The meeting was called to order by Mr. Seavy and minutes of previous meeting were
read and approved. Mr. R. M. Goodman delivered to the Board, a petition signed
by residents and property owners in Hibiscus Gardens asking that the Oity Oommission
take under immediate consideration the improvement of that section as to streets,
parkways and the removal of old junk and debris from an old City dump. Oommission
agreed to take this matter under consideration. This petition is set out below.

Oity Attorney Richards reported that he had requested Building Inspector to re-
instate building permit for premises at the southeast intersection of Grand Central
Avenue and Myrtle Avenue, previously issued to the Church of God for the ~eotlon
of a churoh. Mr. Riohards stated that in his opinion the City had no right to
presume a nuisance and therefore refused to grant building permit, further that
the proper aotion for residents in this section would be ~n injunction in the
Circuit Court. "
Mayor Seavy reported that he had oontacted Courtney Campbell through C. E. Ware
and that Mr. Oampbell had promised that the resurfacing of Edgewater Drive in the
Dunedin city lim1tswo~ld be extended down Fort Harrison Avenue to Eldridge St.
It ~as moved by Mr. Grice, seconded by Mr. Smith and carried that parallel parking
would be established an~ that penny parking meters be placed in all parking places
in the downtown are~. Mr. Wells voted against this motion, Mr. Seavy did not vote.
A letter from the National Safety Council concerning parallel parking was read
and set out below. .
A letter was read ~romMr. Joseph o. Houze, Chairman of the City Planning board
expressing thanks to the City Manager and City Commission for their cooperation
and assistance in helping to beautify the town.
A letter from the Clearvmter Merchants Association was read expressing to the
City Commission their appreciation of the city's assistance in establishing the
Farmers' Market on a permanent basis. Letter is set out below.
A letter from Leland F. Drew and also a letter from R. E. Martin were read concern~
ing the changing of the zoning law. This matter was referred to the Oity Manager
and the Building InspedDr for investigation. These two letters are set out below.
Oommissioner Smith made a report on the meeting of Florida Waterway Oongress attendd
by he and Mr. Hendrix on April 12th and submitted for record an address given by
Colonel A. B. Jones, District Engineer, also an address given by Brigadier Joseph
B. Newman .Jr., Engineer South Atl.antic Division.
,T~othy Johnson reported that the 'Park Planner recently hired by the City was
in Cl.earwater.on April 9th and was now in the process of drawing up final plans
for the Waterfront park and Crest Lake park.
There being no further business to come before the Board, the meeting was adjourned.

ot' junk and debris lert over from an old oity dump immediately
in the rear ot Dr. Center's Clinio, and also to the faot that
this old duping ground is a reservoir of standing stagnant
water for weeks and months after each heavy rain, is a fertile

Hibiscus Gardens is the closest residential section to the

Dear Mr. Houze:
This is in reply to your letter of March 1st requesting information on
parallel vs. angle parking.
Various types of parking are discussed in paragraphs 15, '16, and l?,. of
the enclosed Publio Safety M~o. No. 37, "Restrtcting Parking for Safetyn.
Minimum street widths to permit two-way traffio are given for different
oombinations of parallel and angle parking restriotions.
~uot1ng from t~e Traffic Engineering Handbook, page 156:
"The American Association of State Highway Officials states that:
angle parking is not advised and should be used on~y in separate
parking areas.and .in ,1aw~spe~d .urban areas where parking require-
ments take preoedence over the smooth operation of through traffic.
If angle parking is used, care must be taken that ad~quate tree
moving lanes re~in. A minimum street width of 70 feet shou1d be
required before angle parking is permitted."
The difficulty of maneuvering into a moving land of' traffio makes angle
parking undesirable on state routes and other streets oar.ry1ng "throush
traffic". Again, from the Engineering Handbook, page 164, we
quote as follows:
~ue to lack of visibility in leaving a sta~l, angle parking is
invariably more hazardous than paral~eJ. parking. A baoking
maneuver also impedes or conflicts with one additional ~ane or
moving traffic."

