OITY COMMISSION MINUTES
December 17 t 1945
The City Commission ot the Oi ty of Olearwater. Flor1de';'inet
in rogular sessiou the evening ot Deoember 17th, 1945. with the tollowing
members present:
George R. Seavy, Mayor-Commissioner
Commissioners: Jesse G. Smith
Dan L. Stoutamlr e
Sumner Lowe '
Absent: Herbert Grice.
The meeting was oelle d to order end the minut es ot the pre-
vious meeting were read and approved with the exoeption that the previous
minutes should show that City Manager Hendri x was instruoted to heve oon-
orete blooks being used in Cl&erwater tested so that comparison might be
hed with standard speoifioations tor oonorete blooks.
Mr. V. A. Oempi appeared bef'ore the Board relative to per-
mission to take for the third time the building o~ntraotors examination.
It appeared that the nex.t examination woul d be held same time in April.
The Board was unanimous in granting this permission to Mr. CeJllpi and
8sked the City Manager to conter with the Board ofi examinors and arrange
for tlle examination to be held not later tb:tn January 15th. if suoh ti~
was at all praotioal.
The City Commission granted a right of ~asement aoross City
owned property on N. Osoeola to the Lions Club. said easement to oonneot
Osoeola Avenue wi th property owned by the Lions Club near the intersec-
tion of' Cleveland Street which they intend to use as a parking lot.
There was 8 resolution on the Clearwater Beaoh Seawall
Commission before the Board, a oopy of which resolution is set out be-
low, which requested tha t th e Oity Commissi on establish three or four
temporary experimental groins on the Gulf side of Clearwater Beaoh
Island where permanent sea walls have been. oonstruoted. The City Com-
mission a .Jproved the oonstruotion of suoh groins, the sane to be looated
opposite the first two blocks north ot Palm Street.
A letter from Mr. 'J. M. Riddle was read to the Board aSking
the the commission grent him tbe . light to use part of the parkway on the
south side of Fleasant Avenue on whi ch to oonstruot a reta! ning wall.
City Manager Hendrix reoommended to the Board that Mr. Riddle's request
be refused. It was moved by~. Smith, seoonded by Mr. Lowe and oarried
that the reoommendation ot the City Manager be approved.
Also before the Board was a letter from the City Flanning'
Board which reoommended the use ot City property south of the library as
a free parking lot. No ect! on was taken in the .me tter. "
Mr. Hendrix reed a letter trom Eddie Moore, superintendent -
of reoreation, reoommending that Simmons Company be given the oontraot
for the painting at Clearwater Athletic -Field. they being the lowest
bidders. The bids of Simmons Company, Fred Wood. H. H. Friedt. Newt
Barlow, and W. R. Truluok were submitted along with ~e aforesaid letter
and the said bids are set out in fUll below and made a part of these .
minutes. No final action was taken in the matter bpt the City Manager
'was requested to investigate the bids as to reliability, materials to
be used and the time in which the work could be tlnished.
The taxi lioense application of James W. Bradley and John
MoCray were refused on the grounds the t the re was no need for further
taxis 1n Clearwater.
City attorney Richards reported that the City's title to
riparian rights just north of the Seminole Dock was questionable, and
that he reoommended that before the Oity attempted to dispose of any
of this riparian right property that re~lease or a deed be secured from
the Internal Improvement Boatd.
There being no :further bJ. siness to oome betore tb.e Board
the meeting was adjourned.

WHEREAS. The Clearwater Beaoh Seawall Distriot is vested by law with the
duty and authority to design and oonstruot a system of seawalls and tills for
:the permanenS ot Clearwa ter Bee oh Isle nd.
AND WHEREAS the members of the Clearwater Beach Seawall Oommission have
given seven months oareful study to the sbbjeot ot the type and speoifioations
of struotures tba t ere neoessary to adequately and permanently proteot the
Gul~ side of Clearweter Beaoh Island from further erosion by storms.
AND WHEREAS, as a reBult of said oareful studies the Clearwater Beaoh
Seawall Commission is convinoed beyond all reasonable doubt that no seawalls.
of a design the oost of vb ioh would be wi thin the praotioal finanoial means of
said Seawall Distriot. oan be depended upon to permanently proteot the Gulf
side of said island without said seewalls being proteoted by a system of
anti-erosion groins betng oonstruoted in f'ront of am atteohed to said seawalls.
AND WHEREAS, the Clearwater Beaoh Seawall Distriot is not vested by law
w1th euthority to either finanoe or oonstruot a system of groins for the pro-
teotion of the proposed s~stem of seawalls and the Qu1t side of said Island.
AND THEREFORE BE IT RESOLVED by the Clearwater Bee oh Seawall Commission
in meeting assembled this 17, day of Deoember. 1945:
(1) . The t the City Commissi on ot the City of Cleerve ter be requested
to imeediately seleot an appropriate siae on the Gulf side ot Clearwater Beaoh
Island where permanent seawalls have been oonstmoted. and immediately oonstruot
on said site several experimental anti-erosion 'groins with the prupose of
speoifioally deter.mining the advisability of a general program ot oonstruotion
ot a oomple~e s,ystem of groins for the proteotion o.r the improved portion of
the Gult side of said Island.
(2) That the Oity Commission of the City of Clearwater be requested to
immediately enter upon e program of study of ways and meens by whioh the City
of Olearwater might (a) determine the advisability and neoessity of a general
groin oonstruction program ani (b) oarry suoh program at oonstruotion into
exeoution at the ear liest~,pr8oti oal time.

It was the opinion of the Board that the badly congested parking situation
oou1d be ma'terlally remedied' by using the property south of the library as 'a '
'tree parking lot. T~e Board feels that irrespeotive ofwha t type of parking
is used a tsee parking'lot would be a great benefit especially during the
tall and winter .months. ' '

On aooount of the height of the lot, I plan to build a
retaining wall f'rom the South boundary of the lot to tlle North bouD1ary
on Sunset Drive and would like permission from the Oity of Olearw~ter
to oontinue this wall over the parkway to wi thin about two teet of' the ourb
l1ne 'on the South side of .Plea sant Street and then East on the J:'leasent
Stre et parkway to the Eastern boundary of the lot.
The reason I em building the wall on the Westboundary ot the ,
lot and that I am asking permission to oontinue it to tne ourb end up Pleasant
Street is beoause the elevation of the lot above the street 1s so great
that it would make it praotioally impossible tc maintain a lawn on the lot
(also on the perkway to the ourb line ot Plea sant Street) ~1 thou some sort
of a retaining wall to hold the dirt from waShing down over the side w8~k on
Sunset end into the street on Pleasant, I teel that suoh a well would not
,only be praotloal but would also add "greatly to the appearanoe o~ Pleasant
Street, which as you know is rather unsightly in its present state.
If given permission to build this retaining wall, I will be
glad,to build between the wall and the ourb on Plea sant Street, a narrow
walk:, whioh I th ink would be the only sid ewal i: tha t would ever be neoessary
on Pleasant Street. Also, I understand that I ~ould aoquire no rights to
the City parkway except to maintain a lawn on it and agree that it. in the
f'utuxe ,.the Oity should deoide to make any othe r use of t.he parkway, that
the obstruotlon would be removed at my expense.
I will thank you to bring this up a t the next meeting of the
City Commissioners and advis e me of the deoision in the matter.

Street parkway to the Eastern boundary oP the lot .

Sunset and into the street on Pleesant, I feel that such a wsll w�uld not

Street, which as y�u knaw is rather unsightly in its present state.
