I ~ j 1 j I The meeting was duly called to order and the minutes of the previous meeting was read and approved. Jos. L. Martin. Manager of Hall's Taxi Service presented a petition aSking that the City COmDlission fix certain uniform taxi charges for Clearw~ter. The petition ~as signed by seven taxi owners. This petition is set out elsewhere in these minutes as Exhibit No 1. The Commission took the matter under advisement , but no definite aotion was taken. .! I " ~1 '~~ Messrs. Geo Zane, Wm Rehbawn Jrd, and John L. Martens, members of a Committee from the Merchant's Association were told by the Commission xthat the City ~ould ;etch funds with the Merchants in a rat eradiccition campaign, details at such offer to be incorporated in a resolution later; but that the matter of rat-proofing buildings should be put off for the time being. Mr. Hendrix now read a letter to the Board from John Nuveen and Company relative to a plan to refund the City'S general debt bonds. Messrs Carr & McCready representing this Company spoke briefly to the Board concerning refunding. The City Commission xeXx decided to ha~e a special meeting the evening or Oct lJ, 1943 in the City Hall at 7:30 P M for the purpose of hearing Sond Refunding Proposals. The letter above referred to is set out later in these minutes as exhibit No 2, '. ~, City Manager Hendrix read a letter addressed to the Board and signed by Howard Hartley, as Comrr~nder ot Clearwater Chapter No 11 Disabled American Veterans requesting permission to use the V F W Building as a meeting place. The Commission granted such permission providing it was agreeable with the V F W organization. See aboTe letter as exhibit no 3. The Clearwtiter Lions Club presented by letter a suggested "White'Cane Ordinancew for the benefit of the blind. The Commission accepted the proposal for furthe~ investigation. City Attorney Ralph Richards no~ read un ordinance to be known as Ordinance No 496 being an ordinance defining and prohibiting prostitution and atol, xX also an Ordinance to be known as Ordinunce No 497 requiring Taxi Drivers to obtain permits trom the Chief of Police. Ledford represent to the Commission that they are the owners of Lots One (1) and Two t2) of Rainbow's End Subdivision which lots are located on Edgewater Drive just south of the subdividing line between Clearwnter and Dunedin; that the recorded plat of Rainbow's End Subdivision shows a ten foot alley across the east end of Lot One (1), which alley was apparently platted in order to provide acoess to the rear of Lot Two (2) from Marine Avenue; that Lot Two (2) fronts on Edgewater Drive, and entrance to said lot from Marine Avenue is not essen- tial; that the said alley across the rear of Lot One (1) has never been open to travel by the pUblic or improved in any way, and that it is the desire of your petitioners that said alley should never be opened; that the vAcation of seid alley will not affect any parties other than your petitioners. vnfEREFORE your petitioners respectfully request. that said alley be vacated. October 4, 1943 I I ~ 1 1 On behalf or Clearwater Chapter, No. 11, Disabled Amerioan Veterans,I am dirrected to present to your honorable body our tormal applioation for the use of city ewned property, now occupied under some sort of lease or agree- ment, by Old Ft. Harrison post, Veterans of Foreign Wars. As you know, our organization is oomparatively new in this community but has grown within a month to more than 30 members and is constantly in- creasing its membership. It is not our purpose to inconvenience the Veterans of Foreign Wars in the slightest. On the contnary, we merely ask that in the preparation of any juture leases that the Disabled American Veterans Chapter be made a co- leas see and privileged thereunder to use the building for our meeting, which will not conflict with those of the V. F. W. inas~ch as our organ- izations convene on different nights. We also would like the privilege ot keeping in the city owned building OUr chapter colors and parahernalia, books and records,. In brief, the two veterans group would be co-tenants and I am sure would get along together in'the best traditions of the good neighbor pOlicy. In addition to the foregoing, our chapter also would like to bring to the attention of your honorable body the pending formation ~r the Upper Pinellas Veterans Reemployment Council, which has been endorsed not only by our group but also the American Legion Posts of Clearwater, Tarpon Springs, Indian Rocks and Largo as well as by the Lions Club of Clearwater. The first meeting of the C2uncil will be held Thursday night at 8 p.m. at the Chamber of commerce. ~ch of the above organizations is sending as their official delegates two~of their members. We trust that the city commission of Clearwater will do likewise and a similar request will be made tomorrow at a meeting of the Pinellas County Commission.
