The minutes of the previous meeting were now read and approved.
At the direction of the Commission , City Attorney Ralph Richards now
a&nlnistered the oath ot offioe to the recently appointed Commissioner Mr. J. R. Crano.
~ Mr. Wm LAlley . of Alley Rehbaum & Capes, owners of 55 lots facing on
Country Club Avenue, Franklin~eLeon & Seville Streets in Brookwood Terraoe SUbdivision
was present , and offered the following proposition to the City:
1. That Alley , Rehbaum & Capes and other owners of pro~er~r facing facing the
above mentioned streets would at their own expense l'pave:"s{~~ these streets
to a width of 18ft using asphalt,and mixing with soil now in the streets,in
sufficient quanities to make an impregnated asphalt and soil base to finish
5 inches thiok after compasction under road roller; the paving to be on
Coubtry Club Avenue trom Gulf to Bay Avenue to Chestnut Street. and on
Franklin, De Leon, and Seville Streets from Country Club Avenue east to
Gulf to Bay Avenue.
2. That the City to bear the expense of putting in a h 1.!lch water main on
Country Club Avenue at an estimated cost of $1050.00. and later arter the
streets have settled and cured to bear the expense of re-surracing the same
at an estimated expense of $1490.00, figured on a basis of 20 cents per
square yard.
It was moved by Mr. Johnson seconded by Mr. Smith and oarried that the above
proposition be accepted . that next years budget be obligated for the second re-
surfacing. and that the City Manager be empowered to contract with Armston & Company
concerning the re-surfacing of the streets.
The Commission informed a spokesman for the Spanish American War Veterans that
before re-newing the lease with the V.F. W. covering the building in the City Park
a joint meetln~ would be held with these veterans organizations conoering a common
use of this building by them.
It was moved by Mr. Smith seconded by Mr. Crane and carxied that the applioation
of E~er Daniels ~ for permission to operated five taxis in Clearwater be granted.
Mr. Daniels assured the Commission that the' taxis would be based off the streets.
It was moved by Mr. Johnson seconded by ~r. Crane and carried that the application
of the ~lva Cafe for a liquor license be held over until all members of the
Commission were present. Numerous petitions objecting to the issuance or such a
license. were before the Board and are now on file with the City Clerk.
It was moved by Mr. Johnson seconded by Mr. Crane and carried that Ordinance
No. 520 be passed on its second reeding.This ordinance forbids the sa~e of
alcoholic beverages at any location within 500ft of any established church or school.
It was moved by Mr. Crane seconded by Mr. Smith and carried that urdinance No 521
be passed on its first reading. This ordinance is an amendment to the electrica1
code ordinance No. 450.
A letter was read i'b't:the .Ci ty Manager from Mr. Strickle.nd of the Finella s County
Health Department outltnSL8 DDT dusting program for the control of typhus under rules
and regulations of the United States Public Health Servioe;the primary pur~ose of
such a progrwn being to reduce the flea count on rats. Mr. Strifklwad suggested that
the dusting should extend over a period of six months but preferably a year; that it
~ould be necessary for the City to furnish three Men and a small truok. ~. Boteler
estimated that the cost to the City would be around $4000.00.
It was moved by Mr. Crane seconded by Mr. Johnson that due to the effective and
continuous rat eradication progr~ being carried on by the City that a general DDT
dusting be not undertaken at this time. Motion carried.
It was moved by Mr. Smith seconded by Mr. Johnson and carried that a transfer of
$10,000.00 from the Gas & Water Fund to the General Fund be approved.

to be met by a munioipality wishing to participate:-

that oan-be furnished by a city.
(2) 'fhe dust tonnage willbe limited onlu by" the humber ot establish-
ment or buildings involved and this may be 00 ".puted on the basis o~ f

(3) The least number ot months to be considered should be 6, however,
Ii twelve months progrsm. is highly deserable.
(4)~The city must furnish storage space for equipment and DDT and , in

All 10% DDT pyrophyllite pow~der and austing equipment oomes without cost/~~o

rats, if ~ossible , and thus eliminate the agent of typhus between rat and man.

You have recently received from W. H, Armston, Inc. Abid for paving
several streets in Boulevard H'ights Subdivision. We hond you herewith a sketoh
oovering proposed extensions of gas and ~ater mains on these streets. Th'*
sketoh, which shows estimated oost, was prepared several months ago' at our
request by Mr. F. C. Middleton.
By scaling d~ensions on maps of this subdivision, we have estimated
that there will be approximately 7450 squ~re yard,~his would ~aonnt to $7077.50.
Mr. Middleton estimated the cost of gas and ware ~ains at $2983.00, making a
.tQ~al cost for all of the work of $10,151.50. On Armston's part of the work
t)-;e wearihg surface should not be applied until some time next year, giving the
main paving a chance to harden and settl.e. .. ,
We believe that you can see the adv:ilDtages to the City from a finanoial
standpoint in having this work: done. Th.se adv~~mtages.~erive from increased .taxes
and from revenue to the gas and water <<epartment from houses to be built in thiA
area. It, _herefore, seems reasonable for the City to pay a pact of the oost ot
this work.! fair divisio~ of the cost would seem to be fOD the ity to pay the
oost of the 4ft water mains -n Country C1ub Avenue, amounting to '1050.00 and
to ~.y for the wearing surface wllloh wi1l be applied. next year ar a oost of
$1490.00. This would leave $7520.50 to be paid for by the owners of the pro-
perty fronting on thest. streets.
We own fifty-five lots faoing these streets and Drs. Guinand and
Shahab own proper;y fronting on the west side of Cbuntry Club Avenue for a distanoe
of a quarter of . mile. There are a~)o\lt fifteen lots in this area fronting on
these streets which are woned by parties other than ourselves. W. have written
the woners of these lots Asking if they Qre willing to pay their part of the cost
of these improvements. Vie have received so far, favoragle replies covering
~g~~ eight.~f these lots as welllas from Drs,/~~t~/ Guinand and Shahan tor th.1r
frontage.
We hereby request the Oity to proceed at once with thtese ~provements
and we agree to pay, as Boon as the work is oompieted, exoept tot the wearing
surface, our proportionate share of the cost of the basis outlined above.