both vehicular and streetoar traffic. In Ohicaso there has been an average
of 40 per oent reduation in parking acoidents since ohanges were made from
angle to parallel parking. In one section, aocording to Mr. MoConoohie, tb.e
reduotion was 53 per oent.
It is evident that the greater the angle ~t whioh vehioles are parked
at the ourb, the greater the number whioh may be ~arked in a given length
of ourb. However, the inorease in the number of v~hioles so parked over
the number whioh may" be parked parallel to the ourb, is m.ad.e possible only
by using extensive street spaoe which is needed for moving traffio. Also
the greater the angle at which the oars are parked, the greater is the ob-
struotion to moving traffic due to inoreased spaae neoessary for maneuvering
The problem of angle v~. parallel parking at the curb is ~erefore depende~
upon three major faotors:
1. The width of street.
2. The demand on the street for vehioular movement.
3. Frequenoy of acoidents resulting from parking maneuvers
into and out of the t~ parking positions.
In view of the increased danands which are being made u~on streets for veh~
oular movement, and the f'ao.t that parking is being prohibi ted entirely on
many oentral business distriot streets because of' the denwnd f'or additional
street width for movement of vehicular traffio, and 1n view of' the faot
that traffic volmnes will increase - it may be conoluded that in the major-
i ty of oases parallel parking will and should replaoe angle :parking. We
should not forget that the Public Roads Administration estimat&s that by
1960 we will have approximately- 40 million oars using our stree ts and high-
ways and many- more miles for travel.

Nearly every city in the United States 1s experiencing a curb parking
problem. Angle parking. ,s)J..o,uld, .b.e, oh,ange.a. ,tp. parallel parking beoause of
the hazards and the muoh needed additional street capaaity ofmoving vehioles
Yet, it seems unreasonab1e to reconnnend or suggest ohanging angle parking
to parallel parking, since it reduoes ourb parking oapaoity. Tbe answer
is to provide off-street parking to adequately take oare of the deman~
This seems to be the most logioal and praatic_l solution to the problem,
for it provides the muoh needed parking spaoes and in turn_provides add-
itional street capacity for moving vehio1es. Streets oannot be ~dened,
in most instances, beoause of the high real estate values placed on business
properties.

I purchased these lots years ago, as they
were unrestrioted, and later had a clay tile filling
station built at considerable expense.
I believe that about 1937 the Zoning Board zoned
th1s property against business. I have been unable
to get anyone interested in the property for a res-
idence, as it is very undesirable, being located
directly across the street from a Hotel and also
being next to a Filling Station and grooery store
adjoining it on the south.

Dear Sir:
I have reoently purchased some lots in Olearwater
at Drew St. and Booth Ave. Upon investigation I find that the
zoning ordinance oalls for a twenty foot setback f~om the
property line on both streets.
My corner lot is fifty feet faoing Drew St. and so
you oan see that if I have a twenty foot setbaok on bo th sides
and have to allow three foot on the other side it will only
leave twenty seven feet on which a building can be plaoed.
On investigation I have found that in other parts
of the oity that the ordinance oal1s for a twenty foot margin
on one St. and ten on the other. I am wondering if when the
ordinance was made that this situation was probably an over-
sight on the part of the board.
Will you kindly carry this matter to the proper
authorities and try to get the margin of setback reduced
from twenty to ten feet on Bath Ave.

read and approved. Mr. �2. M. Goodman delivered to the Board, a petition signed
by residents and property owners in Hibiscua Gardens asking �,hat the City Cammission
�ake under immediate consideration the impr�vement of that seGtion as to s�treets,
parkways and the removal of o1d junk and debris Prom an old City dump. Co�ission
agreed to take this matter under consideration. This peti:tion is set out below.
Citg- Attorney Richards reported �hat he had requested Building Inapeetor to re-
instate builda.ng permit for premises at the southeast interse�tion oP Grand Central
Ayenuz and Myrtle Avenue� previously issued to the Church oi �od for the e�ection
of a church. Mr;. Richards stated that in his opinion the City� had no right to
presum.e a nuisance 'ansi therePare refused to grant buil3ing permit, Yurther that
the proper action for residents in this section would be an injunction in the
Circuit Court. � ^
Mayor Seavy reported that he had contactad Courtney Campbell thr�ugh C. E. Wa�e
and that A2r. Cam.pbell had prom.3.sed that t�e resurfacing of Edgewater Drive in the
Dunedin city limits�would be extended down Fort Harrison Avenue to Eldridge St.
It v�as moved by Mr. Grice, seconded by Mr. Smith and ca�ried that parallel parking
would be established and that penny parkin,; mete�s be placed in all parking places
. in the downtown ar�a. Mr. Wells yoted against this mot'ion, NFr. Seavy did not vote.
A letter from the National. Safei;y Council concerning parallel parking was read
and set• out below.
A ietter was read from 14Ir. Joseph 0. Houze, Chairman oi the City Plann3.ng board
expressing thanks to the City Manager and City Commission for their cooperatior
and assistance in helping to baautify the town.
A letter �ron. the Cleartivater n4ercYiarits Associat'ion was read expressing to tne
City Commission their appreciation of the city's assistance in establishing tihe
Farmers' Markei, on a permanent basis. Letter is set out below.
A letter �rom Zeland F. Drew and also a letter from R. E. Martin were read concern-
ing the changing of the zoning law. This matter was rePerred to the City Tdanager
and the Building Inspe�r far investigation. These two: letters are set out below.
Commissioner Smith made a report on the meeting of Florida 4ti'ater.way Congress attend�l

