Mayor-Commissioner Commissioner tt " tt The meeting was duly oalled to order and the minutes of the previous meeting were read and approved. t [' ,.. The City ~ommission had before it at this time the question of allowing the Hob Nob an occupational license for the period beginning Oot 1, 1944. After much evidenoe,showing that this place had been operated after a most undesirable tashion it was moved by Mr. Smith seconded by Mr. Lowe and carried that no license be issued. Attorney Paul Fusillo representing the Lessee, and the Lessee were present. Mr. Harry Sargeant and a Mr. ~ones were before the Board to secure permission to place trailers on some lots owned by the latter in Bel1aair Highlands on Woodlawn Avenue. Upon the advice of City Attorney Ralph Richards the City Commission granted the permission subject to the approval of Mr. Boteler, as to vhethsr or not such structures would comply with the City Building Code. Mr. E. B. Casler ~r. representing Mr. Ed Dillard was informed by the Board that the matter of a sub-lease by~. Dillard to another party ot the property known as Ed's Tackle Shop situated on the Beaoh would have to be postponed until further information oould be made relative to the City's rights in the matter. City Manager Hendrix now read to the Board a letter addressed to h~ from Mr. Homer R Overly. This letter is set out in full elsewhere in these minutes. It was moved by Mr. Smith seconded by Lowe and oarried that in compliance with Mr. Overly's otfer the City would 3~~ oonstDuot a sea wall from the West end ot the bridge Skirting the north side of the City's prope~ty known as lot 9 City Park Subdivision so that the swme woul connect up with a sea wall to be oonstruoted by Mr. Overly in front of his property known as Lots 10 to 14 inclusive Block C Barbour-Morrow SubdiviSion, and also to build a road across the city's property so as to conneot with Marianne Stree*. The expense to the City to be appro%imately $5'000.00 and that this expense would be advanoed by Mr. Overly to be; paid back by the City as follows: one-half within 12 months, the remaining one-half within 24 months after the money was advanced. . Dear Mr. Hendrix:- Last spring I submitted 8 dr~wing to the City Commission showing a proposed sea wall to be built in front of Lots 10 to 14 inolusive, Block "C", Barbour-Morrow ~ub-division J Glearv/~ter BeElch, which I own. - This drawing also indic8ted 5 new sea wall connecting the bridge at the west Gnd of the causeway to the contemplated wall in front of my property including a new road way from the causeway connecting blind street at the rear of th e Thomos Court. For your information, I have received permission from the government to construct the wall as shown and believe that this work can be done at a more resonable price within the next few months than at a later date. I am certain that if this work were completed end the wall constructed in front of the City property and my property that it would be 0 wonderful improvement to the approach to the Beach and th e new road be very desirable for property owners on the north end of the beach. Several days ago I discussed this matter with you and understand that there is no provision in the present appropriation to take care of this improve- ment and in view of the fact that I believe it exceptionally desirable, I agreed that I would be wiiling to construct the wall in front of my property, for which I would expect to pay the full cost..I elso agreed that if it were agree~ble to you and the Commission that if the City would enter irito 'a contract with a responsible contractor to construot the well in front of the City property at the same time I construct my wall, that I would advance the 'cost of the wall to the City with an agreement that they wbuld reimburse me for one helf the cost of the wall in front of the City property within t~elve months and the remaining one half within twenty-four months after 'the date the money was advanced. I also agreed that I would make no charge f~ interest on the money for the period the City had the use of this money. It is my understanding that ~ou have had an approximate price on this work and that the cost will involve approximately ~ 5,000.00. If this proposition is aaceptable to' you Bnd you would rather make pay- ment for the money advanced on e monthly basis, paying twenty-four equal installments without interest J .that would also be acceptable to me. . I am writing this letter confirming our conversation with the hope that it will be agreeable to you to submit this proposal to the 6ommission and get some definite decision at an eery date.
