The Ci ty Commission of Clearwater, Florida met in r'egular session on the eVEn ing
of August 2, 1943 at 8:00 in the City Hall with the following members present:

The meeting was duly called to order by Mayor Seavy, and the minutes of the
. ~t
p~ev1~U8 meeting were read and approved.
City Manager Hendrix then read to the Board a letter from Joseph L. Martin,
manager of the Clearwater Transit Company in which the Transit Company asked
the-approval of the bus rates from a charge of five cents to ten cents, thus
eliminating all five cent bus fares within the City and making the charge ten
cents instead of rive cents. It was moved by Mr. Smith, seconded by Mr. Lowe,
and carried tLat the new rate and bus schedule as presented be approved.
In pursuance of a previous advertised call, City Manager Hendrix now opened
and read the offers of the rollowing companies to sell City of Clearwater
refunding bonds to the Gas and Water Department: B. J. Van Ingen & Co., Inc.,
Miami, Florida offered the following bonds: $2000 at 92.99; $1000 at 93.25;
$5000 at 93.373; $7000 at 93.49; $10,000 at 93.74. John Nuween & Co. made the
following of~er: $6000 at 93.70. Shields & Co. made the ~ollowing offer:
$20,000 at 93050. All the above orfers were with accrued interest.
Moved by Mr. Stoutarrdre, seconded by Mr. Lowe, and carried that all of the
above offers amounting to $53,000 in bonds be accepted.
City Attorney Richards now read to the Board a resolution accepting the offer
of the United states Government furnishing funds for the recreation of service
men of Clearwater through Jaly 31st, 1943. It was moved by Mr. Smith, seconded
by Mr. Stoutamire, and carried that the resolution be adopted.
Mr. Richards now read to the Board a lease between the City of Clearwater as
~ssor, and Wlnn & Lovett Grocery Company as Lessee, leasing that certain
building south of and attached to the Seminole Street Pier, which building
has heretofore been occupied by the Clearwater Fish Company; also attached

Grocery Company to W. H. Venable. It was moved by Mr. Lowe, seconded by

inabove provided, and receipted bills in the total amount of not less
than Three Hundred Dollars ($300.00) shall be submitted to the City
Manager of the City of Clearwater during each year that this lease

The Lessee is hereby granted the option to renew this lease
on the same terms and conditions from year to year for a total period
of five years from the date of this lease. Lessee may exercise its
option to renew by giving written notice to the City Manager or the
City of Clearwater on or before August 1st of each year~ stating its
intention to renew the lease for an additional year.
The Lessee agrees to keep the leased building in a reason-
able state of repai~ and to redeliver same to the Lessor at the termi-
nation of this lease in as good or better condition than said building
is at the present time, reasonable'wear and tear and damage by the
elements expepted.
The Lessee covenants to make no assignment of this lease,
nor to sublet any portion of the leased premises without the written
consent of the Lessor.

the City of Clearwater for municipal purposes, then and in that event,
after thirty (30) days notice in writing by the City Manager of the
City of Clearwater to the Lessee, this lease shall terminate and all
rights of the Lessee under this lease shall be at an end.
Should the Lessee fail or neglect to perform each and
every agreement herein contained on its part to be performed, then
the Lessor at its option may declare this lease terminated and at an
end; and in such event tL,e Lessee agrees quietly and peaceably to
redeliver possession of the premises to the Lessee, and in any event
agrees to redeliver possession of the premises at the termination of
this lease.
