The meeting was called to order by Mayor Seavy and the minutes of the
previous two meetings were read and approved.
Ci ty Manager Hendrix read a letter from the Mercllallts Association of
\
Clearwater asking that the Comrrdssion pass enabling regulations rela-
tive to a rat extermination and rat prevention program for Clearwater.
Said program to be along the lines as set forth by Dr. Morris of the
United States Public Healtll Servi'ce. The Commission took no action
in the matter pending further investigation. Below is set out the
above mentioned letter.

Gentlemen:
As you are aware, the Merchants Association of the Chamber of Commerce
recently underwrote a Rat Extermination program for Clearwater. This
six months program has been financed by popular subscription among the
merchants and residents of the city, and we now have the neceBBa~
funds on hand.
At a meeting of the Merchants Association on August 19, Dr. Morris of
the United States P~blic Health Service outlined to the Association the
need and functions of a continuing Rat Prevention program. Following
Dr. Morris' address the. members of the Association voted to invest in
a committee full authority to recommend to the City Comnissioners of
Clearwater that the necessary steps be taken as regards adopting a
program as set forth py Dr. !,10rris. This, it is felt by the Merchants
Association and many otlier individual subscribers and supporters of
this movement, .:will be of inestimable value to the citizens of Clear-
water as well as enllancing the attractiveness of the city to winter
visi tors..
We therefore, as representatives of t~e comrrdttee appointed by the
Merchants Association, recommend that the City Commission of Clearwater-
pass a resolution and, if necessary~ adopt the necessary ordinances to
place this program in effect and insure the success of the plan present-
ed and outlined by the United States Public Health Service.

WHEREA~ the recorded plat of Gould & ~wingts Second Addition
to ulearwater shows a street known as North Street betvleen Blocks Seven-
teen (17) and Eighteen (18) of said subdivision and running from the
Seaboard Air Lin~ nailway tracks on the east to the Atlantic Coast Line
Railroad tracks on the west; and
WHEREAS said street has never been open to the public, but
hes in fect long since been nbandoned because of the dedication end open-
ing of Hendricks' Street lying immediately south; and
~r.mREAS the owners of Blocks Seventeen (17) ann Eighteen (18)
of said subdivision have requested that said North Street be formally
vacated in order to clarify the title to the property covered by said
street as platted;
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
