The ,meeting was oalled to order by Mayor Seavy and the minutes ot the
previous meeting were read and approved.
As th is was the last meeting of the reti ring members of tne Oommission.
Mr. Stoutem1re and Mr. Lo'We, Mayor Seavy and Commissl.oners Smith em Griae, ex-
pressed their compliments to tb.e retiri~ members for their sinoere and faith-
ful service.

The meeting was 0811.e d to order by Mayor Seavy and at this time Oity
Attorney Ralph Riohards administered the oath ot offioe to the inooming Com-
missioners, Mr. Wells e ad Mr. Johnson.
Mr. Richards, at the request of Mayor Seavy, now read from tile aharter
of the City ot Clearwater those seotions setting forth the duties of commissioners;
also, the oity attorn~ explained a ohart whioh showed the various ottioiers ot
the Oity government and their various positions in regard to responsibility to
the Oity Commission.
Mayor Seavy proposed that William M. Goza be appointed to a regular:
term as City JUdge, subjeot to the return of O~t. George Smith, trom the
armed serviaes, at which time Oapt. Smith will be eligible to assume the
ottioe of City JUdge. It Vies moved by Mr. Smith, s eoonded by Mr. Johnson
and oarried that Wm. M. Goze be appointed City Judge for e periOd or two years
subj.eot to the return of Cept. George Smtth as above stated.
City Maneger Hendr1.x placed before th e Board the app li08 tion of Olarenoe
E. Bradley, oolored, tor a texi 1ioense. It was moved by Mr. Smith, seo~ded
by Mr. Grioe and carried that the application be rejeoted.

Mr. Thomas L. Boteler, stating the t the result of a test given cement blocks
showed that the blocks being used in Olean/ater exoeeded the minimum requirements
in strength. This letter is set out below. The City Manager was direoted to tur-
ther investigate this matter espeoially ss to the standard speoifications used as
a oomparison.

Mr. Hendr1~ reported that tbe trustees ot the Olearwbter D1"striot of Boy
Soouts had requa sted an exten.sion or the lr lease with the City oov eri~ the Boy
Soout Hut on Hignland Avenue. It wes moved by Mr. Grioe, seoonded by Mr. Smith
and oarried that the lEe se be extended for a period of ten years beginning the
16th day ot Ootober, 1943, with the understaa1ing that the Boy Soout Organization
oontinue to oooperate with the Hillorest ~eighbors Org~nlzatlon in the use ot the
Boy Soout Hut Building.

There was before the Board a letter from Mr. ~. O. Houze, Ohairman ot
the Oity .Planning Board, suggesti ng th at it mjght be advisable for the City Oom-
mission to indioate to the Planning Board the projeots that ~ey would like for
them to a~Vdy and report on. This letter is set out lnfull below. It was de-
oided to hold t.J. s matter over until e leter time to,' ..enable the new members of
the Board to get a better undel'standing or the 0 it; t s needs.
The matter of establ1.s1ng e butJding line for property in the blook
immediately soutA of Nicholson Street and on the East side of Osoeola was post!
poned tor further study.
Oity Manager Hendrix reported that it was his understanding that the
eleotrioal report of Burns ani MoDonnell v.ould be reedy to be present ed to the
Commission the latter part of this week.
In the disoussion oonoerning the widl r.@I~r Osoeola Avenue, the Oi ty
Attorney was requested to oontinue his work: o.:>ntdotlng property ONners and
'seouring right ar 'Ways wherever possible. Mr. .Ltioh.ards reported that an
additional right of ways for Osoeola as fer as Drew Street oould probably be
gotten without any tr:n ble, but that he had not C\:>nteoted any property owners
oonoerning the right of way north of Drew Street.
Mr. Greer, superintendent of the Gas Applianoe Department, was present
and urged the bu.ilding of a disple y end sale s butldi ng for gas app lia noes on the
vaoant lot Just east or the Oi~ Hall. The City Manager was requested to have
plans and estimates for su.oh building for the oommission's oonsideration some
time in the ne ar fu ture. -
