May 20, 1946 in the Oity Hall with the fol1o~ing membexs present: Geo. R. Seavy, Mayor-Commissioner Timothy Johnson; Commissioner, w. C. We11s ~ Jesse G. Smith " '&. Absent: Herbert Grice. :. The meeting was oalled to order by ~yor Seav,y and the mdnuteB of the previous meetings were read and approved. Major Fox, of the Salvetion Anny , was assured b~ the Commission that an investigation would be made ooncerning the use of juke boxes in the oolored section to the annoyanoe of religious services on Sunday. Mr. Fox , president of the Ministerial Association ot Clearwater, stated that the oolored min~sters had asked the help of this assooiation in oombating this nuisanoe. The liquor applioation of the Melva Cafe again coming before the aoard, it was moved by Mr. Johnson seoonded by Mr. Wella that the applioation be denied, and that the City Attorney be directed to draw a proposed ordinanoe ~ktng it illegal to sell liquor within 500 feet of a ohurch. The vote OD this motion was a9 follows: Johnson and Wells , for the motion. Seavy and Smith ,against the motion. The vote being a tie the motion raile~p and it was decided to oarry over the matter unti~ the next regular meeting; ho~ever the Commission directed the City Attorney to have ready at that time an ordinance incorporatin8 the proposed 500 feet distanoe. A letter was read from the president of the Tampa Chamber of Commeroe solioiting the attendance of the Commission at a joint meeting to be held at the Palma Ceia Golt Olub on May 29th. The City Attorney now read a resolution calling for the redemption of the outstanding bonds of the City of Clearjater on Jul~ 1, 1946. It was moved by Mr. Smith seoonded by Mr. Wells and unanimously oarried tnat the resolution be adopted. This resolution is set out in full on the following pages and 1s intended to be a component part of these minutes. of$85,600.00 Mr. Eichards delivered to the Board the good faith oheck/of ~uveen & Company and reported that the Bonds would be ready for Signature on June 10, 1946; also that the Bond Company muoh preferred the Signing to take plac e in ~e'W~-'York, it being understoolld that the Company to pay all expenses. After muoh discussion on the 1946-47 budget the following items were changed, and re-established as follows: ~ ',; :~ f , " Other items of the me,eting of May 6th. It was moved by Mr. Smith seconded by Mr. VJell.s that the 'budbet as amended and re-estbblished be approved and, that the millage be set as follo'Ws : Old Terri tory for Bond purposes 10.5 ~lls. First and Second Additions for ~ond purposes 10 mills and that the millage for operation purposes be set at 5.5 mills for all territories. The motion 'Was adopted by the votes of Seavy, Smith and Wells; Johson voted against the motion. , On the motion of ~r. Smith seoonded by~~. Johnson the Commission directed the City Attorney to prepare an ordinance setting a 10% sales tax on fuel 011 on the sales up to $25.00 and a 5% tax on sales in excess of~ this amount. Said ordinance to be subjeot to the approval of the City Commission.
