The City Commission of the City of Clearwater, Florida, met in regular
session on the evening of November s1xth, 1944, at 8:00 p.m., in the Cfty Hall.
with the following members present:
George R. Seavy, Mayor-Commissioner
Dan'L. stoutamire, Commissioner
Sumner R. Lowe, Commissioner
Jesse G. Smith, Commissioner
Herbert Grice, Commissioner

The meeting was duly called to order by Mayor Seavy, and the minutes
of the previous meeting were read and approved.
Mr. Alfred Marshall appeared before the Board and asked ror a reduct-
ion in the settlement of taxes on Lots 5 to 11, inclusive, Block 17, Gould &
Ewing, 2nd. Addition. The City had previously rendered a statement ror the
settlement of all taxes on this property for the years 1944, and prior, that
were unpaid, in the amount of $1210.11; Mr. Marshall asked that this be reduced
to $1005.03. Upon a report by City Manager F. L. Hendrix, that in his opinion
that the statement rendered in the amount of $1210.11 was fair and equitable,
it was moved by Mr. Lowe, seconded by Mr. Smith, and carried, that no reduction
be made and that the settlement figure of $1210.11 be sustained.
Attorney George L. Brown appeared be~ore the board on behalf or a
Mr. Steimer who was also present, along with others concerning the establishment
by Mr. Steimer of a seaplane base at the present city docks in front of the Munl- .
cipal Auditorium. Mr. Steimer requested the City to give him exclusive privileges
1n establishing a shcool of instruction in aviation, commercial flying, etc. file
City Commission refused to grant the request inasmuch as an aviation school was
at this time being establishe~ at Clearwater Municipal Airport at Marymont.
The City Commission had before it at this time a recommendation r~om
the City Planning Board asking that Mr. Lester Plumb be named a member of this
Board. It was moved by Mr. Smith, seconded by Mr. Lowe, and carried, that Mr.
Lester Plumb be appointed a member of the City Planning Board.

on the no~tp to Belleview Boulevard on the south, and Cleveland Street from the
Bay on the west to Highland Avenue on the East. We recommend that all vacant
property fronting these thoroughrares be cleaned to the extent of removing weeds,
underbrush, trash and anything else that causes an unslightly condition.

With further reference to our conversation of a few ago con-
cerntng the proposition of establishing a school of instruction in Aviation,
comhlorcial flying, ect. in and for the City of Clearwater.
I propose that I will, with tl~ consent and cooperation of the
authorities of the City, establish and maintain on a convenient and effeotive or
basis a school of instruction in aviation, together with commeroial flying of a looal/:.
semi-local character and provide such facilities and instruction as may be
required to reasonably meet the demand. I have had fourteen years experience in
flying and in the operation and maintenance of such establishments; have had
the priviloge of working with others who have sucessfully maintained such "
establishments over a long period of time and after having cheoked the
possabilities present here, believe that such a business, when properly
established and advertised will be, not only profitable to a fairly encouraging
extent but will likewise be an added attraction for Tourists and pleasure seekers
and will repay manyfold for such concessions as the authorities may see fit to
make.

In order to establish such an enterprise it will be neoessary to
seoure the approval of the Civil Aeronautic COWmission of the Federal Govern-
ment and this will require the cooperation of the City Authorities and a period
of time exceeding perhaps three months before such approval would be granted.
It will be necessary to establish a base and bar therefrom other craft whioh
might endanger the safety of the flying enterprise, its passengers, students
and personnel. I have previously suggested the desilSnation of the City Dook'; "
fronting the City Auditorium and the waters of Clearwater Bay immediately
surrounding the same, because of the advantabes of parking spaoe and generally
the convenience suoh a location would afford the generul Public.
For, and duri:ng the period of deYe~OpmEH}.ttl there--"is;lik~ly.;to~be
little or no commercial profit in the nature of things, because it will first
be neoessary to advertise the business, establish it in the minds and interest
ot the people of the looal and adjacent territor.y and in the minds of the
Tourists whose interests might be centered in such attraotion and entertainment,
therefore I feel that I ~ fully justified in asking, and I believe the 'City
will grant to me exolusive privileges x in this field for a period of time, with
a minimum licenses and/or rental charge for dooking faoilities. Suoh co-
operation would justify any oonoern, and I can assure you that it will be sufficient
encouragement to me to go into the business wDole heartedly to the end that we
may all propper from the enterprise.

