Conunissioner " " The minutes of the previous meeting were now read and approved. At the direction of the Commission , City Attorney Ralph Richards now a&nlnistered the oath ot offioe to the recently appointed Commissioner Mr. J. R. Crano. ~ Mr. Wm LAlley . of Alley Rehbaum & Capes, owners of 55 lots facing on Country Club Avenue, Franklin~eLeon & Seville Streets in Brookwood Terraoe SUbdivision was present , and offered the following proposition to the City: 1. That Alley , Rehbaum & Capes and other owners of pro~er~r facing facing the above mentioned streets would at their own expense l'pave:"s{~~ these streets to a width of 18ft using asphalt,and mixing with soil now in the streets,in sufficient quanities to make an impregnated asphalt and soil base to finish 5 inches thiok after compasction under road roller; the paving to be on Coubtry Club Avenue trom Gulf to Bay Avenue to Chestnut Street. and on Franklin, De Leon, and Seville Streets from Country Club Avenue east to Gulf to Bay Avenue. 2. That the City to bear the expense of putting in a h 1.!lch water main on Country Club Avenue at an estimated cost of $1050.00. and later arter the streets have settled and cured to bear the expense of re-surracing the same at an estimated expense of $1490.00, figured on a basis of 20 cents per square yard. It was moved by Mr. Johnson seconded by Mr. Smith and oarried that the above proposition be accepted . that next years budget be obligated for the second re- surfacing. and that the City Manager be empowered to contract with Armston & Company concerning the re-surfacing of the streets. The Commission informed a spokesman for the Spanish American War Veterans that before re-newing the lease with the V.F. W. covering the building in the City Park a joint meetln~ would be held with these veterans organizations conoering a common use of this building by them. It was moved by Mr. Smith seconded by Mr. Crane and carxied that the applioation of E~er Daniels ~ for permission to operated five taxis in Clearwater be granted. Mr. Daniels assured the Commission that the' taxis would be based off the streets. It was moved by Mr. Johnson seconded by ~r. Crane and carried that the application of the ~lva Cafe for a liquor license be held over until all members of the Commission were present. Numerous petitions objecting to the issuance or such a license. were before the Board and are now on file with the City Clerk. It was moved by Mr. Johnson seconded by Mr. Crane and carried that Ordinance No. 520 be passed on its second reeding.This ordinance forbids the sa~e of alcoholic beverages at any location within 500ft of any established church or school. It was moved by Mr. Crane seconded by Mr. Smith and carried that urdinance No 521 be passed on its first reading. This ordinance is an amendment to the electrica1 code ordinance No. 450. A letter was read i'b't:the .Ci ty Manager from Mr. Strickle.nd of the Finella s County Health Department outltnSL8 DDT dusting program for the control of typhus under rules and regulations of the United States Public Health Servioe;the primary pur~ose of such a progrwn being to reduce the flea count on rats. Mr. Strifklwad suggested that the dusting should extend over a period of six months but preferably a year; that it ~ould be necessary for the City to furnish three Men and a small truok. ~. Boteler estimated that the cost to the City would be around $4000.00. It was moved by Mr. Crane seconded by Mr. Johnson that due to the effective and continuous rat eradication progr~ being carried on by the City that a general DDT dusting be not undertaken at this time. Motion carried. It was moved by Mr. Smith seconded by Mr. Johnson and carried that a transfer of $10,000.00 from the Gas & Water Fund to the General Fund be approved. " , t ~~ t: t l .... . ." ~ ' .