It was moved by Mr. Johnson seconded by Mr. Wells an~ carried that Jesse G.
Smith be appointed Mayor-Commissioner to take the plaoe of A1~yor Seavy now on vacation.
The meeting was called to order by Mayor Smith and the minutes of the previous
meeting were read and approved.
It was moved by Mr. Johnson seoonded by Mr. Wells and carried that the City Clerk
be empowered to change that certain Resolution passed by the City Commission on June 3. 1946
adding the following words after the names L R Powell Jr and HenKrY W anderson " as

The City Attoxney no~ read Ordinance No 520 for the third and final time. This
ordinance is an amendnent to Ordinance No 42lA and concerns the sale of liquor near
schools and churches. It was moved by Mr. Johnson seoonded by Mr. Wells and oarried
that Ordinance No 520 be passed on its third and final reading.

Ordinanoe No 521 was now read for the second and third times. and after eaoh
reading it was moved by Mr. Johnson and seconded by !~. Wells that the ordinanoe be
adopted. The motion carried in each case without dissenting vote. This ordinan.oe amends
the eleotrical ordinance No 450.
Mr. Frank Nodine was before the Board requesting permission to allow to stand
an advertising sign erected by him opposite his business on north Fort Harrison Avenue;
said sign being ereoted on property owned by Mr. Nodine. It appearing that this sign
was in violation of the zoning ~aw. it was moved by Mr. Johnson seconded by Mr. Crane
and oarried that the Zoning law be upheld dnd the application be refused.
Ci ty MaRager IIendrix read to the Board the recommendation of' the City Planning
Board conoerning the building or a yacht basin on Clearwater Beach Island. immediately
west of the causeway bridge and south of the causeway.The project was covered by plans
and estimates in detail, Bnd are set out below. The Corowission accepted the pecommendations
for further study. and asked Mr. Hendrix to convey to the Planning Board their appreciation
of the fipJhendid wo:rk done on this proj ect. 1.1r. Boteler and Mr. Hendrix were also asked
to estimate the value of buildings and the laDS of revenue to the City if property be
taken for Yacht Club purposes.
The COmrr.Ussion had before it a general plan of Crest Lake Park prepared by
~~. Herbert Flint. It was moved by Mr. Johnson seconded by ~tr. Wells and carried that
the park architect be directed to prepare an alternate plan leaving out the Memmrial
Building and that the Crest Lake Association be especially invited to peruse both plans.
The City Manager read letters from the Crest Lake Association concerning the laying out
of Crest Lake Park and the buildiLg of a gulf pi0~; these letters are set out below.

conoerning licensing of Building Contractors was void in as much as no record could be
found of its publication; further that under such circumstances the city Should not
withhold a Contractor's ~icense from. V A Campl, who some time aeo had failed to pass
the examination required by said ord1~ance. It was moved by V~. Crane seconded by Mr Johnson
and oarried that an occupational license as building contractor be issued ~IT. Campi *(above)
City Attorney Richards now read an ordinance to be known as Ordinance No 522; the
same oovering among other things the issuance of occupational li~8>>s~~ ~f euilding
Oontractors~ It was moved by Mr. Johnson seconded by Mr. Crane/tnal nr~ln~nce No 522 be
passed on its first reading. Tthe ordinance was now read the seoond ~dt~1~~~dmes and
a~ter each reading it was moved by ~cr. Uobnson seconded by Mr~ crane/toat tne ordinance be
passed. City Manager now announced the following appointments to the Building Contraotors
Examining Board: Henry Lockett and P B MoCardell for a term of four years each, R M
Thompson and RobArt Levison for a term of three years each. It was moved by 1~. Wells
seconded by r;.r~ Wells seconded by Mr. Crane and carried that the appointments as announced
by the City Manager be approved.
The City Attorney reported that the Bond Refunding had been concluded with full
purohase price of the new bonds being deposited with the Chase National Bank.
M~. Richards suggested that Special Counsel be appointed to defend the City against
suit brought by Marshall Dancy to collect on bond coupons declared void by the recent
refunding plan. Upon a request for a reoommendation of counsel to xm be appointed Mr. .
Riohards reoommended the law fi:rm of McMullen, McMullen & Pogue. It was moved by Mr. Crane
seconde~ ~y Mr lohnson and carried that Mc~ullen, M~Iullen and Pogue be employed as
counsel to defend the City in the aforementioned suit.

Wells and carried that Lloyd Phillips be appointed City JUdge for the period July 8th
through July 29th; this being the time Wm Goza the regular City Judge is to be away

The letter of resignation of Ralph Richards as City Attorney was now read by
~~. Hendrix. After many expressions of regret by the several Commissioners it was
moved by Mr. Johnson seconded by Mr. Wells that the resignation be accepted and that
Geo W Smith be appointed City Attorney.This motion carried without dissenting vote.
It was moved by Mr. Johnson seconded by Mr. Wells that Reade Tilley and
F W Hendry be appointed to the Civil Service Board for, terms of three years and
two years respectively.