Beach Groins.
The storm of October 18 and 19, 1944 has very substantially
damaged each o~ the above. It was ohiet'tly the "Northwestern. This
is what I have apprehended as indioated by my letter o~ March 8, 1943
and the preoeding oorrespondence with YOQ concerning the above and the
groins. You may recall that my fear in oposing the groins for myself
and my olients in that area was grounded on the theory: first, that
they would do no good; and seoond, that if they were put on each side
of the above and those skipped that such arrangement would create an
abnormal swirl so that even the ordinary high tides would gradually
dig out our property. Apparently my theory was correct. It appears
f to be supported by what has happened. I especially oall your attention
to it now ln the hope that you may inspect the places as you did in
MarchQ~1943. You will observe that this artificially oreated oresoent
in the shore line is the only place ~here there is a result of this
storm damage on the beach itself. Both the shore line and the tide
and waters themselves still show the swirl whioh began with the groins
and of course after the crescent shape was formed the condition was
somewhat aggrevated by the removal o~ the groins thereby maintaining
the Bame form, of current but with greater primary proximity to the shore
line at that place.

At 442 the beaoh/~ashed out about 3 feet perpendicularly about
a third o~ the way- under the house and the northwest and southwest
corner piers we had to seset and supplement and oan't now use the front
entranoe at all.

At 444 it is so badly washed out we can't use the fron~ -
entrance at all and the chimmey is seriously threatened the undermining
having already begun and the west side being exposed to the base o~ the
foundation. The tops of the 8 inch bases of the three front piers
are exposed.
At 456 the wash out is nearly to the garage which is built
right up to the property line one foot rrom the sidewalk and the chimmey
notwithstanding DUX bulkhead is again threatened and three of the piers
had to be reset, two at the front and one near the center.
I ~ish the City would do something about this. We are entirely
willing to pay our part of a good seawall if it goes right on across
the street south of our property. There would be no point to putting
one in with a return to the land.
Notice what has happened to Gonzalez' place between our 444
and 456 notwithstanding his sea wall. He has at least $1500 damage as
estimated by an expert.

vote, agreed to start such a program and clean vacant lots on certain throughfares
back at least twenty-five (25) feet from the street.

The storm oi' October 18 and 19, 1944 hzs veryBsubstantially
damaged each af the a'bove. It was chieftly the "Northwester��. This
is w hat I have apprehended as i:�dicated by my �etter oP r�arch 8, 1943
and the preced3ng c�xrespondence with you concerning the above and the
groins. You may recall that my �'ear in oposing the �roins �or myself
and my clients in that area was groixnded on ths theory: first, that
they �:ould do na good; and second, thai ii they were put on each side
of the above and those skipped that such arrang�ment would create an
abnormal swirl so that even t he ordinary high tides would gradually
dig out our pro,perty. Appa�ently my theory was correct. It appears
3 to be supported by what has happened. I es�ecially call your r�ttention
to it now �un the hqpe that you may insnect the places as you did 3n
Pdarch Q�-1943. You will observe that this artiiicially created cresce�t
in the sh�re line ie the only place where t,here is a result of this
storm damage on the beach itself. Both the shore line and the tide
and waters themselves still sho�v the swirl which began with the groins
and o= course after the crescent shaoe eas formed the condition Nss
somewhat a�grevated by the removal of the groins thereby maintaining
the same forrn oi' current but with greater primary proximity to t he shore
line at that place.

At 41�2 the beach/washed out about 3 feet pexpendicularl;� about
a third of the way under the house and the northwest and s�uthwest
corner piers we had to sese4 and supplement and can't now use the front
entrance at all,
At 4.44 it is so badly washed out we can't use the fron$s g
entrance at all and the chimmey is seriausly threatenad the und�rmining
having already beguu and the west side be�n� ebposed to the base af the
foundation. The tops of the � inch base� of �ha three front piers
are exposed.
nt �.5b the wash out is nearly to the garage which is built
ri�ht up to the property line one foot from th� sidewalis and tae chimmey
notwithstanding our bulkhead is again thr�atened and three oi the piers
had to be reset, two at the front and one near the center.
I wish the Ci.ty wauld do something about this. ti'�e are entirely
willing to pay our pa.rt of a good seawall if it goes right on across
trle street south of our protierty. There woulci be nn point �o putting
one in with a return to the land.
Notice what has happened to Gonzalez� place between aur 1�4l�
and 456 notwithstanding hi� sea wall. He has at least 41500 damage as
estimated by an expert.
