City Commission.
Resignations to be effective as of July 2, 1946. This motion was voted upon and
carried. Meeting adjorned at 8:20 P. M.

VffiEREAS a majority of the owners of property on The Gulf and Bay Side
favor the installation of a continuous seawall both on the Bay and Gulf Sides, and,
VI'HEREAS it is the considered .1ud€ement of the Planning Board that
there should be established a seawall line on both the Bay and Gulf Sides.
NOW THEREFORE, THE PLAllliING BOARD does hereby recommend to the City
ComDli~sion of Clearwater that the necessary steps be taken immediately to
insure the passage of the necessary leeislatl~n at the 1945 session to accomplish
the continuous seawall on the Gulf and ~ay Sides of Clearwater Beach Island,
the entire expense to be borne by the adjacent property owners, and-

Commission of the City of Clearwater in April, 1945, instructed it's City Attorney
to prepare an appropiate legiSlative act to be passed by the 1945 Session of the
LegiSlature of the State 01' Florida creating a "Clearwater Beach Seawall District"
vested with le~al power and authority to plan ano carry out a probram 01' oon-
struction of a system of seawalLs ana fills to protect the Gulf and Bay sides of
Clearwater Beach Island.
AND VffiEREAS the City Commission of the City of Clearwater speCifically
instructed its City Attorney to so draw said Le~islattve Act as to make the city
of Clearwater legally IJable for the payment of the cost of' construction of all
seawalls and fills whicb!,may be constructed by said Seawall District along and
abutting City-owned property.
AND VffiEREAS The Clearwater Beach Seawall District was brought into
legal existance by a proper LegiSlative Act of the 1945 Session of the Florida
Legislature and is now functioning in accordance with the aforesaid plans
originated by the City Commission of the City of Clearwater,
AND VlliEREAS, it is the established policy of the Clearwater Beach
Seawall District, through its Co~ission, to keep the City Government of the City
of Clearwater informed as to its plans and operations, inClUding its fiscal policies,
AND VrnEREAS, this City Commission is generally familiar with the
fiscal policy and the construction program plans of the Clearwater Beach
Seawall District, and is familiar with the provisions 01' the Legislative Act
creating said District, which establishes and creates a legal ~iability on the
part of the City of Clearwater for the pa~nent of the c~st of construction of
ali seawalLs and fills that the said District may construct along and abutting
City-owned property, street-ends and pUblic parks,
NOW THEREFORE, BE IT RESOLVED BY The City Commission of the City of
Clearwater in regular meeting assembled at the ~ity Hall this 15th day of
July, A. D., 1946, that the City Government of the City or Clearwater does
hereby approve the le~al existence of the Clearwater Beach Seawall District, and
approve the Plans of said District to construct a system of seawalls and fills
along the Gulf and Bay sides of Clearw~ter Beach Island, and assessinb the cost
thereof against the abutting property specially improved by said seawalls and
fills, including City-owned property, public street-ends and PUblic parks.

We the undersigned citizens and tax payers of Clearwater, do respeotfully
petetion your honarabla board to pass an ordinanoe prohibiting the keeping of
bees within the. oity limits of Clearwater, for they are most oertainly a
publio nuisanoe. Several persons have, been stung by bees being kept 1n or
near the alley between R. H. Beok's property and ~~s. Emma Mo Cullon~h's lot
whioh she has been unable to, have oleared of vines, weeds and sandspurs for
2 & ; years. He postivel~ refused to move them. He was in poll~e oourt
about them. Judge Goza dfamissed the oase, after his plea. to the oourt that
he had given the bees to a wounded vetran, and the Judge told me to give him a
reasonable time, the vetran to move them.
It will be 4 weeks next Friday since the order was given. I think I have been
very reasonable. I need the lot for a full garden and I feel I should have
some proteotion in using my own property. So please pas this ordinanoe at
your next meeting. We will be very grateful.

very reasonable. I need the lot for a fu11 garden and T feel I should have
