The city Commission met in regular session on Monday evening,
September 17th, 1945, at 8:00 o'olock p.m., in the City Hall, with the following
members present:

The !meting was called to order by Mayor Seavy, and the minutes
from the prev1~8 meetin~ were read and approved.

It was moved by Mr. Smith, seconded by Mr. Stoutamlre, and
carried, that the Douglas Bailey lease covering filling station on Clearwater Beach,
be approved ~or renewal for a five year perIod at a flat monthly rental of $50.00.
It was moved by Mr. Lowe, se~onded by Mr. Stoutam1re, and carried,
that Ordinance No. 514 be passed on the first, second, and third readings. This
ord1nance is an amendment to Ordinance No. 421-a, which ~overns oo~upational lIcense:
~
charges for liquor stores. It was moved by.Mr. Smith. seconded by Mr. Lowe, and
carried that Ordinance No. 515 be passed on its rirst reading. This Ordinance sets
forth a new building code for the City o~ Ciearwater.

Mr. Hendrix read a petition a.sking that Palm Blurf Street, between
Railroad Aventte and Pennsylvania Avenue, be repaired. This petition is set out else-
where in these minutes. The matter was referred to Mr. Hendri x.
Mr. Hendrix read the resi~nation of L. B. Martin as Fire Chief of
~ -
the City of C~earwater, effective October 1, 1945. It was moved by Mr. Smith,
seconded by Mr. Stoutamire, add carr1ed, that the resi~nation be accepted, and that
in consideration of" Mr. Martin f.S lon~-time and erficient service as Fire Chief, that
he be given a month's salary.
Mr. Hendrix recommended to the Board that Mr. Peter Treola be
appointed 8S Fire Chie~, effective O~tober 1, 1945. It was moved by Mr. Smdth,
seconded by Mr. Stoutamlre that Mr. Treola be appointed.
It was moved by Mr. Smith, seconded, by Mr. Lowe,' and carried,
'that a Resolution authorizing the oi ty o~ficial.s to sign an A~eement with the Seaboard
Airline Railway Company, concerning the laying of drainage pipe under the railroad
tracks at Hart Stree~, be approved. This Resol.ution is set out in full, elsewhere in
these minute 8 .

bids tor the purchase and removal of the old Bay Hall building South ot the
Public Library.

It was moved by Mr. Lowe, seconded by Mr. Stoutamire, and

carried that the Firestone Company be permitted to install either aDF 5,000
or 10,000 ~allon gasol~ne storage tank on the West side of No. Ft. Harrison
Avenue, opposite Hendrix street, subject to the usual regulations /:l;overning
the installation of under~round storage tanks.
Mr. 8m! th, on b81 alf' of the Clearwater Beach Seawall Dis-
trict reported that very good pro~ress is being made on the seawall project
on the Bay side, but that in his opinion the City should seriously consider
methods and means of constructing groins on the gulf side either at the time
ot the construction of the seawall or very soon thereafter. Mr. Smith re-
ported that it was the consensus of opinion of not only the Seawall Com-
mission. but also of several engineering firms that the construction of
groins would be necessary, not only to protect the seawall, but to keep
and preserve the beach.
Mr. Smith also recammendedthat the City consider
the building of two or three experimental groins at a probable cost ot
about $2,000.00. The Commission took no action in the matter.
Mayor Seavy sug~ested that the Commission ~mpower Mr.
Hendrix to make an investigation, looking forward to.securing an engineering
firm to III1ke an electrical survey tor the City.of Clearwater, and that after
the survey is completed, showing the costs of the distribution system, generat-
ing plant. etc., that the question of whether or not the City acquire the &1ec-
trical system be referred to a referendum of the people. This suggestion
,
was adopted by the City Commission. and Mr. Hendrix was requested to ~tart '
to work on the matter.
~. Hendrix reported that the grandstands at Green Field
have been completely repaired.
There being no further business to come betore the Board,
the meeting was adjourned.

Street, (sometimes known as .t'inellas street) between Rail-Road Avenue
and Pennsylvanll Avenue.
We respeotfully represent the. t due .to inadequate drainage faoilities
that the above named street has become impassible. That we are unable to
get to and from our homes, and that the water in di tohes on tl:e said of
the street is not properly draining away on accoun t of the stoppage or
inadequate drainage facilities.
We further represent tl:a t his is one of" the very few, if not the
oDJ.y street in Clearwater, which has not lighting facilities along tm
street.
