The City Commission of the City of Clearwater met in regular
session the evening of December 4th, 1944, in the CIty Hall, at 8:00 o'clock p.m.,
with the following members present:
Mayor-Commissioner George R. Seavy

The meetIng was coIled to oreer and the minute~ of the previous
:meeting were -read and approved.
Mr. Roy Mains appeared before the Commission with the suggestion
'. that the City allocate some of its lots to be ~iven to those returning vexerans who
are able to qualify for Federa] loans for home-building. The Commission thought
fa vorably or the surr,gestion and agreed to gi ve j t further consideration.
The City Manager read a letter from the United States Maritime
Commission, which letter is set out here below, tn reference to the naming or a Vic-
tory ship in honor of the Ci ty of Clearwa tel", said shi p to be commi ssioned the "S. S.

It gives me great pleasure to inrorm you that one of the new
Victory ships, building for the United states Maritime Commission, will be named
in honor of your city, the s. S. CLEARWATER VICTORY.
The CLEARWATER VICTORY (MCV Hull No. 583), is building at the
Permanente Metals Corporation, Shipyard No. One, Richmond, California, and is now
scheduled for launching on or about January 16, 1945. Should you desire to design-
ate a woman ~rcm your city to christen the ship, this office must be notified immedi-
ately in order that we may inform the shipyard officials of her name and address at
lea ",t thirty days in advance of launching date. It 1 s not possible for the Mar' i time
Commission or the shipyard to pa~T the sponsor's travel expenses. This mt;lst be
handled by the community, the sponsor, or lnte-rested civic groups.
For your information, there Is attached a sheet which will answer
most of the questions which you may have in reference to the launchIng of' Victory
ships named f'or American communities. Because of the technical complications in-
volved in launching a ship, we would appreciate hearing f'rom you as soon as possible
as to your plans so that arrangements can be completed with the shipyard. If you
desire further assistance from this division, please advise us.

Following our recent conversation with regard to leasing the old fish plant for
use as a sea-plane base, we would like to make the following suggestions:
First, that we lease it at a nominal sum until such time as civilian flying Is
permitted along the beaches with the understanding that its use by the present
occupants would not be inteI'f'ered with in any way.
Second, that at such tIme as we would begin operations, it is understood that
a ramp would be built at the south end of the building leading into the channel
to the Yacht Club slips and that the south wall of the building would be altered
in order to make it of width available for storing planes.
We would be willing to do this, advancing the necessary money and crediting it
on ~ch rental as would be agreed, or to have the city do it and begin paying the
agreed rental whenever we begIn to use it. Upon further consideration of the
',"matter with regard to rental on a gross return basis, we believe this can be worked
out.
While I am not prepared to go into details concerning our organizationat this
time, I can say that we havea definite set-up and plans for operation. Also, that
the group is co~posed entirely of local residents; that is, in the Clearwater,
Largo, and Dune d in Bre a. ...,":" ~

Mr. Sublett explained that they are able to do this work at
actual cost on account of the advertising benefits derived from its publication,
and his proposition to the City of Clearwater rov publishing all municipal
ordinances, for two-hundred and fifty (250) coptes, was a maximum price o~
$5,000.00, and that they would accept paymant of one-half that sum, July, 1945,
and the balance in JUly, 1946, without interest.

Commissioner Grice came into the meeting at 9:15 p.m.
Attorneys Wm. Wolfe and J. E. Satterfield appeared before the
Cbmmission in mehalf of Wm. Dup~er, who was also present, requesting the
City to reinstate the liquor license of "Uncle Bill1s Place," which was operated
by Mr. Dupper, and which was revoked on November 27th, 1944.
After considerable
discussion, final action was postponed until 6:30 p.m., Tuesday, December fifth,
1944, at which time the City Commission would re-convene for the purpose of re-
considering this request.
There being no further business to come before the Board, the
meeting was adjourned.
