and Property Damage Insurance and it appeared that thA bid of Chesnut and Lee
of $524.84 was the lowest submitted, it was moved by Mr. Smith, seconded by Mr.
Grice and carrjed that the bid of Chesnut and Lee be accepted. The wnount of

Attorney Alrred Marshall" representing the Cl~arwater Transit Co.,
requested an extension of eight years of the present bus franchise. Said
franchise to expire in 1960 with a provision that the City should receive 1%
o~ all rares orginiating within the City limits o~ Clearwater. At the sug-
gestion of Mayor Seavy the precen'tage of take by the City was raised from 1%
to 2%. It was moved by Mr. Johnson" seconded by Mr. Smith that Ordinance
#516, extending the bus franchise as above referred to for a period of 8 years
be approved. The motion was unanimously carried.<--'
It was moved by Mr. Smith, seconded by Mr. Wells and Carried that
an option be given Clifford A. McKay & Denzil Pulley, co-partners, doing busi
ness as McKay & Pulley to lease the south wing of the auditorium, less the
rooms used as office and pool room; with the right to use said leased property
in the operation of a radio station. This option agreement is set out in full
below.

Attorney Wightman inquired of the Board concerning a lease of the
auditorium by the American Legion for a program of dancing to be sponsered by
the American.Logion and was told b'y the Commission to take this matter up with
the Recreation Boart:1 which had charge of the audltorium.
On t~e motion of Mr. Jop~son the Commission approved the establish-
ment of the buil~ing line for property between Nicholson and Seminole Streets
and on the East side of Osceola be as follows: That the building line should
be 30 feet from the center of the present street.
City Manager Hendrix read two letters from J. O. Houze as chairman
of the City P1a nning Board, .setting forth the opinion that it wouJd be well to
have a scientific survey made of the City's needs in regard to water" gas" and
sewerage, projecting over a period of 15 or 20 years. These letters are set out
below. Mr. Hendrix was directed to investigate the probable cost. of getting
~ thorough, survey made of the city's needs in regard to water, gas and sewer-
age extensions, the said survey to anticipate the city's needs over a consider-
able period of time.
The Board had before it a letter from the Edgewater Drive Association
signed by Frederick M. Skinner, secretary, asking the City Commission to serious-
ly consider the building of a efficient sanitary sewer system to serve the area
north of Stevenson Creek. This letter is filed for future reference with the
City Clerk and set out below.
The Commission rerused the application of Oscar McCollom" colored,
for a taxi lioense on the grounds that there was no further need for any addi-
tional taxis.
The application of ID. F. Whillcck for a bar lioense for the sale of
liquor at 447 Mandal~y Was approved.

the Northwest intersection of Cleve~nd and Greenwood, was refused.
Ci ty A ttorney Richards read an o:r'dinance to be known a s Ordinance
#517 which ordinance established a new zone for liquor sales on Clearwater
Beach. It was moved by fur. Smith, seconded by Mr. Johnson and carried that
this.ordinance be passed on its first reading. It was moved by ~r. Grice,
seconded by Mr. Wells and carried that this ordinance be passed on its second
and third read. This ordinance is set out below.
The question of establishing a manuracturing district on city property
immediately east of Greenwood and extending north of the Seaboard Railway to
Cie ~eh lld Street wa s referred to the Zoning Board for approval.

A radio station must p,leage itself' to serve the public I.interest, conven-

cerned (in this case Clearwater), wants to have its convenience, interest,
and necesstty served. .

I am writing you this 1e tter for the purpose of giving you a brief report on the
present activities of the Planning Board.
Good progress has been made with the beautification and clean-up campaign.
We hope this work ~ll be vigorously pushed during 1946 as we consider it quite
worth while and that it has the complete approval of the population, both resi-
dential and transient. The service clubs are at present having a survey rrwde
to determine what each club can best do to beautify its section of tho city.
The Planning Board is collection information and data in connection with build-
ing of a yacht basin on the island in the neighborhood of the present si~e of
the Imperial Dock and adjoining property. Our preliminary survey indlcateB that
the project will be self liquidnting. That is, it can be constructed and main-
tained out of revenues to be raised by rents from boat slips, sale of gaa. and
marine supplies.

The Planning board recently submitted a letter requesting the City Commission to
indic:t e to the Board the projects they would like to have us study in order
that we can more closely cooperate with the Commission. In that connection I now
desire to bring to the attention of the Commission a situation that the Planning
Board feels is quine serious and calls for innnediate action.
As you know Clearwater is growing very rapidly, and we believe it will continue
to do so. Indications are that the population of the city will double within
the next ten to fifteen years. 'fhe Iresent gas, water and sewer systems were
designed to serve a much mrnaller city than Clearwater is at present. The result
is ttwt the present sewer system is taxed to the l~it, the gas distribution
system is inadequate to supply proper pressures to all parts of the city, and
the water supply and distribution presents a problem that is constantly
becoming more difficult. furthermore, the pavinp; on all streets is rapidly
deteriorating, and it will soon be necessary to make extensive repairs and
improvements in order to prevent some of the paving from disintegrating al-
together.
It is probably that these problems could not have been foreseen. The growth of
the city during the past few years has been so rapid that it uould hardly hAve
been anticipated even by the city's most enthusiastic boosters. Consequently~
it is not surprising that the City finds itself with inadequate utilities.
'But since the rapid future grown of the city is now apparent to all of us, it
seems that this is the logical time for the city to adopt a comprehensive and
long range plan. We recommend therefore, first, that a study be made of the
future growth of the city, the direction in which it will grow~ and the probable
population in 1950, 1955, and 1960. The purpose of such a study will be to deter-
mine what the city will have to do in the way of proViding adequate facilities
for sewer disp~sal, gas pressure, water supply, street paving, etc.
When this study has been completed and the costs of necessary extensions and re-
placements are determined, it would be possible to set up a definite program of
financing and expenditures over a period of years. This could be made a five
year program, or perhaps a ten year program. When such a plan is completed and
presented, the Commission will then kno~ what 1s confronting the city and will
thus be in a petter position to plan and provide for the future development of
the city as a whole.
r am aure the Planning Board will be very slad to co-operate in making the studies
above suggested and in working out the plan referred to. However, it is apparent
that the study will require the technical services of an experienced engineer
specialiZing in such matters. 1'he study should include a chart of the entire
city showing the present water, gas and sewer mains, together with the proposed
extensions of these mains, to take core of the needs of the city during the
next five or ten years. And of course, the study should also show the extimated
cost of the proposed extensions and improvements so that the Commission could make
the necessary financial arrangements.
While it wi11~ of course, involve some expense to employ a competent engineer to
ma.ke the study above suggessted, it is the opinion of the Planning Board that this
cost_ll be :saved many tmes over 'by proceeding according to a definite plan.

