The City Commission of the Ci:ty of Clearwater, Florida, met in
regular session the evening of August 7th, 1944 at 8:00 O'clock p.m. in
the City Hall with the following members present:
George R. Seavy, Mayor-Commissioner

The meeting was duly cs lled to order by Mayor Seav,y; a nd the
minutes of the previous meeting were read and approved.
On the recommendation of City Manager Hendrix the Commission
without formal vote approved ed~ed from the City of Clearwater covering
the following described property:
SEt of NEt of Section 22, Township 29 South,
Range 15.
The deed being to the former owners of this property who had deeded the
same to the City for cemetery property. Mr. Hendrix pointed out to the
City Commission that the property, due to being so low, could never be
used for cemetery purposes.
Attorney J. E. Satterfield appeared before the Baard and
spoke briefly in favor of the City taking adeouate steps to acquire
the ownership of the Florida Power Corporation's system in Clearwater
at the expiration of the present franchise. Mr. Satterfield handed
each member of the Boqrd a copy of the financial report covering various
cities owning their own electric utilities either ~ completely or
the distribution system only. This report bears date of September 7,
1937 and is attached to and made a part of these mintues. The City
Commission took no action in the matter.
City Attorney Ral~h Richards now read to the Board for the
second and third time Taxi Ordinance #500. It was moved by Mr. Smith
seconded by 1,1r. Lowe and carried the t Ordinance number 500 be passed
on its 2nd reading. It'was moved by Mr. Smith, seconded by l~r. Lowe
and carried that Ordinance number 500 be passed on its 3rd reading.
Below and set out elsewhere in these minutes is a copy of Ordinance
#500.
City Attorney Richards now read a resolution that proposed
to change the names of two or three streets in the Hillcrest section.
It w~s moved by Mr. Stoutamire, seconded by Mr. Grice and carried
that the resolution be adopted. Set out elsewhere in t~ese minutes
is a copy of this resolution.
City Manager Hendrix at this time asked the City Commission
to relieve him of his duties as acting chief of poliae and to appoint
as Chief of Police John E. Swift. It was moved by Mr. Stoutam~re
seconded by MrG Lowe and carried tl'lat John E. Swift be appointed
Chief of ~olice of the Oity of Clearwater.
It was moved by Mr. Smith seconded by 11r. Lowe and carried
that 8 resolution covering the appropriation of funds under the Lan-
ham Act for the city of Clearwater be a~'proved. This resolution cov-
ered a revised period from 7/1/43 to 6/30/45 and shows money to be
received from the Government as ~23,638.00 and from the City of
Clearwater $3,700.00. .
There being no further business to come bef'ore the Board
the meeting was adjourned.

considera.bly less than the vn.luo of their utilities, shorr.i.ng that
they have rapidly retired tho original cost of acquiring thenI. A
conservativo estimate of the net profit, after deducti~ 0.11 costs
oxccpt interest and sinking fund for Cle[.~rvlUtcr, shows 'iP10B,000.OO.
Interest and sinking fund would depend ontirely on th<> eost of
o.cquiring the utility.' The figure would be under ;?60 per ~~l,OOO of'
cost, or under ~~60, 000, even at 0. $1,000,000.00 valuation, rlhich of'
~ourse is preposterously high.
In mnny respects the most interosting place visited was the
city of Palutka, wInch has a population of 6,500, ono-half of which
is colored. Their franchise has the same provision D.S ours vlhereby
the distribution system muy be purchusod by arbitration. In their
case tho Fl')l'ldc. POVier and Light Corporo,t ien ha::.: fla.tly rofused to
recognize this provision of their franchise, and have so far frus-
tra.ted evory move of tho city to force its recognition in the courts.
Palatka empleyed 0. nationally recognized firm of appraisal
engineers to appraiso the property and lno.ke an economic report. The
report was briefly tho.~ the value of the distribution syctem ovmed by
the power compo.ny vms ~?83,000.OO. They I'eportod further that the city
should be able to establish a generating plant and either ,purchase
or construct now distribution systom for n total cost of ~300,OOO.OO.
They rocommended further that a.l1 rates be immediately reduced 25%.
qnder this set-up, their net operating profit per year rlQuld be
(i"!16,580.00, which would be un ampunt sufficient to take care of the
principo.l and interest of bonds, of dapreciation~ of future yearly
~xtenslons of servico, in 13 years, and have a surplus of over
~100,OOO.00 in cash.

DATED JANUARY 1, 1944, IN EXOHANGE FOR RI-
FUNDING BONDS ISSUE or JULY 1, 1936, SERIES
At SERIES B, AND SERIES C, OF THE OITY OF
CLEARWATER.
WHEREAS, the Oity Oommission ot the City of 01ear-
water on the
fifth.
, 1944, duly adopted a
day ot -JO June
resolution providing for the delivery of Refunding Bonds ot 1944
Series A, Series B, and Series C, of the City of Clearwater to the
Oity Benk Farmers Trust Oompany of New York City as esorow agent,
said bonds to be exchanged for refunding bonds at July 1, 1936; and
WHEREAS, Seotion (a) of Seotion 2 of said resolution
provided that "none of the new serial refunding bonos shall be
exo,banged until all of the new term refunding bonds (maturing on
July 1st, 19?9) have been exohanged;" and

requested to emend and revise the said resolution in order to
eliminate. the proviso above quoted, and is willing to oomply with

second and third time Taxi Ordinance �500. It was moyed by h'Ir. Smith
seconded b yl�1r. Lowe and earried that Ordinance number 500 be passed