Minimum street widths to permit tw�-way traffic are given for diffexent
combinations of parallel and angle parking restriotions.
Quoting from the Traffic Engineering Handbook, pege 166t
t1The 4merican Association of State Highway OPPicials atates that;
angle psrking ie not advi�ed and should be used only in separate
parking areas <and «in .].o.w-spee,� ,�iicban areas where parking require-
ents take recedence over the smooth operatlon of through traffic.

The accident expsrience oY angle vs. parallel parking was discussed at the
30th National SaPety Congress, October 1941. William McConochie, Tra�fic
Engineer, Chica�o Sux�ace Lines, said that ang;le parking is a deiinit�
accident hazard and that.the transit companies ao not like it, even on wide
s�Ereets. In man.y instanees a person makin� a U-turn in the middle of th�

both vehicular and streetcar traffic. In Chicago there has been an average
of 40 psr eent reduction in parking aceidents since changes were made fram
angle to parallel parking. In �ne section, according to Mr�'�teConochie, the
rediietion was 53 per cent.
It is evident that t�e greater the angle at which vehicles are parked
at the curb, the greater the number which may be parked in a given length
�P curb. However, tha increase in the nu�nbor of vehi,cles so parked over
�the number whieh may be parked paraTle_t t� �he curb, is made posaibZe only
by using extensive street space which is needed Por moving txaPfic. Also
the greater the an�l.e at which �he cars are parked, the grea'ter is the ob-

In view of the increased d�nands wh ich are being made upon streets for veh�
cular movement, and the f ac,t that parking is being prohibited entirely on
many central business district streets because o� t�e a��a for additional
street width Por movem�n:t oP vehicular tx�affic, and in view of the faet
that traffic vol�es will increase - it may be eoncluded that in the major-
itg of case9 paral]:el parking will and should replace angle parkir�g. We
ahould not forget that the Public Roads Administration Estimates that i�y
1960 we will have.approximately 4Q millian cars usino our streets and high-
viays and many more miles �or travel.
Nearly every city in the IInited States is experiencing a curb parking
problem. Angle parking. ,shnul�., b,e, ,ch,ange,c� ,tp, parallel parking becausz of
the hazards and the much needed additional s�treet capacity ofmoving vehicles
Yet= it seems unreasonable to reaommend or suggest changing angle parking
to parallel park:ing, since it reduces curb parking capacity. The answer
is tc� provide off-street parkin� to adequatel�P take care of the dem,and,
This seemS to be the most logicale and practic�l solution to the �roblems
for it provjdes the much needed parking spgces and in turn provides add-
itional street capacity for moving vehicles. Streets carinot be widened,
in most instanees, because of the high real esta�e 4alues placed on �usiness
proper ti es.

I have recently punchased some lots in Clearwater
at Drew St. and Booth Ave. Upon investigation I fina, that the
zoning ordina�ce calls �'or a twenty foat aetback from the Q

you can see that if I have a twenty foot setback on both sides
and have to allow three f oo t on t�.e o ther s ide i t wi.11 only
leave twenty= seven i'eet on which a building can be placed.
On investigation I have Pound that in other parts
of the city that the ordinance calls ior a twentp �oot margin
on one St. and ten on t�e othex� I am wondering if when the
ordinance was made that this situation was probably an over-
sight on the part of the board.