to the residents; it, also, deters prospective home builders from seeking resident

We refer to Mr. Fenderson's letter to you under date of January 25th con-
cerning franchise tax information to be furnished you. In this connection,
plesse be advised that the amount of rranchise tax paid to the City of Clear-
water by the company during the year 1945 totalled ~10,386.72. The tax was
based on 3% of the gross revenue received from all electric service sold with-
in the corporate limits of the City of Clearwater. Under the proposed 4%
franchise tax on gross revenue, the tax payment would be approximately
$13,850, based on 1945 revenue, or a 33-J/3% increase.

that we can mora closely cooperate with tY±e Gommission. .Ln that conneetion Z now
desire to briYlg to th,e attention of the Commission a situation that the Pl�nning
Board feels is qui�e serious and calls for iunnediate action.
As �ou l�iow, Clearwater is �rowing very rapidly, �nd we t�el3eve it will continue
to �o so. Indications are thet the porulation of the city will double within
'che next ten to fifteen 9ears. The gcesent gas, water and sewer systams were
designed to serve a much samaller city than Clear�vater�is a t present. The resul�
is that the present sewer system is taxed to the limit, the gas distributinn
s�stem is inadequate to supply proper pressures to all parts o£ the city, and
' the water supply and distribution prasents a problem tha.t is constantly
becoming more diff3cu�t. F�zrthermore, the paving on all streets is rapidly
deterioraf:ing, and it will soon be nPcessary to make extensive repai'r� and
improvements in order to prevent some of the paving from dis�r.tegrating al-
together.
It is probabl� that these problems could not have been fhreseen. The growth of
the cit� during the past fetiv year� has been so rapid. that it �rould hardly have
been anticipated even by the city's most enthusiastic b4osters. Consequent7.y,
it is not surprising that the City £inds itself with iriadequate utilities.
"Sut since the rapid future grown of the city is now apparent to al1 of us, it
seems that this is the logica 1 ti.me for the city to a�opt a comprehens3ve and
long range plan. VJe recommend therefore, first, that a study be made of the
£uturs grov+th of the city, the direction in which it will grow, and the probable
, gopulation in 19�0, 1955, and "1�6U. The purpose of such a study will be to: detar-
mine �vhat the city will have to do in the v�ay of pro�idir.� adequate facilitiea
for sezver disposal, gas presaure, water suppl�y, street paving, e�c.
IlVhen this stud� has been completPd and the costs of necessary extensions ar�d re-
placements are determine@, it would be possible to set up a definite program nf
financing and expenditures over a period of years. This could be made a five
year program, or perhaps a ten year program. When such a plan is completed and
presentecl, the Cu�mission will then l�ow what is confronting the cit� and will
thus be in a�etter position to plan and provide for the future development of
the city as a rvhole.
T am sure the Planning �oard wi�7_ be very �lad to co-o:perate in mal�ing the studies
above suggested and in workirg out the plan referred to, However, it is apparsnt
�hat the study wil.l require the technical services of an experiencPd engineer
specializing in such matters. The study should include a chart of thz entire
city showing the present �aterr gas and sewpr mains, together with the prcpoaed
extensions of thesE mains, to take care of the needs of the city during the
next five ar ten years. And of course, tYza study should also show the extimated
cost nf the proposed extansions and improi�ments so that the Commission could make
tlie necessary financi�;'1 arrangements.
Whi1e it will, of course, involve aome expense to employ a competent cngineer to
make tha study above suggesated, it is the opinion of the �lanning Board that �his
cost vd�l:l be saved many times over by proceedin� aacord3ng to a definite plazx.
It is our belief that if improvements oP this kind are made without a definibe

We think this is a logical Lime to call to your attention a project wi�:ich we
consider d£ utmost importance, and one that will be far-�eaching in the bene-
fits it will produce.
We refer to the building of an efficient sanitar� sewage system that will serve
thE area nori;h of Stephensan Creek. i�Ve understand this sewer was at one tine
planned, butA for same reason, abandoned. It is obvious thAt the l�ck of a
sewage system in this area is an inconvenience, an:er.�ense, and a health hazard
to the residents; it, atso,- deters �,rospectiva home builders from seeki:�g resident
sitas in this area.
We think you must agree that the building cf a setver v�ould do much to build up

plesse be advised that the am�ur_t oi franchise t�x paid to the,City oi' Clear-
water by the company during the year 1� 5 totalTed �10,386.72. The tax was
based an 30 of the gross revenue received from all electxic service sold with-
in the corporate limits of the CitS oF Clear�rater. Under the proposed ap
franchise tax on gross revenue, the tax pays�ent would be approximately
y�13,850, based on I945 revenue, or a 33-]./3% increase.
